1 ULYSSES CITY COUNCIL REGULAR SESSION April 27, 2016 PRESENT: Mayor: John Battin Council Members Present: Larry Velasquez, Tim McCauley, John Duran, Warren Devore, Jerry Jo Deckert, and Kenneth Warner Staff Present:, Sarah Britton, Sheila Maxfield, Ruben Flores, and Dave Black, Visitors: Bene Garcia, Jeff Walker, Tim Ochoa, and Tom Vick Mayor Battin called the meeting to order at 5:00pm. The Pledge of Allegiance was led by Mayor Battin. Council Member Duran led the room in Opening Prayer. CONSENT AGENDA Motion by Council Member Duran, seconded by Council Member Deckert to approve the consent agenda. Council Members Devore, Velasquez, and McCauley voted yea. Those voting nay, none. Visitors: OLD BUSINESS Mayor Battin stated that the agreement between the City and is they will put up the equipment for the WY-FI in exchange for free internet at the clubhouse. Interim City Administrator stated put conduit in the ditch that we dug for the sprinkler system, and they will use some of our facilities to put their hardware on in exchange for free WY-FI. Motion by Council Member Deckert, seconded by Council Member Duran to approve Pioneer Communications to use city facilities to provide WY-FI at Frazier Park. Council Members McCauley, Warner, and Velasquez voted yea. Those voting nay, none.

Economic Development Corporation: Tammy Oliver Motion by Council Member Deckert, seconded by Council Member Duran to accept Tammy Oliver to the Board of Economic Development Corporation. 4 Motion by Council Member Devore, seconded by Council Member Duran to accept the Utilities Board. Council Members McCauley, Deckert, and Velasquez voted yea. Those voting nay, none. Motion carried, 5 yeas. Nays, none Quarterly Report Interim City Administrator Olson stated that the beginning cash balance on January 1, 2016 was $5,640,695.13, and the ending cash balance for March 31, 2016 is $6,314, Olson also stated that the city has decreased slightly in indebtedness due to a payment to Kansas Public Water Supply Loan. Sales Tax Received From State Of Kansas Treasurer JANUARY $122, FEBRUARY $124, MARCH $135, Interim City Administrator Olson stated that he thinks we need to watch the sales tax, as we are getting ready for next year's budget. STAFF COMMENTS City Clerk Britton stated that Chamber Coffee is Friday April 29, 2016 at City Hall 10:00am. Interim City Administrator Olson stated that he spoke with Greg Newell with Grant County Insurance and he agreed to sell the parking lot behind the insurance building for $1, Olson also stated that he would speak with Grant County Bank to make sure they are ready on their part, and then we will have it surveyed. Motion by Council Member Velasquez, seconded by Council Member Deckert to approve the purchase of the parking lot for $1, Council Members Warner, McCauley, Duran, and Devore voted yea. Those voting nay, none. Motion carried, 6 yeas. Nays, none. Interim City Administrator Olson stated Parks Superintendent Sherrie Olson finished the sprinkler system at Frazier Park. Olson also stated that the Eagle Scout frisbee golf project at Frazier Park is completed. COUNCIL MEMBER S COMMENTS Council Member Warner apologized for being a little bit late. Council Member Duran stated that the city crews are busy, and doing a good job. Council Member Deckert stated that she is looking forward to the summer, and all the pretty flowers. Council Member McCauley thanked Interim City Administrator Olson for helping and working with him on the project. Mayor Battin stated that the city looks well. ADJOURNMENT Motion by Council Member Deckert, seconded by Council Member Velasquez to adjourn the meeting at 5:26 p.m. Motion carried, 6 yeas. Nays, none.
