MINUTES 4.1 Regular Meeting of May 22, C-134 Moved By Councillor Jones That Council adopts the minutes of the regular meeting of Council of May 22, 2018, as presented.

3 Page Acknowledgement of Other Minutes 2018-C-135 Moved By Councillor Kelson That Council acknowledges the minutes of the Community Services Advisory Board of March 12, CONSENT AGENDA There are no items. 6. PRESENTATIONS - Items for information only 6.1 Cochrane and Area Humane Society Presentation (Lynn Mackenzie, Team Leader Municipal Enforcement) Ms. Lynn Mackenzie introduced Ms. Tracy Keith, Executive Director and Ms. Janine Rossler, Operations Manager of the Cochrane and Area Humane Society who presented Council with an update on their services. The Cochrane and Area Humane Society requested that Council consider funding in the amount of $30,000 from the City of Airdrie to assist in supporting the services they provide to Airdrie animals. In response to a question regarding other organizations operating in Airdrie, Ms. Keith confirmed that there has been some work with Tails to Tell and the Alberta Animal Rescue. In response to a further question, it was noted that the City of Airdrie does have a contract with kennel provider. The process for potential funding was also discussed. Ms. Lynn Mackenzie, Team Leader of Municipal Enforcement, noted she is unaware of any grants the Society may be eligible to apply for. In response to a question, Ms. Rossler provided details on the participation of residents of Airdrie in educational programs provided by the Society. It was noted that there has been an increase over the years with elderly pets coming in to the shelter that require more veterinary care. In response to a question, L. Mackenzie advised that the City's contract is not for rescue care. Tagged animals are taken to be reunited with their owners; it is harder to manage strays. Councillor Kelson left the meeting at 4:07p.m.

4 Page4 Council commended the Society for their work C-136 Moved By Councillor Petrow That Council direct staff to report back to Council with respect to the potential of funding the request of $30,000 from the Cochrane and Area Human Society including: 1. where monies could be pulled from should this funding request be approved; and 2. what is currently in place in terms of dealing with animals, both stray and lost, in Airdrie. 6.2 Downtown Plan Update (Karl Mielke, Planner II) Councillor Kelson rejoined the meeting at 4:11 p.m. Mr. Karl Mielke, Planner II, reviewed the staff report and presented Council with an update on the preliminary work completed for the development of a new Downtown Plan and an outline of the next steps forward, including the opportunities for public engagement. Mr. Mielke was asked to ensure that downtown stakeholders are engaged in the process. Mr. Schulz provided background on past Downtown plans. In response to a question, Mr. Mielke confirmed that Planning is working with Economic Development on this process. He advised that the Library will be a key stakeholder in the engagement process. BUSINESS ARISING Cont'd 9.1 Cannabis Legalization- Public Consultation Results (Jill Iverson, Team Leader Corporate Communications) 2018-C-138 Moved By Councillor Kolson That Council directs staff to proceed with the preparation of the following bylaw amendments for consideration at the July 3, 2018, Council meeting to ensure Airdrie is prepared for the legalization of cannabis as follows: Smoking Bylaw 1. Implement a public ban on the consumption of cannabis; 2. Direct staff to return with possible designated locations where cannabis could be consumed in public; and 3. Make provision for festivals/special event organizers to designate consumption areas within the festival/special event area in conjunction with City staff if organizers choose to do so. Land Use Bylaw 1. Create minimum separation distances from schools, places youth gather and public facilities (community and recreation centres, skate parks, water play parks, etc.) of two hundred (200) metres; 2. Create minimum separation distances from churches and seniors homes of one hundred (1 00) metres; 3. Set no separation distance from liquor, tobacco and other cannabis stores; 4. Set districts that cannabis sales will be allowed in, restricting mixed use areas from having cannabis stores; and

6 Page 6 5. Set operating hours of cannabis retail stores to match those of liquor retail stores. Business Licensing No amendment required. He asked what the needs of the City are so that he can advocate for Airdrie.

7 Page 7 Deputy Mayor Belyk suggested a meeting between Mayor Brown and Mr. Schulz regarding this question. Mr. Schulz noted that Council's Strategic Priorities can also be provided to Mr. Millions. 10. AGENDA REPORTS 10.1 Review of the Community Culture Assessment (Clay Aragon, Team Leader Community Development and Social Sustainability) 2018-C-140 Moved By Councillor Hegg That Council endorses the recommendation of the Community Services Advisory Board to accept the findings and recommendations of Community Culture Assessment. Mr. Aragon advised that some of the presentations on the cultural master plan were premature. When comparison was done on some items it was not necessarily comparing apples to apples. He confirmed that the per capita funding data presented during public engagement was inaccurate was not accurate Resident No. 3 Ms. Jennifer Benner, Chair of Creative Airdrie, indicated she would like base funding to be given to cultural groups as they don't have access to the same funding as sports groups, for example.

RESOLUTIONS ARISING 12.1 From Council Budget Committee Endorse the Council Investment Policy 2018-C-141 Moved By Councillor Jones That Council endorses the recommendation of the Council Budget Committee to endorse the new draft Council Investment Policy and that the existing Policy No. FIN-002 be rescinded From In Camera That Council appoints a citizen representative to the Municipal Policing Advisory Board 2018-C-142 Moved By Councillor Kelson That Council appoints Jeanne Morrissey as a citizen representative to the Municipal Policing Advisory Board. 13. BOARD/MEMBER REPORTS Notice of Motion - Councillor Kelson Councillor Kelson gave notice that at the next meeting she will bring forward a motion to direct staff to bring back the possibility of allowing Airdrie youth to purchase bus passes at a significantly discounted rate such as $25.00 or less per month C-143 Moved By Councillor Hegg That Council excuses Mayor Brown and Councillor Chapman from this evening's meeting.
