3 SINDH S JOURNEY TO REFORM Doing Business Ranking DB 2018 Report ranks Pakistan at 147 (out of 190) which is a drop of 3 ranks from 144 in Day Plan A 100 Day plan was developed by World Bank to implement reforms across 7 indicators. Starting a Business Dealing with Construction Permits Property Registration Paying Taxes Enforcing Contracts Getting Credit Trading Across Border Getting Electricity Sindh s Journey Government of Sindh formed Sindh Investment Climate Investment Cell (SICIC). A Provincial Steering Committee formed for steering and monitoring the agenda. A Working Committee formed to supervise the implementation. Communication and Dissemination - ongoing. 2

4 REFORMS Agency Details Update Action to be performed SEPA Sindh Environmental Protection Agency (SEPA) has de-notified the requirement for environmental approval for nine (9) types of projects. Completed. Follow-up on its implementation with relevant stakeholders. SEPA has also improved the timeframe for granting environmental approvals. The approval process for Environmental Checklists will now be completed in 15 Working Days compared to 30 earlier. KWSB Karachi Water & Sewerage Board (KWSB) has reduced timeframe for commercial water and sewerage connections from 61 to 21 days Completed. Follow-up on its implementation with relevant stakeholders. 3 Waiver of requirement of Property Tax Valuation form (PT-1) for new connection applications. The PT-1 was a prerequisite for applications previously. KWSB has also reduced the number of accompanying documents required to apply for connections to four (4) from eight (8) previously.

5 REFORMS Agency Details Update Action to be performed SBCA SBCA has reduced time to grant construction permits from 60 to 30 days and for completion certificates from 45 to 30 days. Completed. Follow-up on its implementation with relevant stakeholders. Following this reform, the following have been exempted for Category 1 buildings: i. NOC from Karachi Water & Sewerage Board (KWSB) ii. Floor Certificate from the Structural Engineer iii. NOC from Sindh Environmental Protection Agency (SEPA) iv. NOC from Excise & Taxation (E&T) Department, Government of Sindh 4 As a result of these reforms the number of procedures to obtain Construction Permits has been reduced from 15 to 7.

Final Launch planned for end of February. 7 Developing procedural links between 4 provincial departments - Industries, Sindh Employees' Social Security Institution (SESSI), Labour and Excise & Taxation (E&T) and federal departments (FBR, NADRA, SECP) for smoother and swifter business registration. Public facilitation desks at Excise & Taxation (E&T), Labour & Industries departments and Karachi Chamber of Commerce and Industry.

9 REFORMS Agency Details Update Action to be performed K-Electric v Improvement in power infrastructure has resulted in exemption of load-shed to over 61% of Karachi. v Exempting industries from load-shed was a game changing initiative by KE - fueling industrial growth and economic prosperity. v Process automation and reduction in number of prerequisites have also considerably reduced the turnaround time 8 v A case study on K-Electric s excellence and revival since its privatization under the course corporate turnarounds is taught at The Harvard Business School. v New Connection Process Simplified i. Making the application process faster and simpler at 29 locations across Karachi ii. iii. iv. Introduced simple to understand New Connection request forms, available on KE website Single undertaking for new connection requests Reduced new connection documentation requirements. Completed. Follow-up on its implementation with relevant stakeholders.

Introduced execution of infrastructure on full payment to reduce time from 120 days to 90 days iii. Scheme energization subject to submission of three documents iv. Facilitation extended to BQATI, KATI, FBATI & NKATI v. Internal department to monitor TAT of ongoing cases vi. Plan to introduce dedicated helpline for industrial customers Complete d.
