1 SPP Regions Annual Monitoring Report

2 Summary SPP Regions is promoting the creation and expansion of seven European regional networks of municipalities working together on sustainable public procurement (SPP) and public procurement of innovation (PPI). The regional networks are collaborating directly on tendering for eco-innovative solutions, whilst building capacities and transferring skills and knowledge through their SPP and PPI activities. The tenders within the project were originally planned to achieve 54.3 GWh/year primary energy savings and trigger 45 GWh/year renewable energy however, with calculations completed for only some of the tenders, the project has already achieved 1,400 GWh/year primary energy savings, and triggered 1,200 GWh of renewable energy. This is primarily due to two very large tenders in the Torino and Barcelona regions for green electricity. This report gives an overview of the progress of the seven networks over the period 1st of April st of March Overall achievements: By the end of 31 of March 2017, 19 tenders were awarded. The evaluated energy savings and emission reductions were calculated using the the project calculators developed (see section Eco-innovative tenders below). With calculations carried out so far on 9 tenders the following impacts have been achieved: o 415,422 tons of CO 2 /year avoided; o 1,211 GWh/year of renewable energy triggered; o 1,400 GWh/year of primary energy saved. Membership of five of the networks expanded during Year 2 of the project (A.P.E. - 2 new members; BG SPPI - 3; RGO 3, Xarxa DIBA 1, Capital Region of Denmark - 1), while membership for the other two networks remained constant. Numerous articles and newsletters were published by the networks, and trainings and events were organized. Different working groups were created, based on the specific needs of the network partners. Two tools for calculating the CO2/energy savings from procurement for vehicles and buildings were finalised. A tool for catering is under development. Two new members joined during the reporting period Activities The annual plan of activities within the network was adapted to the actual needs of the members and the main goals of the project. One working group is already working actively and two others are starting shortly: o Monitoring implementation of SPPI criteria by network members. Two meetings of the group were already held. Draft guidelines to help organisations establish computerised monitoring of green procurement within existing procedures was elaborated; o Internal audit procedures - the group dedicated to checking the compliance with A.P.E. criteria in ongoing contracts (starting shortly); 3

4 o Communication activities appropriate contacts in member authorities currently being identified (starting shortly). Calculation of expenditure made using the environmental criteria established by the network: 90 million (incurred in 2015) an increase of 4.3% on the previous year Two new network participants recruited: GTT S.p.A. (the public transport company owned by Comune di Torino) and Comune di Poirino. Direct support for members in drafting eco-innovative tenders provided by Arpa Piemonte through , phone and in person. Market engagement meeting focused on food and waste was organised in June Training for public administrations carried out in April 2017, attended by 204 people. Second half of the event was only for A.P.E. members and the participants worked in groups on the following topics: 1) including environmental criteria in tenders; 2) how to perform monitoring; 3) procedures for introducing GPP into an organisation. In June 2016 the Città metropolitana di Torino and the Comune di Torino won the Bronze and the Silver in the EU GPP AWARD: the GPP European Award distinguishes outstanding green public procurement projects in Europe. 5 2. Bulgarian SPPI Network ЕcoInnovation Established in 2015 as a new network within the existing Municipal Energy Efficiency Network EcoEnergy. The main goal is to increase the capacity of Bulgarian Municipalities in sustainable and innovative public procurement. Currently 17 municipalities, 2 associations of municipalities and one Energy Agency are members of BG SPPI. Three municipalities and the 2 associations joined during the reporting period Activities Annual conference focused on green and sustainable public procurement was held on 5-6 th April 2016 in Gabrovo One-day training sessions on green and sustainable public procurement for experts in charge of the tenders and procurement from Harmanli Municipality and Sandanski Municipality was organised. Sandanski joined the network after the event. Regular face-to-face meetings with procurement experts in Bulgarian Municipalities have been organised. The two working groups (buildings and transport) are discussing the first tenders and currently are focused on the lessons learned. The members of the Bulgarian SPPI networks took part in 2 webinars - 1 webinar with an accent on Energy Efficiency on 23 rd August 2016 on topic: Results and perspectives in Bulgaria and 1 webinar that presented the models of SPP in Bulgaria, held on 19 th September Communication actions: Three articles published on the Gabrovo municipality webside One article in the monthly bulletin of EcoEnergy Two newsletters in local and national news websites 5

6 3. Xarxa de Ciutats i Pobles cap a la Sostenibilitat (XCPS) Established in 1997 as an association of municipalities committed to move towards local sustainable development. A working group has been created on the topic of SPP, with currently 11 municipalities engaged (one new member joined). Activities The WG held 2 meetings (4th of April - Escola Industrial - meeting with 20 participants; 15th of September - Pati Manning - meeting with 47 participants and 14th of November - Bonnemaison event with 140 participants). Continuous support to municipalities in: greening of their eco-innovative tendering documents, elaboration of good practices and the exchange of European experiences and other resources, such as tools for the calculation of CO2 emissions and life cycle cost of products, that should be progressively included with the new EU Procurement Directives. Cycle of seminars aiming to: raise awareness and build capacity among decision-making bodies and technical staff on the concept of green and circular economy; present national and international cases demonstrating the potential benefits of the green and circular economy; provide tools for the identification of opportunities, implementation plans and evaluation of projects in this area; and promote exchange by an active participation and by sharing existing projects on green and circular economy by the members of the Network Two eco-innovative tender models (case studies) elaborated (Electric Mobility: Purchase and transfer of electric bicycles; Green Electricity: Joint procurement of 700 GWh green electricity in Catalonia). Communication actions: Declaration of support by the Network to the European project SPP Regions Presentation of the SPP Regions project at two events: 2016 Smart City World Congress and 2016 National Environmental Conference (CONAMA) Several articles on the progress of the SPP Regions project and to encourage municipalities to participate, in the monthly e-newsletter of the Environmental Services Directorate News bits on the SPP Regions project in the magazine Sostenible.cat Two presentations of the SPP Project in Andalusia and Balearic Island. (The Ministry of Environment, Agriculture and Fishing of the Government of the Balearic Islands joined the SPP Regions project as Associated Partner) 6

7 4. PIPEN (the South West England network) Established by Bristol in 2015 with 10 founding members. The network works alongside an existing West of England procurement network. Activities The plans and priorities for the network were revised. A review of the network members was done and opportunities for expanding the network either by including new members or linking with existing networks for sharing information were investigated. Three Tender models (case studies) were elaborated. These included (i) expansion of a heat network and installation of associated biomass boiler (Bristol City Council); (ii) Wood chip dryer to improve the efficiency of biomass boilers in the city (Bristol City Council) and (iii) School Food Contract (Bath & North East Somerset Council). Following the full network meeting on 20 March 2017, key capacity building requirements were identified. 8 5. Regional network for innovative public procurement of green solutions, Capital Region of Denmark The network currently consists of seven members (6 municipalities and the Danish Red Cross). One new municipality joined. The Capital Region functions as secretariat and The Danish EPA serves as an expert member. Activities The second network meeting was held 15 April The theme was TCO calculations in regard to indoor lighting. A valuable output from the second network meeting 15 April 2016 is the first eco-innovative tender (joint tender between Allerød and Fredensborg Municipality). The third network meeting in the regional network was on 1 February It was a seminar about green criteria for transport, including situations when procuring services where transport is secondary to the service itself. The first capacity building event took place on 31 May a one-day seminar about green public procurement. On 2nd of February 2017 there was a kick off meeting in the thematic working group about market engagement and innovative green solutions. The plan is to arrange four meetings in the working group in the first half of The first two eco-innovative tenders have been published in the end of One is indoor lighting in Allerød and Fredensborg Municipality and the other one is a tender of electric, hydrogen and hybrid vehicles (a joint tender between 20 partners, including Copenhagen Municipality and The Capital Region of Denmark). Communication actions: Presentation about the regional network for green public procurement and the SPP Regions project in general for the Procurement Community of Northern Zealand The SPP Regions project was presented at the first meeting of a thematic working group about circular procurement arranged by the national Forum for Sustainable Procurement The SPP Regions project was mentioned in an update on GPP development activities by members of the EU GPP Advisory Group Newsletter promoting the third network meeting 8

9 6. RGO (Réseau Grand Ouest) RGO was founded in 2006 to promote sustainable development by supporting the activities of the municipalities in green and socially responsible public procurement. Currently 91 public authorities from the West of France are participating. Activities Two "Raising awareness days" sessions were organized Two 1-day and two 2-days training sessions in cooperation with ADEME (Agency for the Environment and Energy Management) were organized. A one-day feedback session The reservation of public procurement for the benefit of people away from employment and with disabilities was organized in April Three new working groups were launched. At the end of each working group period, a guide on good practice (100 pages) will be published (one guide already completed). Each group organized meetings with suppliers. o "CSR (Corporate Social Responsibility) in public procurement (methodology) - 8 members involved and 6 meetings held. o Organic food and catering - 10 members involved and 4 meetings held o Sustainable highways (roads) - 7 members involved and 4 meetings held. An annual meeting on Sustainable Public Procurement with main focus on the transposition of the European Directive on sustainable procurement in the French Law. A new support activity (helpdesk) has been implemented. Four planned eco-innovative tenders (food and catering, small city cars, electric buses, green electricity) tender models to be developed soon. A discussion forum on the private part of R.G.O. site was open. The fair trade coffee joint procurement has been launched, the tender was notified and is in progress. Seven R.G.O. members and the R.G.O. involved. 9

10 Communication actions: Four newsletters were carried out during the period and sent to the mailing list Tweets are written for each event organized by R.G.O. The partnering networks and organizations relay information about R.G.O. s activities, events, news etc. R.G.O. co-organized a workshop: "Using the leverage of procurement to support the development of the green electricity sector in France." During the second period of the project, R.G.O. attended several exhibitions and events, always with the goal to promote activities on sustainable public procurement A press article on SPP has been written by The Gazette the 12th of December. 10

11 7. Metropolitan Region Rotterdam - The Hague (MRDH) The network was established by 23 municipalities including Rotterdam and The Hague. About 8 municipalities are actively participating in the network activities. All other members are invited to the regular network meetings. Activities Four network meetings were organised. During the meeting trainings on different topics were organized. o Use of Envirometer (a tool to assess environmental management on business); o Catering services, inclusion of GPP criteria and appropriate level of sustainability; o Performance based contracting of municipal buildings. Contacts with the province of South Holland and Innovation Quarter and investigating possibilities to integrate their goals into the network. Three eco-inovative tenders published (Green electricity, Social transport, Charging stations for electric vehicles) were published. Tender models to be developed soon. 12 Eco-innovative tenders One of the key targets for the SPP Regions project is for each of the seven regions to publish at least six tenders for eco-innovative products and services over the course of the project. These tenders will relate to the following product/service categories: Energy use in public buildings Vehicles and transport Food and catering services For each tender annual primary energy and CO2 emission savings will be calculated. Where relevant the amount of renewable energy supply triggered will also be calculated. Information on the calls for tender (awarded, published, and forthcoming) is presented on the next pages. The latest calculations are always available on the project website:. Calculating savings During the reporting period the networks and the regional partners frequently contacted EcoEnergy on how to calculate the environmental impact (energy and emission savings) of their tenders. Several challenges have been faced with the calculations for example: Unavailable data on current situation to use as a baseline e.g. energy consumption, vehicle mileage Finding appropriate emissions factors and default values to use where actual data is unavailable No easy point of comparison for particular tenders e.g. installation of charging stations for EVs How to calculate savings relating to catering contracts 12
