10 10 STATEMENT BY MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS 13. SHRI S.S. AHLUWALIA to make a statement regarding Government Business during the week commencing the 5 th April, MOTION FOR ELECTION OF TWO MEMBERS TO THE NATIONAL BOARD FOR MICRO, SMALL AND MEDIUM ENTERPRISES 14. SHRI KALRAJ MISHRA to move the following:- "That in pursuance of Clause (d) of sub-section (3) and sub-section (4) of Section 3 of the Micro, Small and Medium Enterprises Development Act, 2006, the members of this House do proceed to elect, in such manner, as the Speaker may direct, two members from amongst themselves to serve as members of the National Board for Micro, Small and Medium Enterprises subject to the other provisions of the said Act and the rules made thereunder." LEGISLATIVE BUSINESS (i) Bill to be introduced The Taxation Laws (Amendment) Bill, SHRI ARUN JAITLEY to move for leave to introduce a Bill further to amend the Customs Act, 1962, the Customs Tariff Act, 1975, the Central Excise Act, 1944, the Finance Act, 2001 and the Finance Act, 2005 and to repeal certain enactments. ALSO to introduce the Bill.

11 11 (ii) Bills for consideration and passing The Footwear Design and Development Institute Bill, SHRIMATI NIRMALA SITHARAMAN to move that the Bill to establish and declare the Footwear Design and Development Institute as an institution of national importance for the promotion and development of quality and excellence in education, research and training in all disciplines relating to footwear and leather products design and development and for matters connected therewith or incidental thereto be taken into consideration. (Amendments printed on separate lists to be moved) ALSO to move that the Bill be passed. The Repealing and Amending Bill, SHRI RAVI SHANKAR PRASAD to move that the Bill to repeal certain enactments and to amend certain other enactments be taken into consideration. ALSO to move that the Bill be passed.

12 12 The Indian Institutes of Management Bill, SHRI PRAKASH JAVDEKAR to move that the Bill to declare certain Institutes of management to be institutions of national importance with a view to empower these institutions to attain standards of global excellence in management, management research and allied areas of knowledge and to provide for certain other matters connected therewith or incidental thereto be taken into consideration. 13 13 PART II PRIVATE MEMBERS BUSINESS (From 3.30 P.M. to 6 P.M.) MOTION 20. SHRI RATTAN LAL KATARIA SHRI THANGSO BAITE to move the following :- That this House do agree with the Thirty-second Report of the Committee on Private Members Bills and Resolutions presented to the House on the 29 th March, Private Members Business RESOLUTIONS 21. FURTHER DISCUSSION on the following resolution moved by Shri N.K. Premachandran on the 11th December, 2015 :- This House urges upon the Government to take immediate steps to- (i) restore the benefits of commutation and return of capital to the Employees Provident Fund pensioners; (ii) provide pension to the beneficiaries of Employees Provident Fund pension on the basis of average salary of twelve months immediately preceding retirement; (iii) ensure payment of full pension to pensioners as per the Employees' Pension Scheme, 1995 after realisation of full amount of commuted pension from pensioners (iv) increase minimum pension to rupees three thousand per month under the Employees' Pension Scheme, 1995; (v) implement welfare schemes for pensioners including housing scheme by utilising the unclaimed provident fund amounting to Steps to ensure welfare of Employees Provident Fund pensioners.

14 about rupees twenty seven thousand crore; (vi) revise the whole Employees Pension Scheme, 1995 on the basis of past experience; and (vii) extend Employees Pension Scheme, 1995 to various other sectors." 22. SHRI BAIJAYANT PANDA to move :- Having regard to the facts that- (i) various reports and videos featuring jawans criticizing alleged institutional flaws in our armed forces and para-military forces have surfaced in past few months; (ii) recent case of suicide by a jawan hailing from Kerala has brought into question our openness to his criticism and our ability to protect those who dissent; (iii) media outlet recorded and published the interview of that jawan without his consent in spite of the fact that he reportedly had spoken to media outlet on assurance of anonymity; and (iv) allegations have been made that the jawan was compelled to commit suicide due to harassment by superiors after featuring of the video, 14 Steps to facilitate freedom of speech and expression of jawans. this House is of the opinion that- (a) media should play a prudent and responsible role in highlighting such issues and ensure ethical practice by exposing the identity of the alleged perpetrator but protecting the identity of alleged victim as has been the practice in the case of rape victims; and (b) effective steps should be taken to guarantee security to dissenters and whistle blowers and to facilitate freedom of speech and expression.

15 SHRI MULLAPPALLY RAMACHANDRAN to move :- Having regard to the :- (a) strategic importance of the coastline; (b) socio-economic backwardness of coastal regions; (c) vulnerability of coastal belt; (d) precarious nature of occupation of fishermen in coastal areas; and (e) miserable living conditions of millions of fishermen in coastal States and urgent need to provide them basic facilities like drinking water, sanitation, healthcare and education and protect their lives and property endangered due to soil erosion in coastal regions, this House urges upon the Government to create a new Union Ministry for sustainable development and strengthening of the security of coastal regions of the country. Creation of a new Union Ministry for sustainable development of coastal regions. 24. SHRI JYOTIRADITYA MADHAVRAO SCINDIA to move :- This House notes with concern that - (i) despite expenditure of thousands of crores and a number of Government schemes working towards child development, the status of health and nutrition of our children remains abysmal; (ii) the latest report by the Global Hunger Index ranked India 97 th out of 118 countries, home to an estimated 184 million malnourished people; and (iii) the situation is severe in the country, particularly in the State of Madhya Pradesh, which has the second highest Under-5 Mortality Rate (U-5 MR) of 65 and thirdhighest Infant Mortality Rate (IMR) of 51 in the country thereby raising questions about the inefficacy of various nutrition-specific and nutrition-sensitive schemes, this House urges upon the Government to (i) establish a mechanism that facilitates coordination and convergence among all ministries and departments as well as field functionaries dealing with health and Eradication of malnutrition amongst children in the country.

16 16 nutrition of children in order to achieve intended outcomes in a time-bound manner; (ii) leverage technology for continuous monitoring and evaluation of schemes relating to health and nutrition of children to improve their implementation; and (iii) take necessary steps in a mission mode to expeditiously identify and eradicate malnutrition amongst children in the country SHRI OM BIRLA to move:- Taking into consideration that the conduct of general elections to the House of the People and various State Assemblies, which are held at different point of times, is extremely time consuming and expensive exercise and involves deployment of huge manpower, this House urges upon the Government to take steps, in consultation with the State Governments, aimed at ensuring synchronization of the term of Legislative Assemblies with the House of the People so that the future elections to the House of the People and all the Legislative Assemblies are held simultaneously..
