Moved by Councillor Garisto Seconded by Deputy Mayor Maycock That the Agenda of June 12, 2017, be approved.

2 Page 142 Disclosures of (Direct or Indirect) Pecuniary Interest None. Adoption of Minutes of Previous Council Meetings 2. Moved by Councillor Wilson Seconded by Deputy Mayor Maycock The minutes of regular and closed meetings of Council held on May 29, 2017, and Special and Closed meetings of Council held on June 5, 2017, be approved. Proclamations June 2017 Pride Month Presentations Senior of the Year Award Councillor Scott Wilson, Chair, Orangeville Seniors/Age-Friendly Community Committee, and Member of Provincial Parliament Sylvia Jones presented the Senior of the Year Award to Bob Burnside in recognition of his outstanding contributions to the community after age 65. Councillor Wilson also acknowledged correspondence from the World Health Organization (WHO) welcoming Orangeville as a member of the Global Network of Age- Friendly Cities and Communities (GNAFCC). Councillor Wilson announced a number of events and activities taking place in Orangeville during Seniors Week, June 12 to 17, Promoting a Barrier Free Community Award Councillor Gail Campbell, Chair, Access Orangeville, presented the Promoting a Barrier Free Community Award to business owner Christine Patton, Fromage, 23 Mill Street, in recognition of their efforts to promote and enhance accessibility for all citizens in our community by creating a barrier free facility.

3 Page 143 Mayor Williams announced that Councillor Gail Campbell received the Municipal Accessibility Award, sponsored by the Ontario Municipal Social Services Association (OMSSA) in recognition of her extraordinary leadership and exceptional contribution to the awareness of and activities associated with advancing accessibility. Question Period Gil Sipkema, 33 Quarry Drive, Dufferin County Cultural Resource Centre, voiced concerns that June is National Aboriginal month and has not been recognized by Orangeville Council. Mr. Sipkema advised that the elders have asked when the Town would fly the flag to honour Indigenous, Metis, Inuit and First Nations people. Mr. Sipkema also spoke about policing and asked if Council has ever considered an indigenous or aboriginal officer for Orangeville. Mayor Williams confirmed that the Town will fly the flag when it is provided by Dufferin County Cultural Resource Centre. Petitions and Delegations Aging Well in Dufferin Network Awareness and Promotion of Seniors Month Jennifer McCallum, Aging Well in Dufferin Network, addressed Council with respect to awareness and promotion of Seniors Month. Frank Gray Holdings 229 Broadway Frank Gray, Frank Gray Holdings, addressed Council with respect to traffic and safety concerns at the property located at 229 Broadway by reducing the speed limit and requiring vehicles to stop where the parking lots are located on the back lane. Reports Chief Administrative Officer Recommendation for Policing (GA ) Dennis Middlebrook, 3 Little York Street, L9W 1L8, addressed Council with respect to policing and spoke in favour of retaining Orangeville Police Services. Margaret Murrell, 8 Fead Street, L9w 3X4, spoke in favour of retaining Orangeville Police Services, and questioned the response times of OPP and OPS during an emergency. Correspondence from Bob Long, 43 Forest Park Road, L9W 1A1, was presented. 3. Moved by Councillor Wilson Seconded by Councillor Bradley

4 Page 144 That the information provided by Dennis Middlebrook and Margaret Murrell and the correspondence from Bob Long, with respect to policing, be received; And that Council of The Corporation of the Town of Orangeville accept the Ontario Provincial Police Costing Proposal for Municipal Policing presented to Council on February 13, 2017; And that a request be submitted to the Ministry of Community Safety and Correctional Services to approve a Police Service Delivery Proposal for policing of the Town of Orangeville by the Ontario Provincial Police; And that Council direct that the appropriate actions be taken to enter into a transition contract with the Ontario Provincial Police, at the end of which the Town of Orangeville will be integrated into the Ontario Provincial Police Municipal Policing Billing Model; And that the Chief Administrative Officer be directed to report to Council at the appropriate time with information about the required actions to be taken; And that Council consider a by-law to confirm its acceptance of the Ontario Provincial Police Costing Proposal for Municipal Policing presented to Council on February 13, 2017; And that Council direct the Orangeville Police Services Board, Orangeville Police Service and staff to take the necessary steps to implement the transition and amalgamation of the Orangeville Police Service with the Ontario Provincial Police. Moved by Deputy Mayor Maycock Seconded by Councillor Bradley That report PW dated June 12, 2017, Assumption of Edgewood Valley 1B Subdivision, Registered Plan 7M-46, be received;

5 Page 145 And that Council consider a by-law to assume the subdivision roads and all associated infrastructure, works and services in Edgewood Valley 1B Subdivision, Registered Plan 7M-46, as set out in this report. Assumption of Edgewood Valley 2A Subdivision, Registered Plan 7M-42 (PW ) 5. Moved by Councillor Wilson Seconded by Councillor Bradley That report PW dated June 12, 2017, Assumption of Edgewood Valley 2A Subdivision, Registered Plan 7M-42, be received; And that Council consider a by-law to assume the subdivision roads and all associated infrastructure, works and services in Edgewood Valley 2A Subdivision, Registered Plan 7M-42, as set out in this report. Part Lot Control Exemption Application PLC 2/17 Harbour View Investments Limited 48 C Line, Blocks 1 to 6, Plan 7M-72 (PL ) 6. Moved by Councillor Garisto Seconded by Councillor Kidd That report PL , dated June 12, 2017, be received; And that Part Lot Control Exemption Application PLC 2/17, submitted by Harbour View Investments Limited, to suspend the part lot control provisions of the Planning Act for lands legally described as Blocks 1 to 6 (inclusive), Registered Plan 7M-72 and municipally known as 48 C Line, and as identified on the Reference Plan attached as Attachment No. 4 to the report, be approved; And that a Part Lot Control Exemption By-law for Blocks 1 to 6 (inclusive), Registered Plan 7M-72, substantially in the form included as Attachment No. 5, be approved.

6 Page 146 Procedure for Demolition for Properties Designated and on the Orangeville Heritage Register (PL ) 7. Moved by Councillor Wilson Seconded by Councillor Bradley That report PL dated June 12, 2017, Procedure for Demolition for Properties Designated and on the Orangeville Heritage Register, be received; And that the Procedure for Demolition for Properties Designated and on the Orangeville Heritage Register identified be received and endorsed (Attachment 1); And that Council direct staff to implement the Procedure for Demolition for Properties Designated and on the Orangeville Heritage Register moving forward. Councillor Kidd No Carried. Laneway Traffic Control Concerns (PW ) 8. Moved by Councillor Bradley Seconded by Councillor Kidd That report PW , dated June 12, 2017, Laneway Traffic Control Concerns, be received; And that Council approve a speed limit of 25 km/h in all Town-owned laneways; And that staff be directed to ensure that stop signs be erected to control traffic in all Town-owned laneways where they intersect with other laneways or roads; And that Council consider a by-law to amend By-law , as amended, to reflect the changes set out in the report.

Moved by Councillor Campbell Seconded by Councillor Kidd That report PW , dated June 12, 2017, Sidewalks through Industrial, Commercial and Institutional Entrances, be received; And that Public Works be directed to require new site plans to include sidewalks through Industrial, Commercial and Institutional entrances where a sidewalk is to run across the frontage of the property. Pedestrian Crossover (PXO) Policy (PW ) 10. Moved by Councillor Bradley Seconded by Councillor Campbell That report PW , dated June 12, 2017, Pedestrian Crossover (PXO) Policy, be received; And that Council adopt the attached Pedestrian Crossover (PXO) Policy for addressing individual requests for pedestrian crossovers and for determining the appropriate signage and pavement markings to provide pedestrian crossings on municipal right-of-ways. Tender Award Princess Street/Bythia Street Reconstruction (PW ) 11. Moved by Councillor Bradley Seconded by Deputy Mayor Maycock That report PW , dated June 12, 2017, Tender for Reconstruction of Princess/Bythia Street, be received;

8 Page 148 And that the tender of Nabolsy Contracting Inc. in the amount of $2,478, inclusive of HST, be accepted in accordance with the terms and conditions of Tender No. OCM ; And that Council consider a by-law authorizing the Mayor and Clerk to sign the construction contract with Nabolsy Contracting Inc.; And that staff be authorized to approve contract change orders as may be required to complete the project. Arts and Culture Committee High School Commencement Awards 12. Moved by Councillor Bradley Seconded by Councillor Campbell That the report Arts and Culture High School Commencement Awards, dated June 12, 2017, be received; And that Council approve the annual sponsorship of two Town of Orangeville Arts and Culture Awards; And that the awards be sponsored through the Arts and Culture Reserve fund in 2017; And that Council consider an addition of $ to the Town s Arts and Culture Committee budget as part of its 2018 budget deliberations for the ongoing annual sponsorship of the awards; And that staff report to Council with information about all scholarship grants or awards funded by the Town. Moved by Deputy Mayor Maycock Seconded by Councillor Kidd That report CL , dated June 12, 2017, with respect to applications to serve on the Council Remuneration Review Committee, be received; And that Council consider the committee application as presented. Councillor Campbell Yes Mayor Williams No Carried. Ontario Transfer Payment Agreements (OPSB ) 14. Moved by Deputy Mayor Maycock Seconded by Councillor Garisto That report OPSB , dated June 12, 2017, Ontario Transfer Payment Agreements, be received; And that Council consider a by-law authorizing the Mayor and Clerk to sign the Ontario Transfer Payment Agreements effective as of April 1, Correspondence Orangeville Hydro Limited Agenda and Resolutions for Annual Shareholders Meeting, Thursday, June 22, Moved by Deputy Mayor Maycock Seconded by Councillor Kidd That Council approve the proposed resolutions listed in the Orangeville Hydro Limited Agenda for the Annual Shareholders Meeting scheduled for Thursday, June 22, 2017;

10 Page 150 And that Council appoint Jeremy D Williams as proxy, and Warren Maycock as proxy in the absence of Jeremy D Williams, to attend and to vote for The Corporation of the Town of Orangeville at the Annual Shareholders Meeting to be held on June 22, 2017, and at any adjournments thereof, revoking any proxy previously given; And that Council direct such proxy to vote in favour of the proposed resolutions listed in the Orangeville Hydro Limited Agenda for the Annual Shareholders Meeting scheduled for Thursday, June 22, 2017; And that the Mayor and Clerk be authorized to execute the Proxy Resolution for the Annual Shareholders Meeting of Orangeville Hydro Limited. Federation of Canadian Municipalities (FCM) Legal Defense Fund 16. Moved by Councillor Wilson Seconded by Councillor Bradley That the correspondence from the Federation of Canadian Municipalities Legal Defense Fund dated March 17, 2017, requesting a contribution of 2 cents per capita, be received; And that Council approve payment of $727.07, including GST, to the Federation of Canadian Municipalities in support of the Legal Defense Fund Councillor Campbell Yes Mayor Williams No Information Items Carried. Moved by Councillor Campbell Seconded by Councillor Wilson That all meetings and events authorized by Council in the Town of Orangeville take place in a fully accessible location, and that Council rescind any previous resolutions that may conflict with this resolution.

12 Page 152 Notice of Motion Councillor Campbell Electronic Voting Devices Councillor Campbell gave notice that she will ask Council to consider the following motion at its meeting on June 26, 2017: That, prior to 2018 budget deliberations, staff investigate the cost of electronic voting devices for members of Council during Council meetings. Moved by Deputy Mayor Maycock Seconded by Councillor Garisto That bills to be read, enacted, signed, sealed and numbered as follows: By-Law By-Law By-Law A by-law to confirm the proceedings of the Corporation of the Town of Orangeville at its Special and Closed meetings of Council held on June 5, 2017, and its regular and Closed meetings of Council held June 12, A by-law to exempt Registered Plan 7M-72 from Part Lot Control (Harbour View Investments Limited, Block 1 to 6 (inclusive)) Plan7M-72, municipally known as 48 C Line, PLC 2/17. (Report PL , June 12/17). A by-law to authorize Ontario Transfer Payment Agreements (Community Policing Partnerships Program and Safer Communities 1,000 Officers Partnership Program).
