1 Minutes SPLOST V Committee Thursday, September 6, :30 P.M. Ola Elementary School, 278 North Ola Road, McDonough, Georgia The Henry Herald was notified of the meeting via . I. Call to Order Meeting Agenda (See Attached Agenda) Mr. Clayton Carte, Committee Chair, called the meeting to order at 6:30 p.m. II. Pledge of Allegiance The Pledge of Allegiance was led by Mr. Carte. III. Acceptance of Agenda *See attached agenda Mr. Carte asked to add an item to the Agenda under Committee Comments for the possibility to change a committee date in February so as not to conflict with the midwinter break for the school system. This will be brought back up again with the Committee Comments if none of the board members have any objections. Mr. Carte called for a motion of approval regarding the agenda for September 6, Motion was made by Mr. Tom Israel (District 1 Representative) and seconded by Mr. Arnold Cole (District 2 Representative). The motion passed unanimously as amended. IV. Opening Clayton Carte Mr. Carte opened with a general overview of what the SPLOST program is within the state of Georgia and how it has been utilized in Henry County and the role of the Committee as Henry County looks forward to a possible SPLOST V. SPLOST stands for Special Purpose Local Option Sales Tax. It is a program that was created by the State of Georgia in the 1980s and allows local counties and cities to put before their voters a local sales tax. The purpose of that local sales tax is to fund capital improvements and transportation improvement projects. The funding can only go towards capital expenditures; it is not eligible for operations or just general county operations in lieu of having to raise property tax for those improvements. SPLOST is used by all 159 counties in the State of Georgia in one way or another. Mr. Carte continued that SPLOST was first

2 put before the voters in September Since then three subsequent programs have been passed by the Henry County voters, the last in November We are currently on SPLOST IV and together the four programs have invested over $500 million into the local Henry County infrastructure, county facilities and public safety. As we go forward, the current program is set to expire in March of 2020 a year and half from now. This Committee has been formed by the Henry County Board of Commissioners to hear public feedback and consider possible projects for a next SPLOST that will be known as SPLOST V. The role of the Committee is to hear from the public (that is the purpose of these meetings), work with a technical committee on project cost estimates. In addition to this Committee made up of appointees from the Board of Commissioners, there is also have a technical committee made up with representatives from the Henry County SPLOST department, Henry County DOT, Henry County Water Authority, Georgia Department of Transportation, utility companies and Henry County Public Safety department heads, along with the office of the County Manager. The timeline this Committee has adopted right now in 2018 is to focus on hearing from the public. We want to hear your feedback on what intersections are jammed, and what sidewalks might be a good recommendation, so that we can collect all the data, calculate cost estimates, and then in 2019 select the District projects for recommendation to the Board of Commissioners. The Committee will then make those recommendations to the Board of Commissioners in May of At that time the Board of Commissioners will take the recommendations and modify the list as they see fit before calling for a Referendum in November This Referendum would be brought before the Henry County voters in November of 2019, and if approved collections would continue in April Currently the Henry County sales tax rate is 7% and if SPLOST V is approved there would be no change in the sales tax rate, it would continue being 7% for an additional six years. There is also a Henry County School Board Education SPLOST that is operated separately from this SPLOST, which is controlled by the Henry County Board of Education. Introduction of Staff/Technical Committee Brad Johnson, Assistant County Manager Ron Burckhalter, Public Works Director Roque Romero, SPLOST Transportation Director Leanna Sims, SPLOST Chae Yi, SPLOST Lynn Planchon, SPLOST/Airport VIII. SPLOST IV Projects within District III Roque Romero Mr. Carte asked that Mr. Romero give a general overview of what projects have been completed inside District III under the current program of SPLOST IV. The great news in District III is that every project is either complete or close to completion. There are no outstanding projects that have no activity moving on them. *See attached District 3 Projects Mr. Romero presented a list of projects that have been completed in District III under the SPLOST IV program. Some of these include improvements to Heritage Park, Jason T. Harper Arena and North Ola Park; right of way acquisition in progress on McDonough Parkway (SR42 to SR155), design in progress for SR81 Widening (Lemon Street to Bethany Road), which is a 50/50 cost share with District 1; intersection improvements at Dailey Jodeco, East SR20 (50/50 cost share with District 4), Oak Road, Lake Dow/Rodgers & Rosser, Mt. Bethel/Wynn (50/50 cost share with District 1); paving complete on Turner Church Road; bridge repairs on Dailey Mill over Walnut Creek and Oak Grove over Walnut Creek; and bridge replacement at Jackson Lake over Mackey Creek (2/3-1/3 cost share with District 1). IX. Discussion Possible District III Projects for SPLOST V Mike Elrod Mr. Elrod thanked everyone for attending and showing interest in the community. Mr. Elrod provided the following as possible projects for the next SPLOST program: County Wide Projects: McDonough Parkway (partner with City of McDonough) from Henry Parkway to SR20/81 McDonough Parkway (SR42 to SR155) construction only (right of way acquired in SPLOST IV) Probate Court, additional parking and plan for future growth

4 Transportation Projects: SR81 Widening design (Bethany Road to Keys Ferry Road) Extension from Old Jackson Road north to Airline Road (North-South Connector) East Lake Road Widening from SR155 to Elliott Road and construct a roundabout at East Lake Elliott Road, continue widening East Lake Road to Rowan Drive and dead-end Rowan Drive into East Lake Road to eliminate this dangerous intersection and continue widening East Lake Road over to Airline Road and construct a roundabout at East Lake Airline Road and continue widening East Lake Road to SR20 McGarity Airline Road roundabout Turner Church Road (partnership with City of McDonough) resurface from SR155 to last subdivision before new pavement Racetrack Road improvements (partner with City of McDonough) Racetrack Iris Lake Road/Iris Lake Village roundabout Racetrack Road from Iris Lake Road to Travis Road improvements Racetrack Road from Zack Hinton to Iris Lake resurfacing Bridges Willow Lane roundabout and improve Willow Lane Snapping Shoals Road improvements Capital Projects: Purchase additional property for North Ola Park for future improvements Heritage Park Senior Center (add an additional building to house exercise equipment for seniors, similar to Hampton Senior Center) Mr. Elrod opened the floor for discussion. Widen roads with bike paths and sidewalks. Mr. Romero stated that with the widening of SR81, there will be a multi-use path that will be for pedestrians and bicycles with sidewalks and bike paths. Does SPLOST do things such as speed reduction? This falls under Public Works/Henry County DOT. With the widening of SR81, will there be turn lanes included? Mr. Romero stated that, yes, turn lanes will be included as part of the project. A Public Open House will hopefully be held later this year for public input and review. Note: SR81 falls under Georgia Department of Transportation.

5 Enhance parks to include bike trails and running trails. Widen East Lake Road. SR81 Widening: Where can information be found about the status of the project? Mr. Romero stated that information can be found on the SPLOST page on the County website to obtain the status of the project. Letters will be mailed to property owners when right of way staking/acquisition begins. When will the dam at Lake Dow be reopened? Note: This does not fall under SPLOST Improvements. Mr. Burckhalter stated that Lake Dow Road should be open by the end of this year. Peeksville Road paving. Right Of Way acquisition is nearly complete on the portion from New Hope to the bridge and the project should be bid out by the end of this year. The section of Peeksville Road from the bridge to Old Jackson Road is design-only in the SPLOST IV program. Mr. Carte wanted to add two projects. Turner Church Road intersection improvement and the realignment of South Ola at North Ola (share with District 1). X. Public Comments Mr. Carte asked if there were any public comments. He made the reminder that five (5) minutes would be given to individuals who had signed up to speak. Terri Denson spoke on behalf of the Kensley Grace Aquatic Center and of the need of an aquatic center (indoor swimming facility) in Henry County. XI. Approval of Minutes Mr. Carte made a motion to adopt the minutes from the August 23, 2018, SPLOST V Committee Meeting. Mr. Elrod made the motion, Mr. Israel seconded, and the motion was passed unanimously. XII. Future Meetings Mr. Carte made the announcement that the next two meetings of the SPLOST V Committee will be held on Thursday, September 20, 2018, at 6:30 p.m. at J.P. Moseley Recreation Center in District IV; and on Thursday, October 4, 2018, at 6:30 p.m. at Fairview Recreation Center in District V. After that point, meetings will be held in each of the four Henry County cities starting in Locust Grove and working through the four cities; and on December 13, 2018, the last meeting of the year will be held at the Henry

6 County Administration Building to select any County Wide projects. In 2019 a Committee Meeting will be held in each District to select the District projects. Information for SPLOST V Committee meetings is available on the homepage of the Henry County website and may also be found on the SPLOST page on the County Website. Mr. Carte added an item to the Agenda. He asked that the date of the Committee meeting scheduled for February 21, 2019 (which is Winter break for Henry County schools) be changed to February 28, This change was adopted by the Committee. XIII. Committee Comments Mr. Carte asked the Committee if there were any comments. Mr. Cole, District 2, stated that there is a County Wide project that he would like all citizens to be aware of, and that is the revitalization of the final master plan for the revitalization of Nash Farm. This plan would have walking trails, an amphitheater, a grand stand, and a picnic area. The County owns this land and this is something the entire County can benefit from. Mr. Carte encourages the Committee members and the public to reach out to their County Commissioners of their decision on the Kensley Grace Aquatic Center, and thanked everyone for attending. XIV. Adjournment Mr. Carte made the motion to adjourn the meeting. A motion was made by Mr. Israel and seconded by Mr. Jenkins. All were in favor.
