1 INVITATION FOR EXPRESSION OF INTEREST 3 December 2016 DESCRIPTION: Provision of Manpower Consultancy Services to support the implementation of UNDP Iraq projects CLOSING DATE FOR SUBMISSION OF EOIs: 24 December 2016, 16:00 hrs (Iraq time) REFERENCE: IRQ-EOI003/16 The United Nations Development Programme in Iraq invites qualified companies to submit their Expression of Interest for the Provision of Manpower Consultancy Services to support the implementation of UNDP Iraq projects. The services will be performed under a Long Term Agreement (LTA) and encompass sourcing, recruiting and deploying contracted individuals to various project locations in Iraq. The estimated cost of the services over a three-year period is approximately USD7.5m. However, UNDP does not guarantee that the mentioned volume will be channeled through a service provider(s), during the term of Long Term Agreement. A. PROVISION OF CONSULTANCY AND MANPOWER SERVICES 1. Objective This invitation for expression of interest aims to identify suitable and qualified companies to provide manpower consultancy services (local & international) to support the implementation of UNDP Iraq field projects. The prequalified companies will be invited to participate in a competitive bidding process (RFP) that will culminate in the selection and establishment of the long term agreement with the most qualified and responsive bidder(s). 2. Brief summary of services to be provided. Provide manpower consulting services through sourcing, recruiting and deploying consultants; Provide logistical services and facilities (e.g. workstations, internet, office, transportation, etc.) for facilitating the delivery of services, as applicable Provide adequate security services to ensure the safety of consultants, especially in high risk areas; UNDP IRAQ - Invitation for Expression of Interest Page 1

2 Provide adequate insurance cover (e.g. medical, health, accident, etc.) Administering relevant contracts for the contracted individuals. The Contractor is expected to provide a range of consultants specialized in the following programmatic areas; i. Vocational Training ii. Micro/Small Business Enterprise set up iii. Construction/Engineering Consultants (architectural, civil, electrical, etc.) iv. Community resilience v. Early recovery mechanism vi. Governance and administration vii. Strategic planning and budget execution viii. Public Finance ix. Socio-economic development and poverty alleviation x. Feasibility studies and impact assessments xi. Data collection and research xii. Communications xiii. Disability rehabilitation xiv. Health xv. NGO empowerment xvi. Translation/Interpretation (Arabic/Kurdish/English) xvii. Editorial/Proof reading (English/Arabic/Kurdish) xviii. Photography and videography The consultants shall be categorized in two Lots; Local and International; for each of the above mentioned specialized areas. 3. Eligibility criteria. This Invitation for Expression of Interest is open to all companies (local and international). The participating company must be legally registered and have local/regional representation for effective delivery and implementation of the services. Local representation is whereby the partnering company is physically based in Iraq. Regional representation requires that the partnering company is physically located in the MENA region and includes Iraq. For clarity, locally based companies are not subject to this requirement. The lead company submitting the EOI should state (in Form 1(a), 9) the existence of such partnership (if already established) and/or, in its absence, confirm (in Form 1(a), 10) that the partnership will be formed if the company is prequalified for the RFP. Interested bidders can submit their expression of interest for one or both Lots (national and/or international). To better understand the two groups, a definition of both categories is provided in each group. 4 Preparation of EOI All documents comprising the EOI should be presented in English language. EOI should be duly signed and stamped. Late/Incomplete submissions may not be accepted/assessed.
