5 Introduction Department for Research and Reform of the Local Government (DRRLG), in accordance with the duties and responsibilities as a department, and the mandate of the Ministry of Local Government, as well as collaboration with other departments of MLGA has designed this analysis on functioning of municipal bodies and administration in the new. In this regard, the introduction of the municipal assembly activities, particularly of the new is of great importance not only for DRRLG, but also for the Ministry of Local Government itself, for the fact that, by the Law, the Municipal Assembly is considered as the highest body in the organizational structure of the municipality. Therefore, given this fact, this analysis seeks to present the work of the Assemblies of new (Gracanica, Ranillug, Kllokot, expanded Novo Brdo and Partes), functioning of their municipal assemblies, as well as functioning of administration of these, which in fact is a "database" of the presentation of the abovementioned. Within this brief analysis, we have presented five as mentioned above, along with other data, general information related to Municipal Assemblies and administration of these, such as Municipal Assembly meetings, mandatory committees meetings, legal acts, efficiency of the administration bodies, MCSC, municipal offices for return, and finally making a general comparison of each municipality separately with the previous year. Also, high importance and role has been given to the thought/ opinion of the citizens of these regarding their opinion on the efficiency of municipal administration in these. 5

6 Executive summary This analysis reflects the general aspects of functioning of the municipal bodies and administration of the new of Kosovo: municipality of Gracanica, Ranilug, Klokot, expanded Novo Brdo and Partes. The analysis is focused and presents in details the activities of new in the first half of, and the efficiency of municipal administration bodies in the new in the nine-month period of, taking into account that, the data on annual work of new are not yet completed, and as a result, we have prepared this analysis only with the data that we possess. The analysis is focused on: the activities of Assemblies of the new (holding regular and extraordinary meetings) meetings of mandatory committees, legal acts, the relationship between and supervisory bodies, the efficiency of administrative bodies, MCSC, municipal offices for communities and return, ending with an overall comparison for each municipality separately. This data, reflects the period of the first half of, while in terms of efficiency of administrative bodies of the new, they reflect the nine-month period of, and according to data that we possess in this period (nine months period in ), Assemblies of new have reviewed about 18,390 requests, some of which have been rejected and suspended, and below are given in a more detailed way. Also, during this period the Municipal Assemblies have held 32 meetings (regular and extraordinary), 45 Mandatory Committees meetings, and have issued 124 decisions and 13 regulations. In this regard, we can see that the new have made progress to the MCSC, showing that they have started holding meetings foreseen by A.I. 08/009 MPB-02/2009 MLGA for MCSC, which foresees that within a year, 10 meetings must be held. The offices for communities and return have been 6

7 functionalized, even though most of those, have not had planned the offices in their statutes. 1. Functioning of Municipal Bodies and Administration in the municipality of Gracanica 1.1. Municipal Assembly meetings Gracanica municipality during the first six months of, according to data from the Gracanica municipality presented on the report of functioning of the of the Republic of Kosovo, held a total of 8 meetings, of which 5 were regular and 3 extraordinary meetings. 8 In this regard, it should be mentioned that the Municipal Assembly meetings were open to the public, which shows their transparency and efficiency in relation to citizens. According to the information that we have as Ministry, citizens of municipality of Gracanica are informed on time, through the municipality of Gracanica official site, information posted in the municipal building, and on local television Functioning of Committees It must be said that during this period, functioning of Mandatory Committees in Gracanica municipality was in place, and the Committees held meetings as follows: Committee of Policy and Finance has held 8 meetings, while MA has held 6 meetings. In this context, it must be said that in these meetings was discussed for important issues related to the municipality, as well as the presence of citizens has empowered those meetings even more. 9 Regarding the municipal acts, as stated above, MLGA has a legal obligation under the Law of LSG to review those acts. Therefore, the Assembly of Gracanica municipality during the first half of has held 4 public meetings with citizens and has approved 37 decisions and 2 regulations, as follows: Decision of the Annual Plan of MA of Gracanica; Decision for continuing the citizens expropriation from New Badoc; Decision on establishment of the Spatial Planning Council; Decision for re-balance of the budget for ; Decision on regulation for conducting taxi services; Cultural and Entertainment project for ; Regulations for Municipal Transparency Efficiency of municipal administration bodies (nine months activities) Gracanica municipality during this year, received a total of 11,389 requests, some of which were refused, suspended and some of them are still under review, as follows: Department of Administration and Personnel - received a total of 1,542 requests, of which 1,461 were reviewed, 49 were rejected and 32 were suspended. Department of Finance, Economy and Budget - has received a total of 3,818 requests and has reviewed all of them. Department of Urbanism, Planning, Cadastre and Environmental Protection - received a total of 4,401 requests, 4,218 were reviewed, one was dismissed, and 182 others were suspended. Department of Health and Social Welfare - has received 163 requests, 160 were approved and 3 were rejected. 2 Same, p

10 Department of Public Services, Agriculture, Forestry and Rural Development - has received a total of 1,276 requests, approved 1,203 of them, and 73 of them were rejected. Department of Youth, Culture and Sports - has received 183 requests, 180 of them were reviewed and has rejected 3 of them. 11 Regarding the efficiency of municipal bodies in Gracanica municipality, we have received the opinion of citizens through surveys that we have conducted in this municipality, which is presented in graphs together with other data derived from this, as follows: Chart 1: According to this chart it appears that: 73% of respondents claim that unemployment is considered the biggest problem, to continue with public services and corruption by 10% each, and infrastructure 7% 3. 3 MLGA: Work Report 2011 for New Municipalities ", Prishtina,, p

12 Chart 2: The chart reflects the level of satisfaction related to local government in the municipality of Gracanica, starting with 45% of respondents who were moderately satisfied with the work of local government, continuing with 21% very satisfied, 17% are not satisfied at all, 14% are not satisfied, and 3%did not know or refused to answer 4. 13 1.4. Municipal Community Safety Council Municipal Community Safety Council in Gracanica municipality is established in April, when they hold their first meeting, and the Deputy Mayor, municipal advisors, commander of the Police Station, community representatives participated. In the municipality of Gracanica, the Commander of the Police Station was appointed, there is also the building where Kosovo Police is located, in general there is a good infrastructure, and the security situation is in a satisfied level. Also, municipal boundaries within which Kosovo Police operates were determined Municipal Office for Communities and Return The progress made in the new, has continuously established a number of offices, among them the Office for Communities and Returns. Municipal Office for Communities and Returns is functional, although not anticipated in the Statute of the municipality. The office reports to the Mayor, and has only two officials, the return officer and the community officer Overall comparison with previous year If we make a comparison with the previous year, we see that Ranilug municipality in 2011 held a total of 10 regular and 5 extraordinary meetings, whereas in (the period January-June, ) has held 5 regular and 3 extraordinary meetings. It turns out that the municipality of Gracanica held more meetings in 2011 than in, but here we must consider the fact that this municipality, but also other have held meetings during the first half of, and we can not have yet a general 6 MLGA: "Work report of the Groups on Decentralization, July - November, 2011" The Division of Local Government Reform - DRRLG, p

14 conclusion. During the elaboration of this analysis we have done a comparison with Mandatory Committees where this municipality in 2011, CPF held a total of 15 meetings and MA 7 meetings, whereas in a total of 14 meetings were held (8 of PFC and 6 of MA), which shows a decrease of those meetings. Regarding the adoption of municipal acts, during 2011 were adopted 66 decisions and 8 regulations, and in were adopted 37 decisions and 2 regulations, which shows a decrease in this regard. We have also done a comparison to the efficiency of municipal bodies, where during 2011 there were about 13,757 requests (360 of them have remained un-reviewed), whereas during (nine months period) there were 11,389 requests, and there are no un-reviewed requests, but there are requests which were rejected or suspended. In this regard, it must be said that only during this half of the year the municipality has reached almost 90% of the total amount of requests compared to the previous year. During the overall elaboration, we have made the comparison of the MCSC, where it is worth mentioning that MCSC was established in 2011 but was not functional, however there has been a progress this year, and the first meeting of MCSC were organized, which is seen as a first step towards this process. 2. Functioning of Municipal Bodies and Administration in the municipality of Ranilug 2.1. Municipal Assembly meetings 14

15 Ranilug municipality during the first half of, has held a total of 4 meetings, mainly regular meetings as follows: Figure 4: Presentation of the number of the Assembly meetings in the municipality of Ranilug 7. Municipality of Ranilug has held the Assembly meetings open to public presence. The Municipal Assembly of Ranilug municipality has sent invitations and material Assembly on due time, but the material has not been translated into Albanian, what means that article 43.4 of Law on LSG has not been respected, whereas information about the meeting has been in accordance with the above mentioned article. It should be noted that in this analysis regarding Ranilug municipality, is the fact that during the assembly meetings present were the representatives from the OSCE, USAID, DEMI, UNDP, KFOR, NGOs, civil society, media and interested citizens Functioning of the committees 7 MLGA: Functioning report on of the Republic of Kosovo, Prishtina,, p

16 Regarding the functioning of the committees in Ranilug municipality, during this period, CPF has held 4 meetings; MA has held 3 meetings, as is shown in more details in the below figure: Figure 5: Presentation of the number of the committee meetings in municipality of Ranilug, Regarding the acts issued, the municipality of Ranilug, during this period, has held 2 public meetings with citizens and has issued 16 decisions and 1 regulation, as follows: Decision on action plan for improvement of services in Ranilug municipality. This decision defines improvement of services which are divided into different services in accordance with the action plan; Decision on establishing of the commission for drafting the plan on establishment of the local committee of Ranilug municipality; Amendments and supplements on protection of the agricultural land; Decision on construction of two tennis courts to be included onto the list of priority projects; Decision on establishing a commission for harvest workers; 16

17 Regulation on the organization and cooperation of villages and urban areas in Ranilug municipality. This regulation is intended to regulate organization and cooperation between and villages, according to the Law of LSG" Efficiency of the municipal administration (nine months activities) Ranilug Municipality during this year has received a total of 1,918 requests, of which there were requests that were rejected, suspended, and some of them are still pending, as follows: Department for Administration and Personnel - 8 requests were received, all reviewed. Department for Culture - 36 requests were received, all reviewed. Department of Health and Social Welfare requests were received, all reviewed, but one is pending. Department of Finance, Economy, Budget Inspection - 28 requests were received in total, 19 of them were reviewed, 9 still pending. Department for Urbanism, Cadastre and Geodesy requests were received, of them 943 were reviewed, 6 were rejected, and 2 denied. Department of Agriculture and Forestry requests were received, 148 of them adopted and 9 rejected. 8 Ibid

Municipal Community Safety Council Regarding the meetings of this Council, Ranilug municipality during this period has held no meeting Municipal Office for Communities and Return Municipal Office for Communities and Return in Ranilug municipality is functional, but like Gracanica municipality this municipality has not foreseen it in the Municipal Statute. However, in its auspices the office has: Head of Office, Return Officer and the driver Overall comparison with previous year If we compare with the previous year, we can see that Ranilug municipality in 2011 held a total of 11 regular and 1 extraordinary meetings, whereas in (period January-June, ) has held five regular and 3 extraordinary meetings. This indicates that Ranilug municipality held more meetings in 2011 than in. Similarly, we made a comparison of the Mandatory Committees, where in 2011 a total of 11 CPF meetings were held and 3 MA meetings, whereas in are held in total 7 meetings (CPF - 4 and MA 3), what shows a decrease in terms of holding of these meetings. Regarding adoption of municipal acts, during 2011 were adopted 45 decisions and 9 regulations, whereas in are adopted 16 decisions and 1 regulation, what is noticed a decline in this regard. We have compared the efficiency of municipal authorities, where in 2011 were about 1, 077 requests (of which 22 requests were not 11 Ibid. p

21 reviewed), whereas in (in the nine months period) were 1, 918 requests (only 10 out of them were not reviewed during this period). MCSC during 2011 has had no meeting, which is the same with six months period. 3. Functioning of Municipal Bodies and Administration in the municipality of Kllokot 3.1. Municipal Assembly meetings Kllokot municipality has 15 Assembly members and during the period from January to June, held six Assembly meetings, as is shown below: Figure 7: Presentation of the Assembly meetings in Kllokot municipality 12. The Assembly of Kllokot municipality according to the reports of the monitoring division has functioned in the best way possible, what is worth mentioning that everything was in compliance with the rules and legal procedures. 22 importance was the cooperation that was at the top level, transparency of information and willingness have been at the good level. This municipality is one of the of the Republic of Kosovo, which has held meetings on due time, and as is stated above, in compliance with the provisions of applicable laws, especially those of the Law of LSG Functioning of the Committees Functioning of the mandatory committees in this municipality has been functional, where is worth mentioning that the CPF has held 3 meetings and MA 3 meetings, which are shown as follows: Figure 8: Presentation of the number of the committee meetings in Kllokot municipality 13. In this regard, must be said that "the agenda of the Assembly meetings was compiled in accordance to the work plan, and the plan was made based on the proposed subjects by the directors of departments. 23 chaired by the Mayor." 14 Regarding public meetings and municipal acts, Kllokot municipality during the period concerned has held 3 public meetings, the main topics in these meetings were: the rules for the organization and cooperation of with villages, settlements and urban zones, pavement of the roads, construction of sewage system and many other topics that are concerned to this municipality. Whereas, related to municipal acts, Kllokot municipality has approved 18 decisions and 1 regulation, where as the most important acts approved, were: Decision on the work plan for of Kllokot MA; Decision on change and exchange of ownership for parcels no (PUT) and no. 528 (Rexhep Rama) in Kllokot cadastral zone; Decision on granting immovable property in territory of Kllokot municipality for temporary usage by the spa centre "Nëna Naile"; Decision on funds allocation from own resources to capital projects; Decision on the use of Incentive Fund of 250, 000 dollars from USAID - DEMI for the "Street Lighting capital project, its second phase; Decision on organization of the cooperation with villages, settlements and urban areas in Kllokot municipality Efficiency of municipal administration bodies (nine months activities) Kllokotit municipality this year has received a total of 384 requests, some requests were rejected, suspended and some of them are still pending, as follows: Department of Administration and Personnel - 84 requests were received in total, all of them were reviewed. 24 Department of Health and Social Welfare - has received 104 requests, 84 requests were approved, 11 were rejected, 4 were cancelled, 1 was suspended and 4 are pending. However, is worth of mentioning that 7 requests were carried over from the previous year, whereas 97 of them were received during nine months of. Department of Youth, Culture and Sport - has received 20 requests, 10 of them were approved, 3 were rejected, 5 were cancelled and 2 cases are still pending. Whereas, 2 cases were transferred from the previous year and 18 are from this year. Department of Geodesy and Cadastre - has received 165 requests, 164 were reviewed and 1 was rejected. Department of Planning, Reconstruction, Development, Urbanism and Public Services - has received 7 requests, 4 were approved and 3 of them were carried over from the previous year. 25 Regarding the efficiency of municipal authorities in Kllokot municipality, we obtained the opinion of citizens through the surveys that are conducted in the municipality. There were different opinions; where 56 % of citizens have expressed the opinion that they are satisfied with the work of local government. 27 Chart 9: "According to this chart 60 % of respondents think that the local government has done a lot for the citizens, having 24% moderate, 8% little, 4 not at all and 4% those who did not know or refused to answer" Municipal Community Safety Council Municipal Community Safety Council in this municipality has been operating in compliance with the opportunities created in reality, despite the fact that almost all new complained about the allowance payment to members of MCSC, but what is worth mentioning is that in this municipality MCSC had total of 6 meetings held during the period from January to June, Municipal Office for Community and Return 18 Ibid. p

28 As counterparts of abovementioned, this municipality has in function the Municipal Office for Community and Return, but its establishment was not defined by the Statute. Municipal office for Community and Return has 2 officials in total, one official for community and one for return The overall comparison with previous year If we compare with the previous year, will see an interesting analysis, the fact that Kllokot municipality has had ups and downs. Therefore, in this regard, it should be mentioned that in 2011 there were held a total of 12 regular meetings and 3 extraordinary meetings and in (January-June, ) there were held six regular meetings and none extraordinary. This indicates that the municipality of Kllokot has held more meetings in 2011 than in, despite the fact that it is only for the first half of. There are comparison done even for the mandatory committees, in 2011, in total were held 11 meetings of CPF and 11 meetings of MA, while in a total of six meetings were held (3 meetings of CPF and 3 meetings of MA), which shows a decrease of the number of these meetings. Regarding the adoption of municipal acts, it must be said that in 2011 there were approved 29 decisions and 6 regulations, whereas in (we always refer to January- June, ) were adopted 18 decisions and one regulation, which shows a decrease in this direction. We have compared the efficiency of municipal bodies, where in 2011 there were about 345 requests (82 requests were not reviewed) and in (nine months period) there were 384 (there were only 6 requests not reviewed). MSCS during 2011, had held... meetings, meanwhile in has held 6 meetings. 4. Functioning of Municipal Bodies and Administration in Novo Brdo 28 Municipality

29 4.1. Municipal Assembly meetings Novo Brdo municipality during the time period, January- June, regarding the legal deadlines and procedures has met all legal deadlines in accordance with the Law on LSG. It must be said that the municipality of Novo Brdo, has outreached through the municipality's official website, newsletter, public information, and has held 6 regular meetings, as follows: Figure 10: Presentation of the meetings of Municipal Assembly in Novo Brdo municipality 19. As we stated above, Novo Brdo municipality has been transparent relating to the citizens, where its meetings were public, which relates to transparency and at these meetings have participated other local and international institutional mechanisms such as OSCE, KFOR, USAID - DEMI, various NGOs, civil society and citizens who have expressed their willingness to participate at these meetings Functioning of the Committees 19 MLGA: Functioning report on of the Republic of Kosovo, Prishtina,, p

30 Novo Brdo municipality, has been functional regarding the committees, so in this regard, the municipality held a total of 6 meetings of CPF and 6 meeting of the MA, which are presented below: Figure 11: Presentation of the number of the meetings of Committees in Novo Brdo municipality 20. Novo Brdo municipality, was vigilant and respected the legislation into entry, thus following the procedures concerning the time of notifications, invitation time, and many other important issues. This municipality has also held public meetings, although in comparison with other less meetings, nevertheless it is worth mentioning that public meetings organized have contributed to transparency and that the citizens of this municipality may be part the decision-making process, which relates not only to the laws and other relevant acts of the Republic of Kosovo, but also relates to the Local Self-Government Strategy Whereas, in regard to practical access on municipal acts, this municipality during this period has adopted 34 decisions and 5 regulations, where the most important acts were: Decision on the approval of the Annual Financial Report for By this decision, the Annual Financial Report for 2011 is adopted; 20 MLGA: Functioning report on of the Republic of Kosovo, Prishtina,. p

31 Regulation on the organization and cooperation of the municipality with the villages, settlements and urban neighbourhoods in the territory of the municipality of Novo Brdo. This regulation aims to regulate the organization and cooperation of the municipality with the villages, settlements and urban neighbourhoods in the municipality, exercising of the activities that are exclusively within the competence of the, defined by the Law on Local Self-Government; Decision on tariff exemptions, municipal fees for individual businesses. From this decision, the manufacturing businesses are exempted from tariffs and municipal fees for a period of 5 years from 1 January ; the manufacturing and non- manufacturing businesses which are registered from January 1, are exempted by municipal fees and tariffs for a period of 3 years. Meanwhile, informal businesses which are registered by the end of June, are exempted from tariffs and municipal fees for a period of 2 years; Decision for public discussion of Municipal Development Plan. Upon this decision, the Assembly of the Municipality of Novo Brdo has proceeded the Municipal Development Plan in public discussion; Decision to review the Mayor 's request for amendment and supplementation of the Municipal Statute. Upon this decision, the relevant amendments and supplements were applied to the Municipal Statute Efficiency of municipal administration bodies (nine months activities) Novo Brdo municipality this year has received 2149 requests, some of which were rejected, suspended and some of them are still under review, as follows: Directory of Administration and Personnel received a total of 94 requests, 86 of them were reviewed and 8 were rejected. 21 Same, p

32 Directory of Economy, Finance and Development - has received a total of 1,320 requests, has reviewed or approved 1,300, has refused 10 and 35 requests are still cases to be reviewed 22. Directory of Education and Culture - has received 55 requests, 30 of them were adopted, 15 were rejected and 10 were dismissed. Directory of Health and Social Welfare - has received 62 requests, 52 of them were approved and 10 were rejected. Directory of Geodesy and Property has received 95 requests and has approved all of them. Directory of Urbanism, Cadastre and Environmental Protection has received 493 requests, 364 of them were approved, one request was rejected and 128 other requests are still pending. Municipal Office for Community and Return The Municipal Office for Community and Return, in the municipality of Novo Brdo is functioning; it is organized within the Mayor s Office and it has 3 officials The overall comparison with previous year If we compare with the previous year in the municipality of Novo Brdo, in 2011 it has held a total of 10 regular meetings and none extraordinary, and in (January- June, ) has held 6 regular meetings and none extraordinary. It turns out that the municipality of Novo Brdo has held more meetings in 2011 than in, despite the fact that it is only for the first half of. Also we have made a comparison for the Mandatory Committees, where in 2011 there were held 11 meetings by the CPF and 7 meeting by the MA, whereas in a total of 12 meetings were held (6 by CPF and 6 by MA), which shows that even in this municipality we have an disproportion as to these meetings from the previous year. Regarding the adoption of municipal acts, we can say that in 2011, 50 decisions and 4 regulations were approved, whereas in (we refer to the time period, January- June, ) 34 decisions and 5 regulation were adopted, which shows stability. We have compared the efficiency of municipal bodies where in 2011 there were about 1,095 requests (18 requests were not reviewed) and in (nine months period) there were 2,149 requests (only 163 request were not reviewed). MCSC during 2011, has not held any meeting and in has held only 2 meetings, which is seen as a progress. 35

36 5. Functioning of Municipal Bodies and Administration in Partes Municipality 5.1. Municipal Assembly meetings The municipality of Partes has 15 members in the Municipal Assembly and during January June, has held 8 meetings, 5 of which regular meetings and 3 extraordinary meetings, as follows: Figure 13: Presentation of the number of the meetings of Municipal Assembly in the municipality of Partes 26. It is worth mentioning that the municipality of Partes has been transparent regarding the meetings of the Assembly and in accordance with the Law, these meetings have been open to the public. 37 The municipality of Partes has functioned well most of the times, with few problems and difficulties on the functioning of the Assembly's work due to lack of support from the opposition. The opposition of the Assembly doesn't approve any municipal act, there were times when due to absence of the opposition members of the Assembly, the majority members have not approved any municipal act, and as a result of the situation created, the meeting has failed. However, it should be noted that the municipality of Partes, from January to June, has held 5 meetings of the CPF and 1 meeting of the MA, as follows: Figure 14: Presentation of the number of meetings of the Committees of the municipality of Partes 27. Partes municipality has also held 3 meetings with the citizens of the municipality, where were mainly discussed the issues of organization and cooperation of with villages, settlements and urban localities, asphalting of the roads, building sewer, and other aspects that are mainly associated with the municipality. 38 relevant time period, has approved a total of 23 municipal acts, 19 decisions and 4 regulations; these are some of the most important acts that were adopted: Decision on the adoption of the regulation on minimum sanitary and technical conditions in terms of premises, equipment, safety and environmental protection; Decision on the adoption of the regulation on subsidies; Decision on the establishment of the Council for the Municipal Development Plan; Decision on allocation of land for the church "Hrista Spasa" in Galvicic of Budrig e Poshtme in Partes; Decision on parcel registration no. 821/3 in Partes on behalf of the Church of the municipality; Decision on allocation of land for construction of cottages Etno; Decision on the construction of social ownership; Regulation on the organization and cooperation with villages, settlements and locations in towns in the municipality of Partes-Pasjane Efficiency of municipal administration bodies (nine months activities) The municipality of Partes this year has received a total of 3, 629 requests, where some of them were rejected, suspended, and some of them are still under review as follows: Department of Administration received a total of 1,594 requests, where all these 1,594 requests were reviewed. Department of Culture has received a total of 77 requests, 74 of them were adopted, 3 of them were rejected. Whereas, as cases carried out from the previous year have been Same, p

39 Department of Health and Social Welfare has received 125 requests, 84 of them were adopted, 28 of them were rejected, and 6 cases which are not reviewed yet. However, it should be noted that 6 requests were carried out from the previous year. Department of Finance and Investments has received a total of 1,292 requests, where all 1,292 requests were adopted. Department for Urbanism, Cadastre and Geodesy - has received a total of 390 requests, 384 of them were reviewed and 6 have not been reviewed yet. Department of Public Services and Safety - has received a total of 45 requests, 24 of them were reviewed, 1 was suspended, while 20 of them have not been reviewed yet. Department of Agriculture, Forestry and Rural Development has received a total of 106 requests, 88 of them were reviewed, 3 were rejected, 11 were carried out from the previous year, and 15 are still as cases that were not reviewed. 40 municipality. There were different opinions, where 52% of the citizens have expressed their opinion that they are moderately satisfied with the work of local government. 42 In the municipality of Partes, the municipal Office for Communities and Return is functional, as well as in other as mentioned, however, also in this municipality this office is not foreseen by the Municipal Statute, the office is composed by the head of the office and the official for return The overall comparison with the previous year If we make a comparison with the previous year, that the municipality of Partes in 2011 held a total of 11 regular meetings and none extraordinary meetings and in (for the period January-June ) has held 5 regular meetings and 3 extraordinary meetings. It follows that the municipality of Partes held more meetings in 2011 than in. Also, even the Mandatory Committees have had a comparative element, in 2011 a total of 9 CPF meetings were held, and 3 meetings of the MA, whereas in a total of 6 meetings were held (5 of CPF and 1 of MA), which is considered as a decrease in terms of these meetings, due to the fact that in 2011 there were more meetings, where more attention was paid to these meetings, respectively to the meetings in question. Regarding the adoption of municipal acts, it must be said that in 2011, 22 municipal acts were adopted, of which 16 decisions and 6 regulations, while in (the period January-June, ) were adopted 23 municipal acts, of which 19 decisions and 4 regulations, which shows an increase in this direction. We have also done a comparison of the efficiency of municipal bodies, where it should be mentioned that in 2011 there were about 2,292 requests (based on the information we possess, all of them have been reviewed), whereas in (nine months period) there were 3,629 requests (where only 47 of them were not reviewed during this period). MCSC- during 2011 has held 2 meetings, while during have held only 3 meetings, which is foreseen as a next progress, when we consider the fact that according to U. A. no. 08/2009 MIA-02/2009 MLGA on MCSC, it is envisaged that within a year at least 10 meetings should be held. 42

43 6. Conclusion In an overall view, we can say that the new have generally respected the Law on Local Self-Government and other laws. It is obvious that the have made progress in the adoption of a set of requests, and depending on, this fact can be considered as a progress. Municipal Assemblies have held regular and extraordinary meetings, and also have held meetings for mandatory committees. However, in this regard it is not specified whether have established Consultative Committees or not. Also, according to this analysis, the have made progress in municipal acts where they have issued 145 decisions and 13 regulations only during the first half of. An important role from these has been paid to the role of the MCSC, although there were not held frequent meetings as required with other administrative instructions, we can say that in comparison with the previous year, the new started to organize these meetings. During this period, meetings with citizens were held and the meeting agenda were reviewed, as well as problems faced by the citizens of these. Also, offices for communities and return are functionalized, even though they were not foreseen in the statutes of some of these communities, they play an important role, and most of these offices employ over 2 officers. 43
