Minutes of a Special Meeting of the Thursday, May 29, 1975, Council held in the Council Chambers Time: 6:lO p.m. on Thursday, May 29, 1975, at 6:lO p.m. All members were present except Aldermen Vogel, Johnston and Jones. Also present were the Assistant Manager andjdkputy Clerk. The Mayor explained that this Special Meeting of Council had been arranged to deal with several matters as no Regular Council meeting is scheduled for the forthcoming week. A. MANAGER'S REPORT 1. The Manager reported on several matters as follows: Item 6231 A report from the Chief Inspector listed the tenders received for the additions and alterations to the Surrey Museum. Seven tenders had been received with the low bid received from Westward Construction Limited in the amount of $184, The Treasury Department had indicated that funds are available to cover the project with $130, from general revenue and $68, available as a government grant. This amount will cover the projected costs of construction of $184,330.00, and architect's fees of $14, RES.?O.D786 That the contract be awarded to Westward Construction Limited in the amount of $184,330.00, and the Mayor and Clerk be authorized to sign this contract. Item 6232 A report prepared by the Municipal Engineer on tenders received for the supply of watermain pipe for Newton, Clayton and Cloverdale projects was submitted. Two bids were received as follows: Canron Limited in the total amount of $395,991.75; and Crane Limited in the total amount of $410, That the tender for the supply and delivery of watermain materials under G.V.W.D. Specification

2 RES.NO.D787 No. W-339, Tender No. B-0245 be awarded to Canron Limited in the amount of $395,991.75, and the Greater Vancouver Water District be authorized to enter into an agreement and to issue purchase orders to fulfill the requirements of these watermain projects. Item 6233 A report from the Engineer was submitted in which it was requested that consultants be appointed to undertake the design, tender and field supervision on a package of public works projects including some local improvements and intersection improvement, and a road opening project. The Engineer stated that his Department is not in a position to complete early design of these projects, their manpower does not allow construction by Surrey forces and a Surrey resident inspector could not be provided on this contract. Alderman Beale stated that if this request is granted, it would defeat Council's aim to hold the line on staff costs. Alderman McKitlra questioned the statement in the Engineer's report that the contracted costs of projects are running far above the amounts which could have been anticipated with construction by Municipal forces. He felt that there should be no ahange in the cost of storm sewer construction work and suggested that the engineering specifications are more elaborate than necessary. Alderman McKitka also proposed that a meeting be held with local foremen and contractors to discuss actual construction projects to learn where economies may be effected. He agreed to arrange for a meeting and requested that any Aldermen who might be available should attend. RES.NO.D788 Moved by Alderman Beale Seconded by Alderman O'Brien-Bell That this item be tabled until the next Council meeting and that the Engineer be present to explain the points under question. Item 6234 A report prepared by the Engineer on tenders under Project No. 4066, Contract E for road and storm sewer construction was submitted. Two tenders had been received on the four projects as follows, which make up the contract:

3 1. 128th Street from 88th Avenue to 89A Avenue; th Street from 76th Avenue to 78th Avenue; th Street, intersection north from Fraser Highway; and th Stz*-ect, storm sewer 100th Avenue south to Fraser Highway intersection. The Engineer recommended that a contract be entered into with Standard General Construction, the low bidder, in the amount of $321,174.20, which does not include the supplementary bid and would delete the storm sewer on 140th Street from Fraser Highway intersection to 100th Avenue. That the low tender of Standard General Construction in the amount of $321, be accepted excluding the supplementary project, and that the Mayor and Clerk be authorized to execute a contract covering Project No Item 6235 The Assistant Manager submitted a report prepared by the Planner on a building proposed for construction by Mascot Construction Limited at King George Highway at 68A Avenue. The Planner reported that an application for a Land Use Contract had been received on this property on February 13th, 1975, for a commercial and residential glass sales and wholesale sales of plumbing supplies. This had been approved subject to requirements that no outside storage be permitted, and Council accordingly approved the application to proceed. The Planner reported that the proposed use appears appropriate in this location and %n conformity with the Newton Town Plan Concept. The Advieory Design Panel had suggested to Council that the proposed use was not appropriate for the area. A coloured perspective and building plans were studied by Council. RES.NO.D790 Seconded by Alderman O'Brien-Bell That Council approve of the design sketches and plans as presented and that Mascot Construction Limited be advised to proceed through the Planning Department for a Land Use Contract. Item 6236 A redort was submitted from the Engineer on the two tenders received for the 1975 Double Surface Treatment.-Program under jcbntract MS Tenders as received were Imperial Paving

4 Limited, $181,983.00, L.B. Blacktop, $173, The Engineer reported that L.B. Blacktop is a small firm with experience mostly in patching utility cuts, laying driveways and surfacing parking lots. The only experience they have had in applying surface treatment was in reinstating a shoulder on Fraser Highway from 206th Street to 236th Street for B.C. Telephone which was strictly hand work. The Engineer also reported that the mechanical spreader which this Company anticipates using, had proven unsatisfactory when used by the Municipality in RES.NO.D791 Moved by Alderman McKitlca Seconded by Alderman O Brien-Bell That the contract for the 1975 Double Surface Treatment Program under Contract MS be awarded to Imperial Paving Limited and that the Mayor and Clerk be authorized to execute a covering agreement. B. MAYOR S REPORT 1. The Mayor stated that he had sent a telegram to Premier Barrett in which he had told the-premier that he would welcome a meeting with him, the B.C. Development Corporation and B.C. Petroleum Corporation, to receive information on ecological, pollution and economic aspects of the proposed oil refinery. He had informed the Premier that if information was found to be favorable and satisfactory to Council, it may vote in favor of this pro j ec t. The Mayor had suggested in the telegram that a meeting be held soon as the option on propertieo in this arm expires on June 1st. The Premier was asked not to acquire the property if the B.C. Petroleum Corporation is not to go ahead with an oil refinery as there is already a large area of Sutrey sterilized and idle under Provincial Government ownership, which places a greater burden on Surrey taxpayers. RES.NO.D792 That Council approve of the telegram as forwarded by the Mayor. unanimously. 2. The Mayor reported that on May 28th, the G.V.R.D. had agreed to the establishment of a 400 acre garbage dump at the eastern end of the Big Bend area. They agreed to pay full taxes, construct a park, build a perimeter road and leave the western end for industrial use.

5 After discussion, the G.V.R.D. had agreed to negotiate for the property first prior to instigating expropriation proceedings. Alderman Schrenk noted that last year the G.V.R.D. had spoken of investigating the incineration method of garbage disposal and had supplied a great deal of written material on the subject. RES. NO.D763 Moved by Alderman O'Brien-Bell Seconded by Alderman Schrenk That Council obtain all possible information on the long term effects of sanitary landfill, and that this information be available for the next Council meeting. c. BY-LAWS 1. "Discharge of Firearms Regulation By-law, 1974, No. 4350, Amendment By-law, 1975, No. 4539" was read and reconsidered. 7 D. ANY OTHER COMPETENT BUSINESS 1. Alderman Schrenk noted that June 4th is the deadline for submission of resolutions to the Lower Mainland Municipal Association for discussion, prior to their being forwarded to the.ulb.c.m. and Suggested that the Association give consideration to a resolution which would result in the separation of notices for municipal tax and school tax. RES.NO.D802 Seconded by Alderman O'Brien-Bell That a resolution be submitted to the Lower Mainland Municipal Association for an amendment to legislation which will provide for the deletion of school taxes from future municipal tax notices, and that school taxes be levied directly by the School Board with provision for deduction of the homeowner's grant. with Alderman McKitka against. Alderman Schrenk also asked that the possibility of including the utility bills with the tax notice be investigated. 2. Alderman O'Brien-Bell reported on a recent meeting held with the Honorable Ernest Hall for the purpose of discussing the possible transit terminal in the Whalley Town Centre area. The Minister had insisted that the transit terminal be located within the Whalley Ring Road and he felt the Recreation Centre site met the criteria due to its central location. At this meeting, agreement was reached that there should be further discussion regarding a co-operative venture however, the Minister felt strongly that the Transit Authority should have access to the Recreation-site at this time. 3. Alderman McKitka stated that he had received reports that two families are moving into a number of houses in new subdivisions, which is contrary to the Zoning By-law. He stated that this practice is becoming widespread and will cause a strain on utiilfty systems and parks. He suggested that property Owners be required to provide a cash bond to ensure that houses will not be occupied by two families. The Mayor noted that reports had already been received by Council on a recommended permit system and the Acting Manager advised that these reports could be brought back for reconsideration by Council. This matter was then referred to the Manager and Solicitor for review in Council-In-Committee, and that reports on a permit system be brought back for further consideration.

8 4. Alderman McKitka reported that a number of gravel pits in the Municipality are being operated contrary to the Soil Removal By-law. That the Manager be instructed to enforce the conditions of the Soil Removal By-law. with Alderman McKitka against. 5. Alderman Schrenk reported that a number of people in the arq of 104th Avenue and 148th Street are concerned over the loss of a portion of their playing fields when 148th Street is extended through the north-easterly sectiton of the park. The Mayor pointed out that this road diversion is necessary as 148th Street is an outer ring road for the Guildford area. He also mentioned that a small corner of the playing field will be replaced by ten acres of park land. suggested that.alderman Schrenk obtain a report from the Engineer and Planner on this road diversion. RES.NO.D Moved by Alderman O'Brien-Bell That Alderman Millar be appointed as Acting Mayor during the absence of the Mayor and the present Acting Mayor, Alderman Schrenk, who will be attending the Conference of the Canadian Federation of Mayors and Municipalities. E. NOTICE OF MOTION 1. Aldernrsla pfillar stated that he wlll be submitting a motion at the next Council meeting that in future, all the utility and the tax bills for the same property be mailed in the same envelope. F.
