194 Mississippi Municipal Government Week A RESOLUTION OF THE CITY OF SOUTHAVEN RECOGNIZING MUNICIPAL GOVERNMENT WEEK, JANUARY 13-19, 2019, AND ENCOURAGING ALL CITIZENS TO SUPPORT THE CELEBRATION AND CORRESPONDING ACTIVITES. WHEREAS, municipal government is the government closest to most citizens, and the one with the most direct daily impact upon its residents; and WHEREAS, municipal government is administered for and by its citizens, and is dependent upon public commitment to and understanding of its many responsibilities; and WHEREAS, municipal government provides services and programs that enhance the quality of life for residents, making their town their home; and WHEREAS, municipal government officials and employees share the responsibility to pass along their understanding of public services and their benefits; and WHEREAS, Mississippi Municipal Government Week is a very important time to recognize the important role played by municipal government in our lives; and WHEREAS, Mississippi Municipal Government Week offers an important opportunity to convey to all the citizens of Mississippi that they can shape and influence government through their civic involvement; and WHEREAS, the Mississippi Municipal League and its member municipalities have joined together to teach students and other citizens about municipal government through a variety of different projects and information. NOW, THEREFORE BE IT RESOLVED THAT THE CITY OF SOUTHAVEN JOINS WITH THE MISSISSIPPI MUNICIPAL LEAGUE AND MUNICIPALITIES ACROSS THE STATE OF MISSISSIPPI IN DECLARING JANUARY 13-19, 2019, MISSISSIPPI MUNICIPAL GOVERNMENT WEEK. 195 City of Southaven Office of Planning and Development Subdivision Staff Report Date of Hearing: December 20, 2018 Public Hearing Body: Applicant: Total Acreage: Existing Zone: Location of Subdivision Application Planning Commission Mark Anglin 3751 Getwell Road acres Planned Unit Development (Gardens of Snowden Grove) West side of Malone Road, south of Goodman Road Medium density residential Comprehensive Plan Designation: Staff Comments: The applicant is requesting subdivision approval for Gardens at Snowden Grove Phase E on the west side of Malone Road, south of Goodman Road. This section encompasses 6.76 acres and is proposing 6 lots with no common open spaces. The road, Bailey Lane is an extension of the existing road which ends in a cove radius. The lots range in size from 21,000 sq. ft. to 3.21 acres. The setbacks are shown on the plat with the standard easements on the lots. Staff Recommendations: Staff a little concerned by the design of lot 38. It is not typical to have a single family lot owner incorporate so much of an unbuildable area as shown along the north side of Bailey Lane. As shown in the aerials and also identified on the adjacent plats, there is a ditch that runs along this northern boundary. The plat recorded prior to this had a small drainage easement area on the back side of each lot; however, this lot is flag shaped in design and carries a lot of the overall drainage flow. If there is an HOA for this subdivision, it would be staff s suggestion to place this area in a common open space for HOA maintenance as opposed to a person simply buying a lot and home. Additionally, the street name needs to be revised to cove at some point. E911 can make the determination of the break so that the lots at the end of the cove can be identified appropriately. Also, coves are set to be designed with a maximum of 500 linear feet. Bailey Lane is clearly longer than the maximum length therefore the applicant will need to address additional fire hydrants to meet compliance with the fire department.
