3 RESOLUTION No. 1/41-ORG ON OIC MEMBER STATES CANDIDACIES FOR POSITIONS AT INTERNATIONAL ORGANIZATIONS The Forty First Session of the Council of Foreign Ministers, (Session of Exploring Areas of Islamic Cooperation), held in Jeddah, Kingdom of Saudi Arabia, on Shaaban 1435H (18-19 June 2014), Aware of the importance of representation of OIC Member States in various international positions; Having considered the candidacies presented by Member States in this regard; Requests the Member States to support the following candidacies: 1. Candidacy of the Republic of Azerbaijan on behalf of the East European Group for presidency of the United Nations General Assembly in 2032 at the elections to be held during the 87 th session of the United Nations General Assembly in Candidacy of the Kingdom of Saudi Arabia for membership of the Council of the International Telecommunication Union (ITU), at the elections to be held during the Plenipotentiary Conference in the period from 20 October 7 November 2014 in Busan, Republic of South Korea. 3. 13 RESOLUTION No. 2/41-ORG ON THE COMMITTEE OF PERMANENT REPRESENTATIVES OF THE ORGANISATION OF ISLAMIC COOPERATION The Forty First Session of the Council of Foreign Ministers, (Session of Exploring Areas of Islamic Cooperation), held in Jeddah, Kingdom of Saudi Arabia, on Shaaban 1435H (18-19 June 2014), Referring to Articles (5) and (13) of the Charter of the Organisation of Islamic Cooperation, which consider the Committee of Permanent Representatives as one of the principal organs of the OIC, Emphasizing the important role of the Committee of Permanent Representatives in enhancing the work of the Organisation of Islamic Cooperation in addressing the issues assigned to it by Member States, Having considered the report of the OIC Secretary General in document no. OIC/CFM-41/2014/ORG/SG-REP2 1. Adopts the draft rules of procedure and mode of operation of the Committee of Permanent Representatives. 2. Requests the Secretary General to report on the implementation of this resolution to the 42 nd Session of the Council of Foreign Ministers

15 Draft Rules Governing the Functions of the OIC Committee of Permanent Representatives and its Modes of Operation Article (1) The following terms shall have the meanings assigned to them hereunder: Rules: Rules Governing the Functions of the OIC Committee of Permanent Representatives and its Modes of Operation. OIC: Organisation of Islamic Cooperation. CFM: Council of Foreign Ministers of the Member States. Charter: Charter of the Organisation of Islamic Cooperation. Member States: Member States of the Organisation of Islamic Cooperation. General Secretariat: General Secretariat of the Organisation of Islamic Cooperation. Secretary General: Secretary General of the Organisation of Islamic Cooperation. Committee: Committee of Permanent Representatives of the Organisation of Islamic Cooperation Permanent Representative: Permanent Representative of an OIC Member State. 14

16 Article (2) Pursuant to Article (5) of the Charter, the Committee is an OIC organ and a meeting of Member States at the level of Permanent Representatives. Article (3) The Committee shall perform the following functions: 1- Coordinate among OIC Member States, the OIC General Secretariat and its different organs; and cooperate with the General Secretariat for the follow up of the implementation of CFM resolutions and recommendations. 2- Act as an expert group when mandated by the CFM and propose the formation of ad hoc working groups -when necessary- to perform specific tasks. The proposal shall specify clearly the mandate and term of the groups, as well as any other details relevant to the functions. 3- Make necessary suggestions for the rationalization of OIC s activities. 4- Perform any other tasks entrusted to it by the CFM. Article (4) The Committee shall hold four ordinary meetings, with intervals of three months. Extraordinary meetings may be held, when the need arises and in accordance with the rules of procedure. Article (5) The outcomes of the works of the Committee shall be submitted to the CFM for appropriate action. Article (6) The rules of procedure shall apply to the issues not covered in these Rules. 15

17 Article (7) The Committee may propose amendments to these Rules. Article (8) The present Rules shall enter into force upon their adoption by the CFM

18 RESOLUTION No. 3/41 ORG ON THE NETWORKING OF OMBUDSMAN OFFICES IN THE OIC MEMBER STATES The Forty First Session of the Council of Foreign Ministers, (Session of Exploring Areas of Islamic Cooperation), held in Jeddah, Kingdom of Saudi Arabia, on Shaaban 1435H (18-19 June 2014), Guided by the resolve of the OIC Member States as enshrined in the OIC Charter to promote human rights and fundamental freedoms, good governance, rule of law, democracy and accountability in Member States in accordance with their constitutional and legal system; Recalling the provision in the Ten-Year Programme of Action adopted at the 3 rd Extraordinary Session of the Islamic Summit Conference (7-8 December 2005) emphasizing the need to seriously endeavor to enlarge the scope of political participation, ensure equality, civil liberties and social justice and to promote transparency and accountability, and eliminate corruption in the OIC Member States; Further recalling the final communiqué adopted by the 4 th Extraordinary Session of the Islamic Summit Conference (Promotion of Islamic Solidarity) held at Makkah Al Mukarramah on August 2012, stressing that the reform and development should be in keeping with the sound governance based on justice and equality among the members of the Islamic Ummah, the respect of the law and regulations and that citizens should also participate in the management of the affairs of the Ummah and pave the way for the establishment of social society institutions to help rulers achieve the objectives of the reform and development of Islamic society; Recognizing the role of Ombudsman Offices in various OIC Member States which are providing speedy and inexpensive justice to the less influential and underprivileged segments of society; Hailing the role of the Islamic Republic of Pakistan in hosting the first meeting of the Network of Ombudsman Offices in the OIC Member States, held in Islamabad, Pakistan on 28 and 29 April 2014, Having considered the report of the OIC Secretary General in document no. OIC/CFM-41/2014/ORG/SG-REP3 1. Affirms the follow up of the efforts to establish a network of Ombudsman Offices; 2. Welcomes the offer made by the Republic of Turkey to host the second meeting of the Network of Ombudsman Offices in the OIC Member States; 3. Requests the Secretary General to follow-up the implementation of this resolution and submit a report thereon to the 42 nd Session of the Council of Foreign Ministers. 17

19 RESOLUTION No.4/41-ORG ON THE ACCESSION OF NON-GOVERNMENTAL HUMANITARIAN ORGANISATIONS TO OIC CONSULTATIVE STATUS The Forty First Session of the Council of Foreign Ministers,(Session of Exploring Areas of Islamic Cooperation), held in Jeddah, Kingdom of Saudi Arabia, on Shaaban 1435H (18-19 June 2014), Recalling resolution No. 2/39-ORG which approved the Rules for Granting OIC Consultative Status to humanitarian non-governmental organizations; Aware of the importance of constructive cooperation and friendly relations between the OIC and humanitarian non-governmental organizations, Taking note of the Report of the OIC Secretary General contained in Document No. (OIC/CFM-41/2014/ORG/SG.REP.4); and having noted that the applications submitted by the humanitarian NGOs below fulfill the requirements for granting the OIC consultative status: 1. Decides to grant OIC consultative status to the following humanitarian NGOs: Three (3) humanitarian NGOS applied for OIC observer status. These are: 1- Islamic Relief Worldwide, United Kingdom 2- Welfare Association Palestine 3- Sheikh Thani bin Abdullah for Humanitarian Services (RAF), Qatar 2. Decides to grant the OIC consultative status to humanitarian NGOs which were previously granted OIC observer status. 3. Requests the Secretary General to follow up the implementation of this Resolution and to submit a report thereon to the 42 nd Session of the Council of Foreign Ministers. 18
