2 NOTICE INVITING EXPRESSION OF INTEREST a) Director AYUSH cum-mission Director, National AYUSH Mission on behalf of Odisha State AYUSH Society (OSAS), Bhubaneswar invites Expressions of Interest (EOI) from Consultancy firms desirous of and having proven track record of experience in setting up of Project Management Units in Govt. Departments / Organisations. b) Interested Consultancy firms who meet the criteria may furnish their Expression of Interest with all the necessary documents in a sealed cover along with the covering letter, duly signed by an authorized signatory c) Interested Consultancy firms must provide the following information indicating that they are qualified to perform the service : i. Description of similar assignments undertaken by the firms, ii. Infrastructure/ facilities available with them which are essential to carry out such assignment, iii. General qualifications & experience, iv. Staff position, v. Annual financial turn over for last three financial years i.e , & vi. Other information/s such as I.T returns, E.P.F & E.S.I Registration, G.S.T Registration, PAN No., Labour license, etc. regarding the suitability of the firms for undertaking such assignment. d) The shortlisted firms ( if required ) may be asked to make a presentation of their available facilities, manpower, capabilities, past experiences, etc. e) After scrutiny of the Expressions of Interest ( EoI ), OSAS will come up with a detailed RFP including both Technical & Financial proposals. f) The Expression of Interest must be submitted on or before 17th February, 2019 by 5 P.M. either by hand or through Speed Post / registered Post or courier at the following address: The Director, AYUSH-cum-Mission Director, Heads of Department Building, 3 rd Floor (Annex), Unit-5, Bhubaneswar g) In case of hand delivery, the EoI may be submitted to Sri Ganeswar Nayak, Accounts Officer of Directorate of AYUSH, Mobile no on any working day within office hours i.e. between 10 AM to 5 PM. h) The EOI submitted by telegram/ fax/ , etc. shall not be entertained.. i) OSAS shall not be responsible for any postal delay or non-receipt/ non-delivery of the documents. No further correspondence on the subject will be entertained. j) Any amendment/ modification shall be issued through corrigendum only and the same will be hosted in the Directorate website only. TERMS OF REFERENCE 1. Background Director, AYUSH cum Mission Director, Heads of Department Building, 3 rd Floor (Annex building), Unit-5, Bhubaneswar th February, 2019, 5.30 P.M. Govt. of Odisha have implemented the Centrally Sponsored Scheme of National AYUSH Mission (NAM) launched by Government of India from the year to promote AYUSH systems through cost effective AYUSH services, strengthening of educational systems, facilitate the enforcement of quality control of Ayurveda, Siddha, Unani & Homoeopathy (ASU&H) drugs and sustainable availability of ASU & H raw materials. Vision of National AYUSH Mission (NAM): 1. To provide cost effective AYUSH services through upgrading AYUSH Hospitals and Dispensaries/Co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) District Headquarters Hospitals (DHs). 2. To strengthen institutional capacity at the State level through upgrading AYUSH Educational institutions, State Govt. ASU&H Pharmacies, Drug Testing Laboratories and ASU & H enforcement mechanism. 3. Support cultivation of medicinal plants by adopting GAPs & setting up of clusters, warehousing, value addition and marketing and development of infrastructure for entrepreneurs. 2. Objective The State Programme Management Unit (SPMU) is envisioned to provide technical support for implementation of National AYUSH Mission in the State. Since, the programme will involve wide spectrum of activities, it is imperative to have management and technical professionals who can provide technical assistance and programme management support to Odisha State AYUSH Society. The expenditure on their remuneration will be met out of the component under Administrative Cost of National AYUSH Mission (NAM) for the mission period.

4 3. Scope of Work The scope of work for the State Programme Management Unit (SPMU) shall include technical assistance and programme management support to the implementation of programmes in the major areas which shall include, but not limited to the responsibility mentioned under this RFP. The entire team of the proposed Programme Management Unit shall include following types of Key Personnel: 1. One Programme 2. One Finance 3. One Consultant Ayurveda 4. One Consultant Homoeopathy 5. One Accounts 6. One Health Management Information System (HMIS) The persons engaged by the Agency for the above positions will assist the Director AYUSH-cum-Mission Director, National AYUSH Mission, Odisha in implementing the respective programmes / activities of National AYUSH Mission. The incumbents will directly report to the Director AYUSH-cum-Mission Director, National AYUSH Mission, Odisha and will work closely with and support the teams at the State level in implementation of respective programmes under NAM. The persons will need to travel extensively to the Districts for proper implementation of programme components. The details of the responsibility of the PMU staff is as under : Sl. Preparation and submission of State Annual Action Plan (SAAP) before the Executive Committee, Governing Body & Ministry of AYUSH Government of India, New Delhi To liaison with Directorate of AYUSH/ Health Department / Health institutions / NHM, Odisha on issues for implementation of various activities of National AYUSH Mission Provide information regarding Assembly Questions / Parliament Questions / Committee/ RTI/ VIP references from time to time. Any other work assigned by the Directorate of AYUSH from time to time 02 Consultant Ayurveda Provide Technical inputs to the State Annual Action Plan and all the programmes under National AYUSH Mission. Collection and compilation of data related to AYUSH activities in the State Preparing different training modules / materials and guidelines related to Ayurveda in consultation with technical experts of the Directorate To coordinate and liaison with District Health officials under NHM & other line departments for smooth organisation of the AYUSH activities in the state To organise all the training programmes relating to Ayurveda. Field visit for monitoring & supervision of AYUSH activities in the State. 03 Consultant Homoeopathy Provide Technical inputs to the State Annual Action Plan and all the programmes under National AYUSH Mission. Collection and compilation of data related to AYUSH activities in the State

5 04 Finance Preparing different training modules / materials and guidelines related to Homoeopathy in consultation with technical experts of the Directorate To coordinate and liaison with District Health officials under NHM & other line departments for smooth organisation of the AYUSH activities in the state To organise all the training programmes relating to Homoeopathy. Field visit for monitoring & supervision of AYUSH activities in the State. Any other works assigned by the Directorate of AYUSH from time to time To manage the society fund and disburse the Grant in-aid as per the approved SAAP observing financial procedure and prepare the Statement of Expenditure ( SoE) with audit report as per the Society by-law Tracking and monitoring of the funds up to the lower level of the AYUSH units. All matters related to the Finance, such as preparation of budget for National AYUSH Mission as per indication of State Resource pool, Audit, replies of various paras raised by A.G, CAG or Audit party of H & F.W Department. Submission of U.C of National AYUSH Mission to Government of Odisha and Government of India, New Delhi. 05 Accounts Maintain the accounts of Odisha State AYUSH Society under NAM Co-ordinate with district level officers and other grantee institutions for expenditure and proper maintenance of accounting procedure of the Grant-in-aid. Assist the Programme /Finance in ensuring proper flow of funds and in all financial matters. Maintain the data base of updated Utilisation Certificate status of all grants under NAM and periodically follow up. Ensure timely receipt of UCs from subordinate offices/grantee institutions and their compilation To maintain & keep all records of drawal of funds from treasury & Odisha State AYUSH Society Bank Account, maintenance of bank account of the Society as well as all vouchers related to incurring of expenditures out of society fund and its allied account records like Cash Book, Ledger and Acquaintance Rolls, etc. Maintain records of store items of Odisha State AYUSH Society out of grant-in-aid under National AYUSH Mission. 06 HMIS To collect and prepare the date base on manpower, training, logistic support, supply of essential AYUSH drugs, Equipment Instrument and furniture (EIF) and infrastructure of all AYUSH units of the State To improve the IT systems and proactively recommend ways to make it more efficient and user-friendly as well as centrally maintain the database and ensure effective information. Prepare monthly physical & financial progress report on implementation of various plan & programme under National AYUSH Mission in the State for reporting to the State & Central Government. Submit the information on DBT to Government of India

6 Sl No 1 4. Contract Period Contract will be for a period of 2 (Two ) years from the date of deployment of the personnel in Odisha State AYUSH Society (OSAS). The agreement can be extended beyond the term of two years with the mutual consent of both the parties subject to satisfactory performance. The engagement of the above staff is purely temporary and is co-terminus with the scheme i.e National AYUSH Mission. 5. Chartered Account / CA Inter / ICWA (Inter) / MBA (Finance) from recognized institute / University with computer proficiency with high level familiarity in MS Office & tally. a. Candidates must have MD (Ayurveda) degree from any University / Institute recognized by Government and registered under Odisha State Council of Ayurvedic Medicine, Bhubaneswar. a. Candidates must have MD (Homoeopathy) degree from any University / Institute recognized by Government and registered under Odisha State Board of Homoeopathic Medicine, Bhubaneswar. a. MBA (finance)/ M.Com / CA (Inter) ICWA (Inter) from recognized University / Institute Computer proficiency in MS office and accounting package (Tally) is required along with the above qualification. Minimum 05 years of experience in other reputed organization in finance management of major programme / project. SUBMISSION OF EOI The EoI shall be submitted in a single sealed envelope and super scribed as EoI for Setting up of State Programme Management Unit (SPMU) in the o/o Odisha State AYUSH Society (OSAS) and EOI No.1195/DAYUSH dt This envelope should contain signed hard copy of downloaded document of EoI along with other relevant documents. D. SUPPORT TO BE PROVIDED TO THE FIRM: Required infrastructural and logistic support will be provided to the staff of the PMU for implementation of National AYUSH Mission in the State. The remuneration of PMU staff be released immediately on submission of the bill ( in triplicate) raised by the agency. E. EOI PREPARATION COSTS AND RELATED ISSUES a) The Consultants/ Firms are responsible for all costs incurred in connection with participation in this process, including costs incurred in preparation of EoIs, participation in meetings/ discussions. The OSAS is in no case will be responsible or liable for these costs, regardless of the conduct or outcome of the EoI process. b) This EoI does not commit OSAS to award a contract or to engage in negotiations. Further, no reimbursable cost may be incurred in anticipation of award or for preparing this EoI. c) All materials submitted by the Consultants/ Firms will become the property of OSAS.
