1 Minutes For the Regular Meeting of the Council of the Municipality of West Grey Held on Tuesday, May 20, 2014 at 6:00 p.m. At the Council Chambers West Grey Municipal Office Council Staff Mayor Kevin Eccles, Deputy Mayor John A. Kerri Mighton, Director of Finance/Treasurer; Ken Gould, Director of Infrastructure and Public Works during reports Lord s Prayer/Moment of Reflection Declarations of Pecuniary Interest and General Nature Thereof - None Closed Session Thompson-Bell, Whereas, the Municipal Act, S.O. 2001, Section 239 (2), authorizes Councils of municipalities to close to the public a meeting or part of a meeting for dealing with certain subject matters, Now therefore be it resolved that, the Council of the Municipality of West Grey, does now go into a closed session of Council at 6:05 p.m., with the CAO/Deputy Clerk, Clerk, Director of Infrastructure and Public Works, and Police Chief, to discuss items which relate to personal matters about an identifiable individual, including municipal or local board employees; a proposed or pending acquisition or disposition of land for municipal or local board purposes; and litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Ayton Mill Pond et al.). # Mollison-Lawrence, Be it resolved that, the Council of the Municipality of West Grey hereby returns to Open Session of Council at 7:08 p.m. # (Mayor Eccles confirmed that only closed session items identified were discussed in closed session).

2 (2) May 20, 2014 Matters Arising from the Closed Session Mayor Eccles reported that Council is discussing legal issues with the municipal solicitor regarding the Ayton Mill Pond, and should have some additional legal direction by next Council meeting. Fire training at the Ayton Mill Pond will continue in the meantime. Ron Pfeffer, Deputy Chief, Ayton Fire Department, thanked Council for the clarification, and requested he be updated on any further developments in this regard. Delegations - None Business Arising from the Previous Meeting - None Staff Reports Director of Finance/Treasurer - Report #FTR 05/20/14 Approval of Accounts, Voucher # resolution # Neustadt Lions Community Park Reserve Fund - the Village of Neustadt By-law 789 established a Park Reserve Fund. The interest income only can be used from this fund and it must be used for capital works at the Neustadt Lions Community Park. (received for information)

4 (4) May 20, 2014 Fees & Charges By-law Changes (Notice is hereby given for the following changes to the Fees & Charges By-law to be considered by by-law at the June 2, 2014 Council meeting: Schedule J: - include an hourly rental rate similar to the Neustadt Community Hall for the Normanby Centennial Hall - $60.00 per hour for the 1 st hour; $30.00 per hour for the 2 nd & 3 rd hours (up to 3 hr max). Schedule K: - Pickle Ball should be an 8 Month Membership for $10 instead of 6 Month Membership for $5. Per Session increased from $2 to $3. (received for information) Thompson-John Eccles, Be it resolved that, the Director of Finance/Treasurer be authorized to pay the accounts presented as Voucher # of the Municipality of West Grey, in the amount of $439, # Director of Infrastructure and Public Works - #IPWR 05/20/14 Sidewalk Replacement Quotes resolution # Garafraxa St. Loading/Unloading Zone - Public Works staff have examined the possibility of extending the parking stalls to the north on the south east corner of Garafraxa St./Lambton St. intersection in Durham to allow for a loading/unloading parking stall. Included in the attachment are the measurements taken on both sides of the intersection for setbacks to allow for large vehicles turning. In order to accommodate an additional parking stall on the east side of Garafraxa St; it would reduce the distance for large vehicle turning south on Garafraxa St. off of Lambton St. from 62 ft. to 37 ft. A temporary mark was placed on Garafraxa St. where the proposed loading/unloading stall would be and it was observed that a large truck and trailer turning south was inside the proposed loading/unloading stall. (Council requested staff and Durham B.I.A. Council representative, Councillor Don B. Marshall, to seek input from the Durham B.I.A. concerning this matter, and bring back for discussion at the next Committee of the Whole meeting) West Grey Clean Sweep - Joyce Nuhn, the West Grey Clean Sweep Coordinator has prepared a summary along with compiling the statistics of a very successful Clean Sweep Day in West Grey held on May 10 th, It was estimated that 7.69 tonnes of debris was collected on the road allowances of West Grey. A special thank you to Joyce for organizing the event and also a thank you to the Ayton Fire Dept. for assisting in the barbeque and to all the West Grey Clean Sweep participants for partaking in the roadside cleanup. 5 (5) May 20, 2014 Mollison-Lawrence, Be it Resolved that, the Council of the Municipality of West Grey accepts the lowest quote from Plumeville Construction Inc; at a cost of $35, plus applicable taxes for sidewalk replacement in The Village of Elmwood as per quotation. # Clerk - Report #CR 05/20/14 NextEra Energy Canada/East Durham Wind Inc., re: Proposed East Durham Wind Energy Centre Project resolution # (Council requested the Clerk to contact the Multi-Municipal Wind Turbine Working Group and any other applicable contacts to obtain information relating to other Community Liaison Committees formed for other NextEra wind energy projects.) County of Grey Planning & Development Department - The County of Grey has submitted an dated May 13, 2014 seeking input on any improvements that can be made to the coyote and beaver compensation programs that are under the jurisdiction of the County of Grey Planning & Development Department. (Council noted the need to streamline the process; increase kill site area; and maintain compensation levels) Lawrence-Mollison, Resolved that, the Council of the Municipality of West Grey hereby recommends NextEra Energy Canada/East Durham Wind Inc., appoint Councillor Bev Cutting to the Community Liaison Committee for the proposed East Durham Wind Energy Centre. # By-Laws First, Second & Third Readings A By-law to repeal By-law Number resolution # Marshall-Bell, Be it resolved that, By-law Number , being a Bylaw to repeal By-law Number , to rescind the appointment of Tim Lewis, as a Municipal Prosecutor for the Municipality of West Grey, be now read a first, second and third time, passed and numbered and that the said by-law be signed by the Mayor and CAO/Deputy Clerk, sealed with the seal of the Corporation and be engrossed in the by-law book. #159-14

6 (6) May 20, 2014 New Business CAO/Deputy Clerk Report 2014 OMAA Succession Planning Workshop - Attended the 2014 Ontario Municipal Administrators Association (OMAA) Succession Planning Workshop at their Spring AGM and Conference in Orillia on April 23 rd. It was an excellent opportunity to update my skills and an opportunity to network and learn from other centres on current succession planning processes. It further confirmed that this is an issue of utmost importance across the Province and not limited to small, rural or remote organizations. (received for information) 2014 AMCTO Council Orientation Training and Zone 2 Spring Meeting - Attended the Council Orientation session and Bi-Annual Zone Meeting of AMCTO. They were held on May 14 th and 15 th at the Central Huron Community Centre located in Clinton. They were both informative and educational in nature and also provided an excellent opportunity to network and met colleagues from around our area. Wednesday s training session focused on Council Orientation and was provided by a seasoned Municipal Clerk from Thunder Bay. Wednesday s session was quite informative with presentations from MMAH, MPAC and an afternoon motivational speaker regarding public engagement in the digital age. I have shared the handouts with my colleagues and will extrapolate on the sessions at an upcoming Senior Management Team meeting. (received for information) Municipal Property 545 George Street East, Durham - At the Committee of the Whole meeting held on Monday April 28 th, I was asked to look into the current status of the property located adjacent to Well 2 and provide Council with some insight on to how to best deal with the property that will be considered surplus to the municipality s needs. I was asked to look into the possibility of renting, rent to own or outright sale of the property. On Friday May 2nd, Director of Public Works Ken Gould and I met with Mr. Glen Reay, a local realtor with knowledge of the local market. Following a tour of the property, review of the applicable zoning and OP designations and general discussion on the future needs of the municipality, I requested Mr. Reay provide me with a report on his thoughts on the options outlined above. On Monday May 12, 2014 Mr. Gould and I met with Mr. Rakesh Sharma of GSS Engineering Consultants Ltd. to discuss the future needs of the municipality regarding potential retained portions of the George Street property for municipal purposes and what could be severed and declared surplus to the needs of the municipality. 7 (7) May 20, 2014 Molok Waste Pilot Project Proposal resolution # Rapke-Bell, Resolved that, the Council of the Municipality of West Grey hereby approves municipal staff making application for Continuous Improvement Funding (CIF) for the Molok Waste Pilot Project proposal by the deadline date of May 23, 2014 with the caveat that the West Grey Molok Pilot Project will only proceed when fully vetted and approved by Council. # Addendum - None Notice of Motion/Direct Motions - None Closed Session Incomplete Items Only n/a Matters Arising from Closed Session Incomplete Items Only n/a Question Period Council requested that the proposed donation contribution amount towards the development of an Ontario-wide noise nuisance by-law be discussed during the May 26, 2014 Committee of the Whole meeting.
