Board members present were Mr. Emmer, Mr. Dugan, Mrs. Pillitteri, Mr. Zwerling, Mayor Dillon, Councilman Tyburczy, Mr. Corriston, Mr. Vozeh, Mr. Skorupa, Mr. Bacolo, Mr. DeBlock and Mrs. Culligan. Mr. Martin and Mr. O Rourke were absent. Mr. Emmer announced that the meeting is being held in accordance with the Sunshine Laws of the State of New Jersey. Public Notice of this regularly scheduled meeting was published in issues of The Bergen Record and The Ridgewood News on January 29, MINUTES Minutes of April 20, 2015 were presented. Motion by Mrs. Pilliteri, seconded by Mayor Dillon. The following corrections were noted: Mr. Dugan present for attendance (Mr. Dugan returned to the meeting at 8:10 PM noted on page 4). 3 Minute Page 3 ENGINEER S REPORT There were no questions on the Progress Report (Corres. No. 15). Mr. Bacolo reported: North Central Avenue Water Main Crossing of Masonicus Brook NJDEP issued Flood Hazard Area Individual Permit and Freshwater Wetlands General Permit No. 2 for stream crossing. Easement will be filed noting: conservation restrictions to be adhered to since tree removal and new plantings were involved. As handled by Mr. Corriston, on completion of permit filing and NJDEP advised, borough can proceed with construction phase. Leak Detection Survey Contracts signed and issued to the contractor and arrangements to be made for preliminary meeting this week for work to be performed: one-third this year /one-third in second year / final third in the third year. Manholes On 134 inspections Crew completed, 50 require work to be done before start of borough s resurfacing program. Crew will meet with Borough Engineer, Mr. D Agostaro, and Public Works to coordinate and schedule. Report will be given at June meeting. Board members questions and comments: From Mr. Emmer / what does repair involve? Mr. Bacolo spoke on what the 40 year-manhole repairs required. Mr. Dugan / how expensive will it be? Repairs have to be prioritized and said cost at $47,000 for 1 st phase and next phase involved: support frame with some small leaks / joint compound protruding into the manhole and not to be done immediately. He will work and review with Mr. D Agostaro. Consumer Confidence Report (CCR) Completed draft of 2014 CCR and it will be submitted to Board for review and comment and hope to receive response from Board members by next week. He reported: CCR will be sent electronically rather than direct mail / residents will be able to review it on borough website / hard copies will be available at Borough Hall or Ramsey Library / last year s foldout report was displayed and stated current CCR was a booklet type / 300 will be direct mailed to some customers and out-of-town customers in Allendale, Upper Saddle River and Mahwah. Also noted: rough draft of two-sided postcard was shown / postcard has instructions for reviewing CCR online / Borough Clerk, Ms. Bendian will develop URL / finalized postcards (6,900) for direct mailing will go to printer on 6/5/15 and mailed on 6/15/15. SCADA Upgrade Reviewed SCADA upgrade to be considered: investigate existing SCADA for water and wastewater systems / communication system upgrade that drives that equipment was antiquated / new software will be more effective and cost efficient and improve operating software. Mr. Bacolo spoke on equipment s limitations: dial-up very slow / does not provide real-time data / archival is difficult. Kickoff meeting will be held tomorrow to look at options and will be attended by him and Crew s engineers, Mr. DeBlock, Mr. Skorupa and Ramsey s SCADA contractor. He will come back to the Board with recommendations.

4 Minute Page 4 Mr. Corriston inquired on status of two items: Radical Motors / 815 Route 17 South Mr. Bacolo responded that Radical Motors revised plans (Corres. No. 1) and will go ahead with main line sewer work as the borough suggested and said pre-construction meeting has not yet been arranged. Darlington Well - Crew had asked NJDEP to consider reporting every three years instead of annually. NJDEP turned request down (Corres. No. 4) as they need consistent data on a number of issues and at this point, Ramsey does not meet the criteria and will have to report annually. To question from Mayor Dillon, Mr. Bacolo said sampling was done on a monthly basis and will continue. OPERATIONS REPORT Analysis of Water Conservation and Water Reserve Report prepared and distributed to Board members for April Mr. Skorupa reported: (Corres. No. 17): Personnel working on Stage 2 of gray box installation on west side of the borough / meter reading and doing repairs for Section 1 / replaced four fire hydrants that had issues when tested and work on those went well / quotes received and work should begin shortly on Martis Well / mark outs and monthly water sampling done / one water main break and explained why they have to replace rotted metal bolts with stainless steel bolts to aid in solving problem for what is an ongoing issue noting extra cost of $50 / fire extinguisher maintenance / OEM provided meter reading photo ID s and issued to personnel/ continue with daily duties. Board members questions and comments: As winter season now finished, Mr. Emmer asked about timing of meter upgrades with reply from Mr. Skorupa that the work should be done by September 15 th as extra people are on hand, and workload permitting, should be 95 percent done. Mr. Emmer raised question on water conservation with input from Board members: Mr. Skorupa said yes, it was on the website / Mayor Dillon suggested reverse 911 / restrictions start on May 15 th and it was to be advertised in paper. Mr. Skorupa said restrictions not a problem at present but should be re-addressed in June/July. Mr. Bacolo suggested for annual water conservation plan, it could be a postcard addon. Mr. DeBlock reported (Corres. No. 16): NBCUA s annual report is in progress and they calculate water bill rates for the year for towns participating and water meter readings will be needed to do that report / one water main break noting complete system shutdown not required and minimum system pressure was maintained with no boil water restrictions needed / coordinating direct mail of CCR from list of Ramsey s out-of-town customers. He commented on water conservation: it had been a dry winter / nice weather needed like it s been the last few days / increase in demand usually occurs in June and July and usually when there would be a problem.

5 Minute Page 5 ATTORNEY S REPORT Mr. Corriston reported: Stream Encroachment Easement filed with County Clerk for Masonicus Brook Crossing and should be returned within thirty days from Bergen County. Also, Bears Cove s documents awaited. MAYOR S REPORT - none COUNCIL LIAISON S REPORT none ADMINISTRATOR S REPORT Mr. Vozeh said there was nothing to report for public portion of meeting. He did have two items for Closed Session: customer invoices / telecom negotiation. COMMITTEE REPORTS On Finance, Mr. Dugan had no report. On Operations, Mr. Zwerling had no report. FINANCE Budget and Revenue/Expense Reports were submitted to Board members. Carried. Student guests from the high school were present to observe meeting. Motion to close Public Comment and return to regular meeting by Mayor Dillon, seconded by Mr. Dugan. Carried.

6 Minute Page 6 EXECUTIVE SESSION Resolution by: Mr. Dugan Seconded by: Mr. Zwerling To go into Executive Session at 8:05 PM. AYES: Mr. Dugan, Mr. Emmer, Mrs. Pillitteri, Mr. Zwerling, Mayor Dillon NAYS: None ABSENT: Mr. Martin, Mr. O Rourke RESOLVED THAT: WHEREAS, The of the Borough of Ramsey deem it necessary to meet to discuss certain actions under Section 7B of the Open Public Meeting Act, and WHEREAS, the discussion more specifically will involve certain matters in customer invoices and telecom negotiations and; NOW, THEREFORE, BE IT RESOLVED that immediately following this meeting, The shall meet at the Municipal Building to discuss such matters and they deem it necessary to exclude the public from such meeting. The outcome of the meeting will be disclosed when a course of action is determined or a decision is reached. Motion by Mr. Emmer, seconded by Mr. Dugan to return to regular meeting at 8:25 PM. Carried. Out of Executive Session, the Board took the following action: Sewer Charges Motion by Mr. Emmer, seconded by Mr. Dugan to authorize Borough Administrator to direct adjustment and authorize settlement of customer s sewer charge inquiry. Mr. Vozeh will work with Mr. Skorupa to recalculate charges going back to Carried. Piping Upgrades Motion by Mr. Emmer, seconded by Mr. Zwerling to authorize Water Department to bill property owner for costs to install 3 water main to branch off with owner s 1.5 main and property owner will be billed for material, time and labor. Telecom Inquiry Motion by Mr. Emmer, seconded by Mr. Dugan to proceed to investigate and share information on inquiry received to lease space on West Oak Street Water Tank, adjacent to Board of Education property in the Borough of Ramsey.
