4 7.1 Consideration of Orders for the period to 30th June 2015 (Report attached) Notices of Motion 8.1 Cllrs M. O'Meara, P. Bugler, J. Carroll, J. Hannigan, F. Bonfield, H. McGrath, G. Darcy, M. Ryan, S. Morris (Ref 416) "That this Council seek Ministerial approval to raising a loan in order to carry out urgent Road Improvements to seriously deteriorated local roads and which are not currently in the 3 Year Road Works Program. The proposed increased agricultural investment/activity resulting from the abolition of the milk quota will be severely impacted if this urgent work is not carried out". 8.2 Cllr. J. Ryan (Ref 434) "I am calling on both the HSE and the Minister for Health to invest more resources in Speech and Language services here in Tipperary in order to bring down the current unacceptable waiting periods especially for children". 8.3 Cllr. A. Moloney (Ref 435) "That the new Tipperary County Council call on the Government to give official recognition status to ISK, the Irish Sign Language. This was previously passed by North Tipperary and Clonmel Borough but needs to be approved by the new Tipperary County Council". 8.4 Cllr. S. Ambrose (Ref. 449) "That Tipperary County Council prioritises the construction of one and two bedroomed houses as part of any future Council led new housing building developments, in order to reduce the current high volume of one and two bedroomed applicants on the Council's housing lists across the County " 8.5 Cllr. T. Wood(Ref. 452) "That in view of increasing concerns about unemployment in this County and little evidence of any positive developments this Council again requests the IDA and Enterprise Ireland to facilitate the members with a meeting". 8.6 Cllr. D. Doran (Ref. 448) "I am calling on this Council to assert its role in dog control and in particular raise awareness of dog owners responsibilities for e.g. dangerous dogs unmuzzled and wandering in housing estates and built up areas with the obvious dangers to residents and in particular children. Also where dogs are left wander the country side at night time in rural areas and livestock are being attacked". 8.7 Cllr. J. Ryan (Ref 436) "Following the failure of the Minister for Justice to bring in legislation to ban political parties from having church gate collections, I am now asking all political parties in Tipperary to take the lead and refrain from applying for such permits in the future". 8.8 Cllr. S. Ambrose (Ref 451) "That Tipperary County Council writes to both Minister Bruton and Junior Minister Ged Nash who has special responsibility for small business' requesting that they investigate changing the manner in which commerical rates are determined as the current system where a retailer is taxed based on the size of their shop bears no correlation to an individual business' profitability or in some cases lack of profitability "

5 8.9 Cllr. T. Wood (453) " That management would advise as to what if any inspections are carried out under the planning act by this authority on residential apartment blocks constructed in the County during the building boom and also advise if such developments are obliged to have active management committees in place and if so what their duties and responsibilities are" Cllr. S. Ambrose (Ref 450) "That going forward Tipperary County Council investigates the possibility of employing an Architect as a means of supporting other staff in upgrading our towns and villages similar to the standards of Westport and Clonakility both of which were architect driven projects" 8.11 Cllr. T. Wood (Ref 454) " That in view of the importance of our built heritage to our County, this Council would invite the OPW to make a presentation to the members outlining present and proposed developments on sites within Tipperary" Cllr. J. Ryan (Ref 455) "I am calling on this Council to support my call to the relevant authorities in asking for the return of the Derrynaflan Chalice to Tipperary so that it can be put on permanent exhibition in this County and thus act as a means of attracting tourists".? Correspondence 9.1 Letter from Commission for Energy Regulation dated 2nd June 2015 in relation to synchronization of Standing charges for Water Meters 9.2 Letter from National Transport Authority dated 4th June 2015 in relation to Bus Eireann's plans to make changes to Expressway Route Letter from The Eircode Team announcing launch of Eircode, the new postcode system for Ireland Resolutions from Other Local Authorities 10.1 Dublin County Council This Council will write to the Minster of Environment Alan Kelly stating that a BIN waiver should be introduced for people with health issues. Over 20,000 people in Ireland suffer from bowel disease and are fitted with a stoma. These people have to use their bin to dispose of these colostomy bag through no fault of their own, and with pay by weight been introduce this will be a big cost to them. There is also many other conditions that people have medical waste that has to be put in the bin Donegal County Council That Donegal County council supports the Irish Deaf Society s call for Irish Sign Language to be recognized as an Official Language Donegal County Council Donegal County Council welcomes the wage increase awarded to Dunne s Stores workers but we believe that it is now time for all employers to guarantee their employees a minimum and liveable

6 number of hours of employment Donegal County Council That this Council would ensure that 30% of all social houses built or bought under the Social Housing Strategy 2020 will be located in rural areas and that this motion will be passed to all other Local Authorities Mayo County Council That we, as Public Representatives, support the freedom of the press and also the freedom of Members of the Oireachtas to go about their business without fear of legal threat or any other threat; that this Motion is forwarded to all Councils for their support.
