1 FALLOWFIELD TOWNSHIP BOARD OF SUPERVISORS Regular Meeting April17, 2013 Call to Order: Supervisor Sadler called the meeting to order at 6:00 p.m. prevailing time and led the Pledge of Allegiance. Roll Call: The Fallowfield Township Supervisors met in regular session, on April 17, 6:00 p.m., at the Fallowfield Township Municipal Building, 9 Memorial Drive, Charleroi, Pa. Present where Supervisor Earl Sadler, Supervisor Olga Woodward, Supervisor Wilbur Caldwell, Secretary/Treasurer Karen Talbert, and Solicitor Thomas P. Agrafiotis. Approval of the Agenda: Supervisor Woodward moved to approve the Agenda, second by Supervisor Caldwell. Public Discussion of the items to be voted on: 1. Don Kemp- Payment of bills on 2023 Bridge/Road Project. 2. Cindy Kemp- Question regarding going over budget on the 2023 Bridge/Road Project. 3. Supervisor Sadler informed the public that he had a brochure which provided a total breakdown of the tractor that the Township may be purchasing for their review. Approval of the Minutes: Supervisor Woodward made a Motion to approve the minutes of the March 27, 2013, meeting, second by Supervisor Caldwell. RCV: Supervisor Sadler- yes, Supervisor Woodward- yes, Supervisor Caldwell- yes. Approval of the Bills and Payroll: Supervisor Caldwell had a comment concerning the paid and unpaid bills. Supervisor Caldwell ask if we remembered having a discussion about being accused of not having some of the payments listed on either the paid bills or unpaid bills and that was the result of a three day period between the end of the month and the first of the month. He stated that at the last meeting he turned in a bill for reimbursement in the amount of $ and that it did not appear on either of the lists for tonight's meeting; therefore, he could understand that even though it was a legitimate expense, it could be misconstrued by the public. The Secretary stated that she will have to check into it and be more cognizant of this in the future. Supervisor Caldwell made a motion to approve the payment of the bills and payroll, second by Supervisor Woodward. 998

2 Correspondence: The Secretary reported that the Township received a letter from the John K. Tener Library requesting a monetary donation or a toy donation for the Holiday Bash Fundraiser. Old Business: A. Awarding the stone bid tabled at the March 27, 2013, meeting: The Secretary reported that she had received the missing bid price for 250 tons of #57 stone from Jack Kruell Aggregates/Consulting & Transportation. The price per ton was $17.50 per ton for a total of $4, for the #57 stone. The Secretary totaled all of the bids received and Laurel came in at a total for all of the stone of $53,115.00, Hanson Aggregates PMC, Inc. at $56, and Jack Kruell Aggregates/Consulting & Transportation at $50, Supervisor Caldwell made a motion to award the stone bid to Jack Kruell Aggregates/Consulting & Transportation for the total bid of $50,965.00, second by Supervisor Woodward. The breakdown of the bid is as follows: Jack Kruell Aggregates/Consulting & Transporting: 1,200 tons of2a stone for a total price of$19,740.00; 500 tons of#1 stone for a total price of$9,375.00; 250 tons ofr#4 stone for a total price of$4,975.00; 250 tons of#57 stone for a total price of$4,375.00; 500 tons ofr6 stone for a total price of$12, GRAND TOTAL- $50, B. Opening of bids for 5,000 gallons of #2 diesel fuel - The Secretary reported that we had received one bid from Coen Zappi Oil which was provided to the Solicitor for review. The Solicitor reported that the bid appeared to be in order and was for 5, gallons of #2 diesel the unit price delivered FOB Plant of $3.039 for a total of $15, (note that the escalator provision applies). Supervisor Caldwell made a motion to accept the bid, second by Supervisor Sadler. C. Term expirations of newly appointed Board Members - Supervisor Caldwell reported that he had a document on each Board member for the Planning Board and that they signed the same acknowledging when their terms expire. He also reported that the terms had still not been resolved for the Parks & Recreation Board; however, the same document will be provided for that Board. Supervisor Sadler read the term expirations as follows: Eric Farner - 12/31/13 ; Wayne Fleming- 12/31114; Bruce Smith -12/31115; Richard Mudrick- 12/31116 and Wilber Caldwell 12/31/17. Supervisor Woodward made a motion to approve the term expirations for the members of the Planning Board as presented, second by Supervisor Caldwell. 999

3 Supervisor Woodward made a motion to table the term expirations of the Board members of the Parks & Recreation Board until the next meeting, second by Supervisor Caldwell. RCV: Supervisor Sadler - yes, Supervisor Woodward- yes, Supervisor Caldwell - yes. New Business: A. Motion to authorize the purchase of a new tractor and boom mower for the sum of up to $105, Supervisor Sadler explained how the Township intends to pay for this purchase. Supervisor Sadler reported that with the purchase of the new backhoe and the two new trucks we will have payments of around $75, per year for the next four years. Therefore, the Township intends to take some ofthe money out of the Equipment Fund (this fund is monies from 1 mill of our Township Taxes) and the balance of it from the General Fund and pay cash for this purchase. Supervisor Caldwell made a motion to authorize the Road master to purchase the new tractor and boom mower for the sum of up to $105, through a Costar participant, second by Supervisor Woodward. RCV: Supervisor Sadler- yes, Supervisor Woodward- yes, Supervisor Caldwell - yes B. & C. Review of quotes received for super pave material for the widening of Grange Road- The section to be widened is on Route 481 heading west going past Dominion, Gavlik and Gavco. This section of the roadway is only 16 ft. wide and due to all of the business traffic, needs to be at least 20ft. wide. The section to be widened is 4,500 feet long and the cost to widen it is $48, Supervisor Sadler worked with Dominion, Gavlik and Gavco regarding the widening and Gavlik has agreed to pay $5,116.00; Dominion will pay $10, and Gavco will pay $15, The Township will pick up the balance of $18, to be provided in the form of super pave material. The Township is not required to obtain bids for anything under $18,500.00; however the Township did obtain quotes as follows: 1. Lane Construction- $48.00 unit price X 440 tons equals a total price of$21, The Secretary called Hanson Aggregates and was informed that since Fallowfield Township is a part of the Washington County COG, the price was set at $52.50 unit price X 440 tons equals a total price of$23, Golden Eagle- $40.45 unit price X 440 tons equals a total price of$17, Supervisor Sadler made a motion to accept the quote from Golden Eagle for 440 tons of super pave material in the total amount of $17, and to enter into the proposal regarding the widening of Grange Road dated March 19, 2013, with the Township expending the maximum amount of$18,000.00, second by Supervisor Caldwell. Motion to advertise for bids for the Grange Road overlay project - Supervisor Sadler made a motion to advertise for bids for the paving or overly project of 4,500 feet of Grange Road, second by Supervisor Woodward. 4 E. Motion to advertise for summer help - Supervisor Caldwell made a motion to advertise for summer help as discussed in executive session last week. Supervisor Woodward added to the motion by stating that it will be for three college students, and Supervisor Woodward seconded the motion as amended. RCV: Supervisor Sadler- yes, Supervisor Woodward- yes, Supervisor Caldwell - yes F. Motion to authorize the payment of bills from the 2023 Bridge/Road Project account - Supervisor Caldwell made a motion to authorize the payment of bills as they are received from the 2023 Bridge/Road Project account, once approved by Chester Engineers, without the need to wait for a regular monthly meeting for approval, second by Supervisor Woodward. RCV: Supervisor Sadler - yes, Supervisor Woodward - yes, Supervisor Caldwell - yes Other Business: An Executive Session was held after the Work Session on April 15, 2013, regarding employment of part-time summer help. Supervisor Caldwell reported that at next month's Work Session there could be one, possibly two, companies here to submit their proposal for a projection system. Reports: Parks & Recreation - Supervisor Caldwell reported that the Parks & Recreation Board has not met as of the date of this meeting. Planning Commission - Bruce Smith reported for the Planning Commission Solicitors Report- Nothing further. Code & Building Report- Not on file. Zoning Report- Not on file. Road Report - On file and Supervisor Sadler also provided a report. The duration of the cold spells is what damages the road surfaces. Preparation by the Road Crew in the previous year really helped the condition of our roads over this winter. Last year rather than just filling in pot holes, the Road Crew did small overlays. The Road Crew also ditched along the sides of the road to prevent the water from getting under the roadways thereby causing surface damage. The winter did bring a lot of aggravating snow and we had to use a lot of salt and anti-skid. We spent the sum of $91, for salt and anti-skid and $7, in overtime pay for a total of $98, This total figure does not include any repair expenses. It was a very expensive winter. We topped off our salt beds again and we are ready for next winter and we will have the trucks here and the equipment to load it. Fire Report- Not on file. Supervisor Sadler reported on the new rescue truck purchased by the Fire Company for approximately $750, Animal Control Report - On file. Public Discussion: 1001

5 Don Kemp - Grange Road weight limit. Larry Ambrose - Grange Road and Road Crew contracts. Leon Carson - Guide rail on Kennedy Road. Gary Ainsley- $75, per year payment on trucks and backhoe. Supervisor Caldwell informed the public that the Concerned Citizens will be holding a Supervisor's Forum on Wednesday, May 8, the Township Building at 7:00 p.m. Candidates have been invited to attend to take questions from the citizens. Supervisor Sadler stated that the Township's next work session is May 20, 2013,@ 6:00 p.m. and the next regular meeting is set for May 29, 6:00 p.m. Supervisor Caldwell made a motion to adjourn the meeting@ 6:45p.m., second by Supervisor Woodward. /~ Karen Talbert, Secretaryffreasurer 1002
