1 Position Profile Date: October 24, 2018 Job Title: Assistant Deputy Minister, Courts Division Department: Manitoba Justice Location: Winnipeg, Manitoba Classification: Executive Officer 3 (EX3) Employment Type: Regular Full Time Position Overview The Assistant Deputy Minister, Courts Division, is a member of the Manitoba Justice s Executive Management Committee consisting of The Deputy Minister and one Associate and five Assistant Deputy Ministers. The Assistant Deputy Minister, Courts Division (the ADM ), is responsible for the management and leadership of the Courts Division. The Courts Division supports the effective, impartial and efficient administration of the judicial process, including criminal, civil and family disputes before three levels of court. The Division has a staff complement of approximately 500. The ADM role requires superior leadership and change management skills in the context of ongoing transformational change and a complex operational environment. With a senior management team, the ADM is responsible for the design and implementation of change initiatives and for achieving departmental and divisional objectives within allocated resources. The ADM maintains important relationships with the Judiciary relating to a wide range of core judicial issues including: resources, legislation implementation and education. There are approximately 97 judges and masters in all three courts. The ADM has reporting relationships with the Chief Justice of Manitoba, the Chief Justice of the Court of Queen s Bench and the Chief Judge of the Provincial Court in respect of core judicial functions. On all other matters, including areas such as administrative, budgetary, services and policy, the ADM reports to the Deputy Minister of Justice. The ADM will: Provide effective and collaborative leadership for the Courts Division, building and supporting a strong and engaged team; Lead the development and implementation of strategic plans, continuous improvements and change initiatives. Focus on modernization of process, system application analysis and streamlining of processes to enhance efficiency and easier access to justice; Establish and maintain an effective reporting and working relationship with the judiciary to ensure an effective integration of functions among the legislative, executive and judicial arms of government;

2 Ensure that all judicial and quasi-judicial functions are performed as required by legislation and the rules and practices of each court; Provide leadership and commitment to improvement of the justice system, including in relation to its impact on and involvement with the Indigenous community; Function as an active member of the Executive Management Committee, ensuring Courts issues are effectively represented and addressed, and contributing to Department planning and policy development; Provide proactive, accurate and timely advice and support to the Deputy Minister and Minister of Justice. Skills, Knowledge and Abilities Success in this role involves a leader with the ability to work in a changing environment which requires both strategic thinking and strong management skills. We need a high performance organizer and motivator, who is results oriented. Must exercise good judgment in problem solving skills and making decisions. This position demands superior political acumen and excellent communications (verbal and written) skills. The successful candidate will possess the following executive management selection criteria: Extensive experience in strategic planning, including determining and setting priorities based on government and departmental initiatives Proven ability to deliver on transformational change in a large operational environment, including developing strategies to transform organizational culture Extensive managerial experience with significant responsibility for human and financial resources Extensive experience in the legal system or other equivalent education and executive management experience Strong interpersonal skills with an understanding of the critical importance of establishing and maintaining an effective and professional reporting and working relationship with Chief Justices, the Chief Judge and other Judicial members; the legal profession, external agencies and other service partners Experience and responsibility for a wide range of written materials such as business plans, submissions, reports and budget estimates Excellent leadership skills with experience working in a large, diverse organization, and a commitment to the ongoing development of a strong and effective team Sensitivity to Manitoba s Indigenous justice issues including experience working with Indigenous people Department Overview Our Mission is to support and promote safe and just communities for all Manitobans. Division Overview The Courts Division manages the effective and efficient delivery of court services throughout the province. This includes: criminal, family, civil, small claims and summary conviction court matters, court security, prisoner transport, civil enforcement of court orders, and operational support. Court services are provided through four branches of the Courts Division: Corporate Services and Program Management, Manitoba Court Operations, Judicial Services and Sheriff Services. Corporate Services and Program Management provides Court Operations, Judicial Services and Sheriff Services with expertise in administration, financial management, governance, project reviews, planning of information systems, delivery of court training, supporting video conferencing expansion and existing infrastructure, as well as facilities design and use. Manitoba Court Operations provides operational and administrative support to efficiently manage and process all matters in the Court of Appeal, the Court of Queen s Bench (civil, criminal, family, and small claims), and the Provincial Court (adult, youth, family and Summary Convictions Court). Services are provided in Winnipeg as well as in 13 Regional Court locations and over 40 circuit court locations outside Winnipeg. Court Operations also manages the Indigenous Court Worker Program which assist Indigenous people to recognize their rights and obligations and to understand how the criminal justice system functions. Judicial Services Branch provides direct support to the judiciary of the Court of Appeal, the Court of Queen s Bench and the Provincial Court through judicial assistants, researchers and coordinators. Judicial services are also provided throughout the province by small claims court officers and justices of the peace. Branch staff facilitates the effective operation of the courts by acting as a liaison between the judicial branch of government, the executive branch of government, the public and the legal profession. Sheriff Services is composed of Winnipeg and regional Sheriff Services offices. Winnipeg operations are responsible for the security of courtrooms in the Winnipeg Law Courts Complex. A perimeter security system is operated at the Winnipeg Law Courts Complex, preventing weapons and other contraband from entering the facility. Regional operations are responsible for the security of courtrooms in five offices located across Manitoba including Portage la Prairie, Brandon, Dauphin, The Pas and Thompson. Sheriff Services is responsible for the transport of incarcerated persons to and from court from the various federal and provincial correctional facilities in Manitoba. Sheriffs provide service to over 40 circuit court locations across Manitoba. Sheriffs also enforce all writs of seizure and sale; conduct evictions; arrest individuals on civil warrants; and serve various summonses, subpoenas, protection orders and other court directed documents. Division services are provided to three levels of court: the Court of Appeal, the Court of Queen s Bench (including the Small Claims Court) and the Provincial Court (including the Summary Convictions Court).
