1 Jeff Anglin called the meetings to order. HUMAN SERVICES ADVISORY COUNCIL MEETING MINUTES August 15, August 22, and August 29, 2014 The HSAC had meetings on August 15 th, August 22 nd, and August 29 th recommendations for the FY 2015 Contracted Human Services Program. to formulate the funding The HSAC used the web-based system, NetVote, to capture and vote on all funding motions. This system has had some upgrades; IT was in the room for all three meetings for any assistance, if needed. Barbara Kopp went over the NetVote system with the members prior to the first meeting. The detail of those motions is available upon request. The summary of the funding recommendations is attached. All other actions taken by the HSAC are incorporated into these meeting minutes. Lynette Herbert reviewed the structure that guided the discussion of each program: Description of program, performance results, staff monitoring, concerns, etc., was provided by staff Amount of funding requested and proposal assessment score Site Visitor and Reader reports including strengths and weaknesses Financial necessity Other Agency representatives were allowed to answer specific questions related to their proposal when requested by HSAC. Funding recommendations were developed for all of the programs within a system before moving to the next system. All meetings offered the opportunity for public comment at the beginning and end of each meeting.

Funding recommendations for programs within the following systems were made: Health Developmental Disabilities Child Welfare Positive Youth Development Jeff Anglin requested all HSAC members to disclose any relationships with any agencies currently in the process. The HSAC followed Roberts Rules of Order throughout this process. HSAC requested data related to the number of programs that include transportation costs in their program budgets to be presented at the next meeting. To fulfill the request from the meeting on 8/15/14, staff presented the list of programs that include transportation as a cost, compared to those that requested for transportation as a stand-alone program. Staff also presented a list of impact on priority scores per program as separated from the overall proposal assessment score. 4 The following agencies were asked to answer questions: Rose Chapman Jewish Family and Children s Service of the Suncoast, Inc. (Building Strong Families) - Question was regarding the reason for the request for additional funding. Chris Card Lutheran Services Florida, Inc. Question was regarding case load for FY Michael Fluker Suncoast Center for Independent Living, Inc. Question regarding reason for cost of $2, per ramp. Janis Fawn discussed reviewing Catholic Charities prior to beginning the next systems. John Annis concurred. At HSAC s request, Wayne Applebee, Director of Homeless Services spoke in regards to the MOA which includes the following agencies: Gulf Coast Community Foundation Jewish Family and Children s Service of the Suncoast The Salvation Army YMCA School House Link Catholic Charities Harvest House Further information that was provided was that of Dr. Marbut s report. A critical component is the 24/7 Family Intake Portal. The intake portal would become the emergency room for any homeless family with children and any unaccompanied minors residing in South County. The portal would provide intake, stabilization, emergency housing, and master case management and referral services. Lynette Herbert reported the agency did provide additional information about the uses of their endowment. A member of the Financial Subcommittee stated that with the information they would be

6 in a position to raise Catholic Charities financial necessity score based upon the information they received. Janis Fawn moved (John Annis seconded) to increase Catholic Charities to the full request of $56,896. Funding recommendations for programs within the following systems were made: Aging Services Early Learning The following agencies were asked to answer questions: Marlene Simons Pines of Sarasota, Inc. Question was regarding how to access this kind of service. Sue Firestone Senior Friendship Centers, Inc. Question was regarding SFC receiving food from All Faiths Food Bank and if so, is that reflected as part of in-kind contributions. Does the Meals at Home program provide diversity for cultural differences? Marla Doss Community Haven for Adults and Children with Disabilities, Inc. Questions were regarding Selby Preschool and how many of the 20 families are under the 200% poverty level. Is a client defined as a child that is enrolled for a least one day? Also, what is the dropout rate after the one day of enrollment? Balancing Budget Staff announced that at the end of the recommendation discussions, that the recommendations were $205,550 over budget. Staff distributed potential criteria points for the HSAC members to consider to get started on balancing the budget. They are as follows: o Impact on Priority of the Prevention of Homelessness o Overall Proposal Assessment Score o Performance, Value of Services Provided, Impact on the Community o Financial Necessity Score o Match Dollars that Program Brings into Sarasota County Debra Douglas suggested starting with the programs that fell within the bottom 10% impact on priority score and reviewing the increased programs highlighted in yellow on the handout. Joanne Koontz encouraged the HSAC members to look at the financial necessity score; several programs that received low scores were fully funded. Ruth Brandwein requested that Sarasota County increase the funding in light of the priority and new programs. John Annis agreed that all of the programs are good, however there is a realistic funding challenge, and the HSAC has been asked to fund according to priorities. Tim Enos suggested the HSAC be consistent and noted some inconsistencies in the increases based on scores. Tim Enos moved (Wendy Namack seconded) to review the programs highlighted in yellow with the exception of Mental Health Community Centers Supportive Employment program, based upon their low (overall) score and low priority score and bring them back to their FY 2014 funding as a place to start. s for the following programs were done individually in the NetVote system and are on the detailed FY 2015 funding recommendations attached. 7 Mental Health Community Center SET Women s Resource Center RISE Sherri Reynolds moved (Susan Lavalle seconded) to begin deliberations with the programs with increases or that were newly funded along with reviewing the proposal assessment impact scores/financial scores. passed 10-6 (hand vote). Wendy Namack moved (Janis Fawn seconded) to keep Senior Friendship Centers -Senior Centers program at the current level of funding at $79,000. passed 14-2 (hand vote). Pauline Tracy reminded HSAC members that they all follow the Sunshine Law. Jeff Anglin stated that there were three areas of concern that would allow HSAC to balance the budget. They were as follows: Agencies that are under $10, HSAC could review three agencies on the yellow handout of highest funded programs and their match that have the lowest proposal score and impact on priority score Close votes 2% across the board cut Kathy Goff suggested to take a look at the organizations with a lower financial necessity score and decide if they can self-sustain without County funding. Susan Lavalle mentioned the 2% across the board scenario would have an adverse effect on the programs that have matches. Ruth Brandwein suggested that we continue to look at the bottom 10% - impact on priority score. The council concurred and proceeded with the task. The motions for these programs were done individually in the NetVote system and are on the detailed FY 2015 funding recommendations attached. Sherri Reynolds moved (Janis Fawn seconded) to keep Suncoast Center for Independent Living, Inc. Medical Equipment Loan & Repair program at the current level of funding at $10,000. passed 14-2 (hand vote). Janis Fawn moved (Sherri Reynolds seconded) to keep Suncoast Center for Independent Living, Inc. Home Modification program at the current level of funding at $7,000. passed 12-4 (hand vote). Steve Huard moved (Janis Fawn seconded) to look at the three agencies on the (yellow handout) that had the lowest proposal score and impact on priority score. passed 16-0 (hand vote).
