5 Juvenile Apprehended in Holding State Process Step 1: Initiate the Workflow 1. The Holding State user enters a new juvenile file in JIDS and opens the web viewer by clicking on View. Click the View on the File Details page to open the file in the web viewer. If a JPS or JPO is not initiating the workflow, the ICJO will complete this step.

6 2. In the web viewer, select the+ icon, and then select Generate Form and Form. 2. Select Generate Form and Form 1. Click the + icon

7 3. Select Form III if the juvenile is returning voluntarily. If the juvenile is not returning voluntarily, enter a Form I, Form II, or upload any other document related to the return to submit to the Home/Demanding State. Select the appropriate form or upload any document

8 4. The web viewer reloads and the form appears. Fill out the form and click Save. The web viewer will reload when the form saves. If the form requires outside signatures, print the form, obtain signatures, and upload the scanned document to the file. The document appears in the web viewer when it uploads. Fill out the form and click Save

10 After obtaining necessary signatures, click here to upload the signed form, or other document Select Return for the Separator and the applicable form for the Divider. Drag and drop the file or select Browse to locate in Windows Explorer.

11 5. To submit the notice to the Holding State ICJO, click the icon, then and select Juvenile Apprehended in Holding State 1. With the Form III or other document highlighted in blue and opened in the viewer, select the icon, then. 2. Select Juvenile Apprehended in Holding State

12 6. Enter notes for the Holding State compact office, if desired. Select OK to continue. Entering notes is optional at this step. Select OK

13 The Document(s) routed successfully message will appear. Select OK The notice for a Juvenile Apprehended in Holding State is now at the Holding State ICJO for review. You may close the web viewer. The Holding State ICJO will forward the assignment to the Home/Demanding State ICJO.

The Holding State ICJO user receives an notification for the Juvenile Apprehended in Holding State assignment. The juvenile s file appears in the Global Assignments page for review. 15 2. The Holding State ICJO reviews the form or document and selects either Form III Signed or Juvenile Refuses Form III. Note: There are no workflow notes at this point due to a workflow transition. If Form III Signed is selected, continue to page 17 of this guide If Juvenile Refuses Form III is selected, continue to page 23 of this guide

17 Juvenile Apprehended in Holding State Process Form III Signed Voluntary Return Step 1: Return in Progress 1. The Home/Demanding State ICJO receives an notification for the Voluntary Return. The juvenile s file appears in the Global Assignments page for review. The Green Dot indicates that the voluntary return is in progress with a due date of 5 business days. Click the View Document icon to open the case in the web viewer.

18 2. The Home/Demanding State ICJO selects the orange asterisk Juvenile Return Complete icon when the juvenile is confirmed to be back in the home/demanding state. Hint: Select the blue plus sign next to the assignment to expand and view the workflow icons directly on the Global Assignments page.

If the Home/Demanding State ICJO has not confirmed return of the juvenile within 5 business days, they receive an notification and the step name updates to Return in Progress 5 BD Due Date Passed. The Red Dot indicates that the 5 business day due date has passed. You have the option to extend the due date by an addition 5 business days if both ICJ Offices are in agreement. The Holding State receives an notification noting that the extension was applied.

If the Home/Demanding State ICJO applied the 5-business day extension, the step name updates to Return in Progress 5 BD Extension. The Yellow Dot indicates that the 5-business day extension has been applied. The Holding State ICJO receives an notification only and the assignment remains on the Home/Demanding State s Global Assignments page. The only option is to confirm the return has been completed.

If the Home/Demanding State ICJO has not confirmed return of the juvenile within the 5-business day extension period, they receive an notification and the step name updates to Return Overdue. The Red Dot indicates that the return is overdue.

23 Juvenile Apprehended in Holding State Process Juvenile Refuses Form III Non-Voluntary Return Step 1: Requisition in Progress 1. The Home/Demanding State ICJO receives an notification for the Non-Voluntary Return assignment. The juvenile s file appears in the Global Assignments page for review. The Yellow Dot indicates that the Home/Demanding State has 60 calendar days for the requisition. Select the workflow icon that corresponds with the next step: If the requisition process continues, select Submit Requisition. If the judge denies the requisition, select Requisition Petition Denied. If the Holding State ICJO informs that the juvenile signed the Form III after initially refusing, select Form III Signed. If the return request is withdrawn, select Return Request Withdrawn. At this point in the workflow, this action sends an notification only to the Holding State ICJO and closes the case. See page 26 See page 25 See page 17

The Home/Demanding State ICJO receives an notification that the requisition is overdue for the Non-Voluntary Return assignment. The juvenile s file appears in the Global Assignments page for review. The Red Dot indicates that the requisition is overdue.

If the requisition is denied in the Home/Demanding State, the Holding State ICJO receives an notification and assignment noting Requisition Petition Denied. The juvenile s file appears in the Global Assignments page for review. The Holding State ICJO completes the workflow. This closes the case.

If the Home/Demanding State ICJO submits the requisition, the Holding State ICJO receives an notification and assignment. The Holding State has 30 calendar days to hold a hearing to determine if the requisition is approved or denied. The juvenile s file appears in the Global Assignments page for review. The Yellow Dot indicates that the Holding State has 30 calendar days to hold the hearing. Select the workflow icon that corresponds with the next step: If the judge denies the requisition, select Requisition Denied. o Writing findings detailing the denial are required per 6-103(6) or 6-103A(6) If the judge approves the requisition, select Requisition Approved. If the juvenile signed the Form III after initially refusing, select Form III Signed. If the Holding State is informed that the return request is withdrawn, select Return Request Withdrawn. If the Holding State ICJO does not submit the workflow within 30 calendar days, they receive an notification and the assignment shows Requisition Overdue. The juvenile s file appears in the Global Assignments page for review. The Red Dot indicates that the requisition hearing is overdue.

The Home/Demanding State ICJO receives an notification that the requisition was denied the Holding State court. The juvenile s file appears in the Global Assignments page for review. Complete the workflow by selecting the Complete icon.
