5 TIMARU DISTRICT COUNCIL MINUTES OF A MEETING OF THE COMMUNITY DEVELOPMENT COMMITTEE HELD IN THE COUNCIL CHAMBER, DISTRICT COUNCIL BUILDING, KING GEORGE PLACE, TIMARU ON TUESDAY 9 JUNE 2015 AT 9.30AM PRESENT APOLOGIES IN ATTENDANCE Clrs Steve Wills (Chairperson), Tony Brien, Peter Burt, Steve Earnshaw, Richard Lyon (from 10.05am), Pat Mulvey, Kerry Stevens and Tracy Tierney and the Mayor Clr Lyon (for lateness) Clr Jack John McDonald Pleasant Point Community Board Jan Finlayson Geraldine Community Board Paddy O Reilly Temuka Community Board Chief Executive (Peter Nixon), Group Manager Community Services (Sharon Taylor), Group Manager Corporate Services (Tina Rogers) and Council Secretary (Joanne Brownie) 1 CHAIRPERSON S REPORT The Chairperson reported on meetings he had attended and issues he had dealt with since the last meeting including Aigantighe Art Gallery exhibitions, Local Arts Assessment Scheme Committee meeting, LAP hearing, Youth Art exhibition, South Canterbury Sports Awards, meeting with Navy representatives, consultation with Mayor and senior staff. 2 CONFIRMATION OF MINUTES Proposed Clr Burt Seconded the Mayor That the minutes of the meeting of the held on 14 April 2015, be confirmed as a true and correct record. MOTION CARRIED 3 FUNDING APPLICATIONS CONSIDERED UNDER DELEGATED AUTHORITY The Committee considered a report by the Customer Services Manager advising of applications approved under delegated authority. Proposed Clr Earnshaw Seconded Clr Stevens That the information be received and noted. MOTION CARRIED # July 2015

6 4 FORMATION OF A TIMARU DISTRICT YOUTH COUNCIL The Committee considered a report by Clr Brien on the possibility of establishing a Timaru District Youth Council. Clr Brien spoke to his report, outlining the work undertaken by the working party and explaining the format of other local youth councils in the country. There was general support for establishing a youth council for the Timaru District, but some concern was expressed at how formal the proposed council might be, as indicated by the proposed Terms of Reference. This may be off-putting to potential members if the youth council is too structured and prescriptive. However it was pointed out that without some formality and structure, youth councils can flounder. Adequate resources would have to be made available in order that the youth council was successful. It was noted that it is now too late to apply for government funding and also too late to put an allocation in Council s budget for the 2015/16 year. The membership of the youth council needs to be carefully considered - the list proposed in the Terms of reference, while ensuring diversity, may be too prescriptive. Proposed Clr Earnshaw Seconded Clr Stevens That the establishment of a Timaru District Youth Council be approved, subject to funding being available and the funding issue being referred to the Policy and Development Committee. MOTION CARRIED 5 NEW ZEALAND-CHINA MAYORAL FORUM APPROVAL FOR ELECTED MEMBERS ATTENDANCE The Committee considered a report by the Mayor seeking approval for attendance at the New Zealand-China Mayoral Forum. It can take some time to develop relationships within sister cities contacts and this visit would provide an opportunity for some continuity in this area. However attendance at the forum should fit with the aims and objectives of the economic development strategy. Proposed Clr Brien Seconded Clr Lyon That it be recommended to Council that an Elected Member accompanies the Mayor on the New Zealand-China Mayoral Forum 2015, with their travel and expenses met from the Councillors Travel budget, subject to attendance at the forum being consistent with the aims and objectives of the economic development strategy. 8 COMMUNITY DEVELOPMENT COMMITTEE FOR THE MEETING OF 28 JULY 2015 Report for Agenda Item No 6 Prepared by Bill Steans Parks and Recreation Manager Geraldine Community Board Recommendation: Naming of Reserve Recommendation from Geraldine Community Board meeting of 8 July 2015 regarding the naming of the reserve and surrounding Council land at Pit Road in the Cooper s Creek area. A copy of the report is attached. Recommendation That the Reserve in Pit Road be named the Oliver Dryland Reserve and be classified appropriately. # July 2015

9 GERALDINE COMMUNITY BOARD FOR THE MEETING OF 8 JULY 2015 Report for Agenda Item No 7 Prepared by Bill Steans Parks and Recreation Manager Naming of Reserve (File P3/21) Purpose of Report This report is prepared to consider the request to name the Reserve and surrounding Council land at Pit Road in the Cooper s Creek area. Background The Pit Road site was a former gravel pit. It has recently been acknowledged as a significant site for indigenous flora and fauna. Initially identified as a lizard habitat site, it has subsequently been found to contain populations of remnant plant communities and invertebrate species also. An approach has been received on behalf of a number of people who have volunteered at the site to provide the Reserve with a more meaningful name. The name suggested is Oliver Dryland Reserve. This name is suggested for two reasons. Firstly, to acknowledge former Councillor Michael Oliver s contribution to the Geraldine Community and wider Timaru District. Michael lived and farmed in the vicinity for a long time. Secondly, it is also appropriate to refer to the Reserve as a Dryland Reserve to reflect the purpose. It would also be timely to declare the whole area a Reserve and classify it appropriately to preserve it. Options 1. Formally adopt the name of Oliver Dryland Reserve and classify as Reserve. 2. Consider an alternative name, or 3. Remain with the status quo. Identification of Relevant Legislation, Council Policy and Plans Not Applicable. Assessment of Significance This matter is not deemed significant. Consultation Mrs Oliver has been approached and the Oliver family is supportive of the idea. Other Considerations There are no other considerations relevant to this matter. # July 2015

10 Funding Implications This will have no impact on budgets. Conclusion This request presents the opportunity to acknowledge the contribution of Michael Oliver and to clarify the purpose of the Reserve. Recommendation That the Geraldine Community Board recommends to the Community Development Committee that the Reserve in Pit Road be named the Oliver Dryland Reserve and classified appropriately. # July 2015
