3 What is Open Government? Open government helps governments serve people in ways that are efficient and fair. It can also help deploy new, digital tools that save public resources and make government processes more inclusive. Open government aims to: Promote increased transparency, accountability and participation Harness new technologies to strengthen governance At the global level, open government efforts are coordinated by the Open Government Partnership (OGP). Governments around the world support Open Government through Action Plans which include commitments on things like open data, open information, and open dialogue. At its heart is a simple idea: open government is good government. Prime Minister Justin Trudeau Canada s involvement From October 2018 to September 2019 the Government of Canada is serving as the Government Chair of the Open Government Partnership, a Global organization with 79 member countries and 20 local governments. Canada, in its role, will be hosting the 6 th Open Government Partnership Global Summit in The priority areas for the Summit will be: Inclusion: Enable citizens, civil society and businesses to participate in government decisionmaking. This leads to more trust in government and better outcomes. Participation: Empower under-represented citizens, regardless of gender, race, or sexual orientation, to engage actively with governments. This allows for more equitable governments. Impact: Help citizens understand how open government affects their day-to-day lives. This makes government accountable for results that make a difference. In hosting this global summit, the Government of Canada is looking to work with organizations that are committed to helping us deliver a world class summit. 4 Why support this initiative By working with the Government of Canada on the Open Government Partnership Global Summit 2019, you will be demonstrating your organization s commitment to support Canada s leadership in open government worldwide. 5 Building on the successes of past Open Government Partnership Global Summits Canada will host the 6th Open Government Partnership Global Summit. The last global summit was held in Tbilisi, Georgia in The Summit was an internationally recognized event with over 2,200 participants from 115 countries, 90+ governments and many other civil society stakeholders in attendance. In this space, they shared knowledge and co-created solutions for more open and transparent governments around the world. Canada s goal, as we begin this year of leadership, is to empower citizens around the world to better understand, engage with and influence their governments. 7 Our principles When working with organizations, Canada s Open Government team is committed to upholding our public engagement principles: Transparent We communicate with Canadians about engagement opportunities. We let Canadians know the purpose of engagement and how their input will be used. Relevant We listen and talk to interested and affected Canadians about issues that matter to them. When we convene participants, we are clear about what is up for discussion and the scope of change possible. Inclusive We engage with people who have a range of views and perspectives that reflect the diversity within Canada. We reduce barriers to participation, whether physical, cultural, geographical, linguistic, digital, or other. We offer a variety of channels and methods through which to engage. Accountable We commit to sharing what we hear from participants. We explain our decisions including how input was used. Adaptable We commit to learning and adapting our approaches. We promote a culture of engagement, consultation, and collaboration across the public service. We build on our successes, learn from our failures, and share our experiences. We look forward to building on the Open Government s ambitious agenda by focussing Canada s chairmanship on the values of inclusion, participation, and impact in open government work.
