1 MINUTES FORSYTH CITY COUNCIL MEETING MAY 01, 2017 CALL TO ORDER, PLEDGE OF ALLEGIANCE, INVOCATION Mayor Wilson called the meeting to order at 6:00PM and led the Pledge of Allegiance. Mr. Phillip Bryant gave the invocation. ROLL CALL Present for the meeting were Mayor Wilson, Councilmembers Mike Dodd, Julius Stroud, Greg Goolsby, Dexter King and Melvin Lawrence. Also present were City Attorney, Bobby Melton; City Manager, Janice Hall and City Clerk, Kristal Dunn. Councilmember Chris Hewett was absent from the meeting. APPROVAL OF AGENDA Councilmember King offered a motion to approve the Agenda. Seconded by Councilmember Stroud, the motion carried unanimously, (voting in the affirmative were Dodd, Stroud, Goolsby, King and Lawrence.) APPROVAL OF MINUTES OF THE APRIL 17, 2017 COUNCIL MEETING Councilmember Stroud offered a motion to approve the minutes from the April 17 th Council Meeting. Seconded by Councilmember Dodd, the motion carried unanimously, (voting in the affirmative were Dodd, Stroud, Goolsby, King and Lawrence.) BOYS AND GIRLS CLUB PHILLIP BRYANT Mayor Wilson stated that the County had agreed to equal what the City donated up to $75,000. Mr. Bryant stated that this is the first time in his 25 years that three entities have come together to start a Boys and Girls Club. Mr. Bryant stated that the first job to hire for is a Club Director and that they hoped to be opened the day after Labor Day. Mr. Bryant stated that he wanted to thank the Mayor and Council for their support and that they would try their best to do them proud. Councilmember Stroud stated that he wanted to thank Mr. Bryant. PROCLAMATION FOR MUNICIPAL CLERKS WEEK Mayor Wilson read the Proclamation for Municipal Clerks Week and then presented the Proclamation to the City Clerk, Kristal Dunn. 2 APPROVAL OF EASEMENT WITH INGRAM TIMBER ENTERPRISES Mrs. Hall stated that this was the back portion of Dollar General and that the easement was needed so that the painter could get started painting because it must be completed by the end of May. Mr. Melton stated that the easement and permit were for the North wall of the Ingram Center Building and that the maintenance as necessary would be the responsibility of the City. Mr. Melton stated that is was a fifteen (15) year easement and that it would be placed in the Deed Records at the Courthouse. Councilmember King offered a motion to approve the easement with Ingram Timber Enterprises. Seconded by Councilmember Stroud. Councilmember Dodd asked about the conduits on the wall. Mrs. Hall stated that it was around the corner. Mrs. Hall stated that Advanced Disposal had approved for Ingram Timber Enterprises to paint the dumpster the same color as the wall so that it would blend in. The motion carried unanimously, (voting in the affirmative were Dodd, Stroud, Goolsby, King and Lawrence.) PUBLIC HEARING ALCOHOL LICENSE FOR BEER/WINE LIQUOR POURING 33 AND 35 W JOHNSTON STREET OWNER GREGORY GOOLSBY Councilmember Goolsby recused himself from the Public Hearing and stepped down. Mr. Melton stated that he had represented Mr. Goolsby in the formation of the LLC and that this was for the alcohol license for beer/wine and liquor pouring for 33 and 35 W Johnston Street. Mr. Melton stated that it had been advertised in the Monroe County Reporter on April 19 th and April 26 th. Mr. Melton stated that everything was in order. Mayor Wilson opened the public hearing. Hearing no discussion, the Public Hearing was closed. Councilmember Stroud offered a motion to approve the Alcohol License for Beer/Wine Liquor Pouring for Gregory Goolsby at 33 and 35 W Johnston Street. Seconded by Councilmember King, the motion carried four (4) to zero (0) with one (1) abstention, (voting in the affirmative were Dodd, Stroud, King and Lawrence, the abstention was Goolsby.) APPROVAL OF ACCOUNTS PAYABLE INVOICES Mrs. Hall read the Accounts Payable totals for each Department. Mrs. Hall stated that there were Invoices in the total of $54.79 for Dodd Builders. Councilmember Stroud offered a motion to approve the Accounts Payable Invoices in the amount of $265, Seconded by Councilmember Lawrence, the motion carried four (4) to zero (0) with one (1) abstention, (voting in the affirmative were Stroud, Goolsby, King and Lawrence, the abstention was Dodd.) 3 APPROVAL OF REQUISITIONS GREATER THAN $5,000 Mrs. Hall stated that there was one invoice greater than $5,000 and it was for A.L. Dugan & Son, Inc. in the amount of $10, for busting up and removal of the concrete at the old pool. Councilmember Stroud offered a motion to approve the payment of the requisition to A.L. Dugan & Son, Inc. Seconded by Councilmember Dodd, the motion carried unanimously, (voting in the affirmative were Dodd, Stroud, Goolsby, King and Lawrence.) REPORTS CITY MANAGER REPORT - Sidewalk repair on Cabiness Road completed last week (just down from El Tejado Rest). - Met with Carmen Johnston last week regarding removing dirt from planters and replacing with better soil and then planting/replanting. City will furnish labor and soil She & her husband will donate plantings soil & mulch approximately $ Hydrant testing continues, even though we have had some discolored water, not as bad as it has been in the past Fire Department & Utility Partners working well together on this. - StreetScape III work began today all changes to plans finalized. - Splashpad Susie is working on final layout & colors; placing order; compaction test completed last week waiting on results. - Request from gentlemen at last council meeting regarding Kynette Park table has been replaced, hole in fence temporarily repaired and company providing cost to replace, and I am working with Susie Cirillo on shade structure for bleacher area - Mr. Lawrence asked at the last meeting about the abandoned houses on Powerhouse Code Enforcement has been made aware and will work with the property owners on that section of old roadway to get them cleaned up; also asked Alvin to work on some type of permanent barricade to prevent people from driving into the abandoned street. - Mr. Stroud asked at last meeting about cracks at Skatepark Public Works tried to grout the new cracks at the Skatepark but it did not work. Looking at different avenues for repairing and possible resurfacing. - Questions have come up about the number of liquor stores we can have and how we should calculate population I am working with the RC to do the research and bring a recommendation(s) back to council. 4 - Working with CVB on lease for lobby & office space for Welcome Center; CVB board reviewed at their last meeting but did not have a monthly figure to propose and they will take this back up at their May meeting. Looking at one lump sum figure for lease of building, utilities, fiber, etc., rather than breaking it down into several different figures for the agreement. - Working with CVB to clarify the agreement between City and CVB for leased employee; have submitted a Technical Assistant request to Regional Commission to amend city personnel manual to include a section for leased employees and hope to have that to present in June. - Submitted multimodal grant to connect sidewalks on Highway 41; received notice Friday that we were not awarded the grant. - State instituted the open burning ban effective May 1 Sept 30 same as since Lighting plan was submitted last week to GDOT for review waiting on them to say we can begin repair of lights on I75 this is just the next step in the process. - Farmers Market begins this Friday. - Tuesday May 9 from 5:30 6:30 pm at the MC Conference Center will be Legislative Meet & greet. We are sponsoring this event along with the Chamber and County Commissioners - Tuesday May 16 is Law Enforcement Day/Blue Ribbon Day. - Daniel Fishback rezoning for 525 Cabiness Road from Inst to HB 5/15 public hearing. - CAPS Forsyth has several variances for setback, bldg. height, buffer for old Tradewinds property for public hearing 5/15. - Projects in various stages of development/construction Hampton Inn, Otis Ingram Senior Community, Birthing Center, Tradewinds property, Regency Inn property, convenience store on Cabiness next to El Tejado, Ingles gas pumps, Splashpad, master plan for parks, RFQ for new city hall, CDBG for Blount St, Encore expansion, EDA proposal for upgrade of electric conduit in Industrial Park, Streetscape Phase III. - Yard Debris analysis for 1 st Quarter 2017: o Average Customer Count is 1915 per month o 1915 * $11.66 = $22, Monthly Bill o 1915 * $10.37 = $19, Monthly Bill Forsyth City Council meeting May 1, 2017 Page 4 Commented [JH4]: Commission Commented [JH5]: Industrial

Councilmember Stroud asked how the Hometown Exhibit was going. Mr. Melton stated that the materials were being accumulated and that there was a small exhibit at the Convention Center. Commented [JH6]: Fix the font so it matches the remainder of the minutes MAYOR S REPORT - Mayor Wilson stated that everything he had, had been discussed. ADDITIONAL REPORTS/BUSINESS - Councilmember Dodd stated that he was glad to see Streetscape has started. - Councilmember Stroud stated that the house that had burned down on James Street and Millage Circle are an eye sore and probably a safety issue. The one of James Street is fenced off. Councilmember Stroud stated that they had done really good work on the pool, and asked what the completion day was. Mrs. Hall stated that it was still the end of May. Councilmember Stroud asked about the restrooms and Mrs. Hall stated that they had been put on hold. Mrs. Hall stated that the walls and floors were still in good condition, but that was all. Mayor Wilson asked about a mobile restroom for the summer. Forsyth City Council meeting May 1, 2017 Page 5

6 - Councilmember King stated that he was glad the Boys and Girls Club was moving along. Mayor Wilson stated that it was the beginning of many things to come. Councilmember King agreed and stated that he looked at it as an investment in our youth. PUBLIC COMMENTS (MAYOR WILSON TO REVIEW RULES FOR PUBLIC COMMENTS) Councilmember Lawrence stated that he had talked to the Democratic Party and had a good meeting. No one came forward for Public comments. EXECUTIVE SESSION Councilmember King offered a motion to go to Executive Session to discuss land acquisition, disposal or lease. Seconded by Councilmember Stroud, the motion carried unanimously, (voting in the affirmative were Dodd, Stroud, Goolsby, King and Lawrence.) Mayor Wilson adjourned the Council to Executive Session at 7:00PM. Mayor Wilson called the meeting back into open session 7:20PM. ADJOURN There being no additional business to discuss, Councilmember Stroud offered a motion to adjourn. Seconded by Councilmember King, the motion carried unanimously (voting in the affirmative were Dodd, Stroud, Goolsby, King and Lawrence.) The meeting adjourned at 7:21PM.
