AREA EAST - DETERMINATION OF PLANNING APPLICATIONS He does not have an interest but wanted to declare that he was translating at a CAVS meeting when this application was discussed. He did not take part in the discussion. The applicant s mother is a close friend of his mother and one of the objectors is a personal friend of his RESOLVED that the following planning application be granted subject to the conditions detailed within the Report/Addendum of the Head of Planning and/or reported at the meeting:- E/26810 Proposed additional vehicular entrance to existing site at the front facing boundary (existing entrance is formally pedestrian access) at Llysdyfan, Llandyfan, Ammanford, SA18 2UD RESOLVED that consideration of the following planning application be deferred to enable a site visit to be undertaken:

3 E/29427 One dwelling (local needs) at land off Tir Syr Walter, Nant Gwineu Road, Garnant, Ammanford, SA18 1JW REASON: To enable the Committee to view the application site, in view of the numerous objections received. In line with the Planning Committee Protocol, the objectors who had requested to speak on this application were asked whether they wished to speak at today s meeting or at the meeting The objectors wished to speak at today s meeting and representations were thereupon received objecting to the proposed development which reiterated the points detailed within the Head of Planning s written report and included the following:- the proposed development would lead to an unacceptable loss of privacy as the lounge windows and front door overlook adjacent properties; lack of communication between the planning department and neighbours; the proposal to erect a 2m fence around the proposed dwelling will not resolve matters as the adjacent property is lower; if minded to approve this application, the Committee was requested to impose a condition that the development be turned in order to address the privacy infringement issues; the application was turned down previously; the plot is a lot higher than surrounding properties and there are already problems with surface water drainage. The applicant s agent was afforded the same opportunity as the objectors and opted to speak at the meeting following the site visit

4 In response to a question, the Senior Development Management Officer (East) clarified that a summary of the representations made by the objectors at today s meeting will be included with the report on this item at the time of the site visit RESOLVED that the detailed reasons drafted by the Head of Planning, as detailed in the report, in relation to the following planning applications, which weres refused planning permission by the Planning Committee, contrary to the officer recommendation, on 1 st July, 2014, be noted:- E/29503 Erection of block of 4 apartments with ancillary works at land at Upper Station Road, Garnant, Ammanford, SA18 1JG E/29807 Erection of attached site elevation garage with pitched roof at 125 Saron Road, Saron, Ammanford, SA18 3LH 4. AREA SOUTH - DETERMINATION OF PLANNING APPLICATIONS 4.1. RESOLVED that the following planning application be granted subject to the conditions detailed within the Report/Addendum of the Head of Planning and/or reported at the meeting:- S/29964 Residential development at plot adjacent to Felin Newydd, Horeb, Five Roads, Llanelli. Representations were received objecting to the proposed development which reiterated the points detailed within the Head of Planning s written report and included the following:- the top end of Horeb Road is over-developed but the lower end remains how the village used to be, quiet and unspoiled; concern expressed that the proposal has been considered in line with the UDP and not the LDP; the proposed development would have a detrimental effect on a picturesque little village; - 4 -

5 concerns raised over the access arrangements to the site. The applicant s agent, Senior Development Management Officer (South) and Development Management Manager responded to the issues raised RESOLVED that consideration of the following planning applications be deferred to enable a site visit to be undertaken:- S/15702 Outline application for residential development at Genwen Farm, Genwen Road, Bynea, Llanelli. in view of concerns raised by the Local Member. A representation was received objecting to the proposed development and requesting that the Committee undertake a site visit. In line with the Planning Committee Protocol, the objectors who had requested to speak on this application and the applicant s agent chose to make their representations at the meeting S/30141 Variation of Condition 1 of planning permission S/14663 to allow for extension of time at land off Stockwell Forge, Stockwell Lane, Kidwelly. in view of concerns raised by the Local Member. A representation was received objecting to the proposed development and requesting that the Committee undertake a site visit. In line with the Planning Committee Protocol, the objector who had requested to speak on this application and the applicant s agent chose to make their representations at the meeting - 5 -

RESOLVED that the conditions drafted by the Head of Planning, as detailed in the report, in relation to the following planning application, which was granted planning permission by the Planning Committee, contrary to the officer recommendation, on the 1 st July, 2014, be approved:- S/29678 Extension of cartilage to allow for siting of residential annexe to serve elderly family members at land at Ystlys y Coed Bungalow, Pontardulais, Swansea. 5. AREA WEST DETERMINATION OF PLANNING APPLICATIONS 5.1. RESOLVED that the following planning applications be granted subject to the conditions detailed within the Report/Addendum of the Head of Planning and/or reported at the meeting:- W/29485 Construction of house and garage and access road reserved matters to outline W/27681, granted at land adjoining Nant y Gelli, New Inn, Pencader, Carmarthen, SA39 9AZ A representation was received in support of the application RESOLVED that consideration of the following planning applications be deferred to enable a site visit to be undertaken:- W/29907 The proposal is for three family dwellings on an infill site in the village of Llanybri and is within the village boundaries at Plots 1-3, Parc y Delyn, Llanybri, Llansteffan, Carmarthen, SA33 5HF in view of concerns relating to highways issues. In line with the Planning Committee Protocol, the objector who had requested to speak on this application and the applicant s agent chose to make their representations at the meeting - 6 -

Lenny, having earlier declared an interest in this application, left the meeting prior to the consideration and determination thereof.] in view of concerns raised by the Local Member. A representation was received objecting to the proposed development and requesting that the Committee undertake a site visit. In line with the Planning Committee Protocol, the objectors who had requested to speak on this application chose to make their representations at the meeting Neither the applicant nor the agent were present at the meeting. W/30330 Change of Use from residential dwelling house to house of multiple occupation at 24 Lon Hir, Carmarthen, SA31 1SL [NOTE: Councillor E. Dole had earlier made a declaration in respect of this planning application.] in view of concerns raised by the Local Members. Representations were received raising concerns regarding the location of this development and requesting that the Committee undertake a site visit. In line with the Planning Committee Protocol, the objectors who had requested to speak on this application and the applicant s agent chose to make their representations at the meeting - 7 -

8 W/30172 Retention of development (holiday unit) built in a revised form to the original approved scheme W/27782 at Llwynglas, Alltwalis, Carmarthen, SA32 7DZ. A representation was received requesting that the Committee undertake a site visit RESOLVED that consideration of the following planning application be deferred to enable officers to consider new information which had been received:- W/29604 Proposed reinstatement of former/abandoned dwelling with modest extension to the rear (single storey) at former dwelling, formerly known as Cwmbach (now part of Gellideg), Newcastle Emlyn, SA38 9RD A representation was received requesting a deferment in view of the fact that new information had been received that morning. 6. BUILDING REGULATIONS AND NOTICES The Committee received and noted the written report of the Head of Planning on Building Regulation Notices received by the Authority together with approvals or refusals issued. RESOLVED that the report be received. 7.
