Sir, we feel that the stipulated criteria for the consultancy fee is slightly on the higher side. In this regard, request you to kindly modify the clause as below: At least one similar consultancy work of value of INR 1500 million (US $ million) or more. If the above work of INR 1500 million (US $ million) has been done by the foreign partner of JV and the work was done in the country of the foreign partner then in addition to this, the foreign partner must have done works equal to INR 750 million (US $ million) outside the country of the foreign partner. OR Two similar consultancy works each of value of INR 950 million (US $ million) or more. Not agreed. Provision remains as per EOI document. OR Three similar consultancy works each of value of INR 936 million (US $ million) or more. If the above works of INR 936 million (US $ million) have been done by the foreign partner of JV and the works were done in the country of the foreign partner then in addition to this, the foreign partner must have done works equal to INR 936 million (US $ million) outside the country of the foreign partner. If the above works of INR 950 million each (US $ million) have been done by the foreign partner of JV and the works were done in the country of the foreign partner then in addition to this, the foreign partner must have done works equal to INR 750 million (US $ million) outside the country of the foreign partner. Light Metro does not mean 'LRT'. It's meaning is as a system with rolling stock having steel wheels running on two rails. Light Metro may also be categorized as 'LRT' but all LRTs cannot be categorized as light metro. Documentary proof such as completion certificates from client clearly indicating the nature/scope of work, actual completion cost and actual date of Lead member must have completed one similar consultancy work of minimum value of INR 750 million (US $ million). Sir, request you to kindly consider the experience of General / Project Consultancy in High Speed Rail / Railway Projects also as Similar Consultancy Work as is being considered for GC to other metro rail projects. May please consider. Sir, as you would appreciate different countries follow different procedures in issuing project completion certificates. We Not agreed. Provision remains as per EOI document. The consortium member if supported by corroboratory documentary evidence may be considered on merit. However, the 3

The offers submitted without this documentary proof shall not be evaluated. In case the work is executed for private client, copy of work order, bill of quantities, bill wise details of payment received certified by Chartered Accountant (CA), T.D.S certificates for all payments received and copy of final/last bill paid by client shall also be submitted. Value of successfully completed portion of any ongoing work up to will also be considered for qualification of work experience criteria. For completed works, value of work done shall be updated to price level assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year. The exchange rate of foreign currency shall be USD , GBP , Euro , Yen(100) put of best efforts in getting the certificates/details as stipulated in the referred clause. However, for projects executed for private clients, the requirements may be limited to a detailed certificate issued by the firm s statutory auditor and copy of the work order issued by client only. General Sir, we understand that this assignment General Consultant (GC) for Nagpur Metro Rail Project will not have conflict of interest with other assignments of NRMCL such as Environmental Impact Assessment Study, Social Impact Assessment Study and vice versa. May please confirm. bidder/applicant is advised to submit proper documentary evidence (either issued or duly authenticated by client) in support of their work experience establishing the nature/scope of work and cost of successfully completed portion of any ongoing work up to 31st March 2015, to avoid rejection. GC will plan and design the training modules for personnel of NMRCL in operation, maintenance and repairs of various equipments and plants supplied by various suppliers, at OEM's premises. GC will also plan and design training modules for these personnel and their trainers in operation, maintenance and repairs of the system as a whole and will provide training to them in these areas. The training will have to be arranged before commencement of the trials and will continue upto commissioning of the system. Clause 3 ; Page 9 of 85 Instructions to the Applicants EOI document can be submitted on the Main Portal of the Electronic Tendering System of NMRCL https//:nmrcl.maharashtra.etenders.in using valid User ID. The User ID is validated after the bidders enroll on the Electronic Tendering System. Enrollment process requires submitting basic organization information including contact information along with a valid address. Can the EOI be submitted by any member of the consortium or only the Lead member has to submit the EOI online? Kindly confirm. 31. General Conflict of Interest We request the client to kindly confirm whether same consultant can be awarded both General Consultancy for Nagpur Metro Rail Project and Detailed Design Consultancy Services for 9 (nine) stations on North-South corridor of Nagpur Metro or will there be any conflict of interest? EOI cannot be submitted by any member of the consortium/jv. EOI can be submitted only by the lead member of the consortium/jv with the same user ID by which he has downloaded the EOI document from the portal. Any component of JV/Consortium will not be allowed in the role of DDC. If same consultant, who is a part of GC & has already been awarded / in process of getting awarded the work of DDC, then under such circumstances the cost incurred by NMRCL towards proof checking works in the scope of GC shall be recovered from the GC as NMRCL will get such proof checking done by a third party consultant.
