1 EOI Tracking # PS14/3/2016 UN Women Expression of Interest (EOI) Closing date for Receipt of this EOI: Tuesday 29 th March 2016 UN Women in Kenya invites interested companies to apply on the following Research on the Drivers and the Factors Drawing Women and Girls to Join Extremist Groups in Kenya and the Region Summary of proposal: BACKGROUND In recent months, Kenya experienced a sudden surge of violent activity and substantial shift in its security landscape. Violent extremist groups influence in Kenya and the region is growing, with specific impacts on the rights of women and girls, creating urgent and unforeseen need to promote and advance women s active participation in efforts to prevent and respond to extremist violence in Kenya. Relatively little empirical analysis has been generated to determine why women join violent extremist groups. In addition to being the victims of attacks, it has been noted that women from Kenya have carried out deadly attacks and are also directly involved in recruiting their fellow nationals to join the organization s ranks. There is also minimal engagement of women in reintegration and reconstruction efforts and seldom being provided a platform to actively engage in prevention and response efforts. In order to design evidence based approach to prevention and response efforts, there is the need to understand the gendered impacts of radicalization/counter violent extremism, on women s lives and the varied roles they play in terrorism (as victims, preventers, sympathizers, mobilizers and perpetrators) through research and generation of sex-disaggregated data. SCOPE OF THE WORK In collaboration with a key research institution, UN Women is seeking to commission a research with sex-disaggregated data on the gendered impacts of extremism and preventing and countering violent extremism, on women s lives and the varied roles they play in participating, preventing and countering violent extremism. The Contractor shall provide the following services: EXPECTED OUTPUTS AND DELIVERABLES The research institute is expected to deliver the following: An inception report of not more than 5 pages outlining a clear understanding of the assignment, proposed methodology, data collection tools and detailed work plan with clear time schedule. Reports of literature review, field work and validation workshops. 1

2 Draft paper with research outcomes and analysis (Format and number of pages to be agreed during inception meeting) Final and approved research paper and 2 policy briefs incorporating relevant feed-back comments Dissemination strategy of findings to key actors and stakeholders ACTIVITIES Activities include but are not necessarily limited to the following tasks: Review relevant policies, legislation and institutional frameworks to identify areas and scope of intervention; Liaise with relevant counterparts and stakeholders Field work and data collection Data analysis and drafting Validation of findings Finalization and publication of final products Dissemination of final products UN Women will have the copyright of the findings and Reports and will acknowledge the research institute and the donor supporting the research and the policy briefs. DURATION OF THE WORK The duration of the agreement/contract will be for a period of 1 year. Eligibility criteria PROFILE OF THE SUCCESSFUL CONSULTANCY RESEARCH INSTITUTE Special consideration will be given to the following aspects during evaluation of the bid: a. Experience and competence of the team/company in conducting research; and abilities and skills to adequately execute the proposed project (team configuration, qualifications, previous experience); Research team must have relevant advanced degrees in the social sciences. The Lead Researcher must have at least a Post Graduate Degree in a relevant field and 10 years experience working on peace and security issues in Kenya and the region. b. Relevance of the proposal to the topic and previous similar work done by the proposing team; c. Methodology proposed for carrying out the project and clear mapping of expected results; d. Contribution to the body of knowledge and evidence generation 2

3 Strong track-record in development of quality research and policy beliefs and very favorable evaluation data, substantive outreach and access in Kenya; Submission details Vendors interested in participating in the planned solicitation process should complete the Vendor Response Form Annex 1 of this EOI and send it via f to UN Women before the closing date set forth above. UN-Women reserve the right to accept or reject any or all EOI without incurring any obligation to inform the affected applicant/s of the grounds. 6.
