Sergius Ogun: That the House do receive the Report of the Committee on Federal Capital Territory on Need to Conduct a Comprehensive Audit of all Revenue Accruable to the Federal Capital Territory Administration (FCTA) through the Abuja Investment Company Limited, its Subsidiaries and Affiliates and also the Alleged Abuse of Due Process in the last ten years ( ) (HR. 103/03/2018) (Referred: 14/3/2018). F23, Laws of the Federation of Nigeria, 2004, by Providing for the Power of the Universities to Establish Technology Park for the Conduct of Invention and Innovation in Technology; and for Related Matters (HB. 1433) (Hon. Ayeola Abayomi Abdul-Kabir) Second Reading. MOTIONS 6. Need for Proactive Steps on the Unplanned Rural Urban Migration in Nigeria: Hon. Rimamnde Shawulu Kwewum Hon. Sunday Marshal Katung Hon. Lawal Abubakar The House: Aware that Boko Haram Terrorists have driven people from many rural communities in Borno, Yobe and Adamawa States; Also aware that as a result of the killings unleashed on the rural communities of the Middle Belt Region, other parts of the North and Southern States, hundreds and thousands of people are fleeing the rural areas, causing a massive and unplanned Rural -Urban migration; Further aware that presently, several states, including Adamawa, Benue,Taraba, Nasarawa, Plateau, Niger, Kogi, Edo, Delta, Ebonyi, Ondo, and Zamfara are afflicted by the killings that have shocked the international community; Concerned that rather than abating, these challenges are expanding and spreading to more States across the nation; Further concerned that the consequence of the continuous conflicts is the acquisition of, and crude manufacture of arms by Communities which feel threatened; Disturbed that the void being created in the rural areas or expanding "ungoverned spaces" may be taken over by bandits, terrorists and rogue elements; Also disturbed that the "ungoverned spaces" like the notorious Sambisa forest usually provide room for training, planning and execution of violence by Non-State Actors; Cognisance that the consequence of unplanned urbanisation include pressure on infrastructures and increased violent crimes; Worried that currently IDP camps across the country are developing into unregulated and unplanned permanent settlements; Also worried that at the moment thousands of persons flooding into urban areas are creating and developing settlements in unplanned suburbs centres which may be difficult to remove in future. Resolves to: (i) (ii) (iii) (iv) Call on the Federal and State Governments to create planned settlements to accommodate persons coming to towns from rural areas; Urge the Federal and State Governments to develop the security and infrastructural facilities to accommodate the slowdown of the migration; Declare emergency on the security situation in Nigerian Rural Areas; Mandate the Committee on National Security and Intelligence to investigate the rapid unplanned urbanisation and report back within eight (8) weeks for further legislative action.

4 100 Wednesday, 10 October, 2018 No Call for Improved Health Sector Funding Throughout the Federation. Hon. Akinwunmni Nurudeen Olaitan Hon. Jimoh Abdulraheem Olajide: The House: Notes that Health crisis in Nigeria is unprecedented as the mass exodus of medical doctors out of Nigeria is on the rise and at an alarming rate; Aware that, the Premium Times of May 27 th, 2018 reported Dr. Francis Adedayo Faduyile, President of the Nigerian Medical Association (NMA), to have summarized reasons Nigerian Medical doctors are leaving the country including, poor remuneration, poor facilities in hospitals which ultimately results in lack of job satisfaction; Further aware that contrary to the recommendation of World Health Organization (WHO), of one doctor to 600 patients, Nigeria has a ratio of one doctor to 6000 patients; Disturbed that the World Health Organization (WHO) rates Nigeria 187 out of 191 in the world health systems, a great indication that our health care system has been neglected for a long period of time evidenced by lack of funding, undersupply of equipment, inefficiency, decrepit equipment, needless deaths and unmotivated workforce; Cognizant that there is need for increase in the number of Public Health Centers, with adequate drugs, modern facilities and managed by specialists; Worried that many of the country's general hospitals are not in good condition. Resolves to: (i) (ii) Urge the Federal Ministry of Health to liaise with the various States of Ministries of Health to improve the funding of Nigeria s health sector; Mandate the Committees of Health Care Services and Health Institutions to ensure compliance. CONSIDERATION OF REPORTS 8. Committee on Public Petitions Hon. Uzoma Nkem Abonta: Petitions by Walaris Nigeria Limited: That the House do consider the Report of the Committee on Public Petitions on the Petition by Walaris Nigeria Limited against the Police Service Commission on Non-payment of Contract Debt for the Construction of 400 Linear Meter Wall Fencing at Troop office/barracks in Kaduna State (Lot ) and approve the recommendation therein (Laid: 17/7/2018); Urge the Chairman, Police Service Commission to pay the Management of the Walaries Nigeria Limited the sum of N8, 378, 046 with the accrued interest of 10% per annum between which amount to N4, 189, making a total of N12, 567, 069 as the remaining balance of contract agreement of both parties. 9. Committee on Public Petitions Hon. Uzoma Nkem Abonta: Petitions by Bamiloye Temitope Abiodun: That the House do consider the Report of the Committee on Public Petitions on the Petition by Bamiloye Temitope Abiodun against the Nigeria Customs Service on the wrongful dismissal from service as Marine Inspector of Customs and approve the recommendation therein (Laid: 7/6/2018);

5 Urge the Comptroller-General of the Nigeria Customs Service to reinstate Bamiloye Temitope Abiodun back to service without payment of arrears. No. 28 Wednesday, 10 October, Committee on Public Petitions Hon. Uzoma Nkem Abonta: Petitions by DCC Ogbonnaya Akpuru: That the House do consider the Report of the Committee on Public Petitions on the Petition by DCC Ogbonnaya Akpuru against the Federal Road Safety Commission on Non-Promotion after several years of service on the same rank and approve the recommendation therein (Laid: 7/6/2018). Urge the Corps Marshal General of Federal Road Safety Commission to restore the rank of DCC Ogbonnaya Akpuru from Assistant Corps Commander (ACC) to Deputy Corps Command (DCC) and also to ensure that he feature in the next promotion interview.
