The Municipal Officers of the Town of Kennebunk will hold a Public Hearing to act on the following new Victualer License Application (with new owners): Berry d Treasures, LLC d/b/a BERRY D TREASURES (New owner: Catherine Whitmore) Located at 22 Main Street Town Manager s Note (not part of the public hearing notice): Fire Department: no deficiencies noted in the inspection b. The Municipal Officers of the Town of Kennebunk will hold a Public Hearing on the following: To Receive Public Comment on the Municipal Budget for the Town of Kennebunk Town Manager s Note (not part of the public hearing notice): This presentation is the final reading (per the Charter) before the vote on June 10 th. The proposed municipal budget reflects a 3.1% net increase and a gross budget increase of 3.6% over last year. The overall preliminary estimated mil rate increase is $0.15 for FY This estimate is based on the proposed budgets for the RSU 21 school district, York County and the Town s municipal budget. The actual mil rate will be presented to the Board during its August meeting. No action needed. Selectmen s Meeting 05/27/14 Page 1

The Municipal Officers of the Town of Kennebunk will hold a Public Hearing to act on the following: Proposed increases to the parking ticket fine for parking at the beach without a beach parking permit and a proposed change in the fees for a permit to park at the beach. Details are available at the Town Clerk s Office. Reminder Upcoming Annual Town Meeting, Primary Election and RSU 21 Budget Validation Election: Tuesday, June 10 th from 8:00 a.m. to 8:00 p.m. in the Town Hall Auditorium The Warrant for the Annual Town Meeting with backup documentation can be viewed in the Town Clerk s Office and on our website (see election information in the center bar of our home page or check the calendar for June 10 th ). Absentee voting is now available. If you have any questions, please feel free to call the Town Clerk s office at x b. Police Department Resignation Lt. Anthony Bean Burpee has accepted the position of Police Chief with the Town of Gilford, NH. Anthony started his law enforcement career in Kennebunk in 1998, and worked his way through the ranks, serving as a School Resource Officer, Sergeant and then Lieutenant overseeing Criminal Investigations and Professional Standards. Anthony's last day with Kennebunk will be May 30 th. Anthony's leadership and expertise will be missed, as he has been an intricate part of enhancing the professionalism and development of members of KPD. 3 7. Time Sensitive Business a. Take Action on the Following Items Regarding the Upcoming Annual Town Meeting, Primary Election and RSU 21 Budget Validation Election (3-5 minutes) 1. Confirm the Town Clerk s Appointment of Mary Lou Nedeau to serve as Warden for the Election to be held on June 10, The attached document from the Town Clerk requires the Board s signatures. 2. Change the Hours for Voter Registration (as listed below) for voters to register to vote, change names or addresses, or to enroll in a party for the June 10 th Election. The attached document from the Town Clerk requires the Board s signatures. Thursday, June 5 th 8 a.m. to 7:30 p.m. MOTION: To Confirm the Appointment of Mary Lou Nedeau as Warden and to Change Voter Registration Hours as listed above for the Annual Town Meeting, Primary Election and RSU 21 Budget Validation Election to be held on June 10, b. Award the Street Sweeper Bid (5-10 minutes) In the upcoming budget ( ), we allocated $240,000 for a new Regenerative Street Sweeper. Our existing machine is over 13 years old and simply cannot keep up with the workload. The following four bids were received for this purchase (please note that two bids did not meet specifications): Company Bids Donovan Equip. Fairfield, Scarborough, ME Base Bid: Regenerative Sweeper $0.00 (did not meet specs) Option 1 - Catch Basin Cleaner $0.00 Option 2 - Mechanical Sweeper $139, Option 3 - Rental Sweeper per month $3, The Public Services Director, Thomas Martin, recommends accepting the bid of Donovan Equipment of Londonderry, NH in the amount of $216, (Option 2). A demonstration was held on both Regenerative Sweepers (Donovan and Messer). The Donovan Equipment machine had superior cleaning advantages over the competition. It also had a stainless steel body which adds about $18,000 to the cost of its competitor (hence the $216,142); however, the stainless steel body ensures less maintenance and a longer life of the vehicle. There were also other contributing adjustments that brought the machines within a few thousand dollars of each other. This potential award to Donovan Equipment is $23,858 below our budgeted costs. Award the Two (2) 2015 Single Axle Dump Trucks Bid (5-10 minutes) In this year s budget ( ), we allocated $150,000 for a single axle dump truck and $160,000 in this coming year s budget ( ) We sent bids out for two single axle dump trucks and received the following five bids; however, only three bids met the specifications: Company Bids Portland North Truck Center Base Bid: (H.P. Scarborough, ME HP Fairfield package The Public Services Director recommends accepting the bid of Portland North Truck Center of Falmouth, Me in the amount of $162, per truck. The additional funds needed for this purchase ($12,835 for the first truck and $2,835 for the second) will be taken from the savings incurred with the purchase of a street sweeper (previous article). MOTION: To award the first truck bid to Portland North Truck Center for $162,835 from the current budget ( ) with the balance of $12,835 coming from the excess Street Sweeper funds, subject to a positive budget approval in June. MOTION: To award the second truck bid to Portland North Truck Center for $162,835 from the proposed budget ( ) with the balance of $2,835 coming from the excess Street Sweeper funds, subject to a positive budget approval in June. 8. Old Business (2 nd Reading) a. Discuss a Board Seat on the Economic Development Corporation (Saco/Biddeford/York County) (10 minutes) As discussed at the previous meeting, the Biddeford Saco Area Economic Development Corporation recently filed paperwork to operate under the name Economic Development Corporation. The organization is similar to CEI (Coastal Enterprise Inc.). The newly named Economic Development Corporation serves businesses throughout York County with loan financing and business development funding. The Kennebunk Development Corporation has had a prior relationship with the newly named Economic Development Corporation on small loan applications in the past. 5 Development Corporation has been assisting with loans for the Eco-Park development at exit 25 off the Maine Turnpike. The Economic Development Corporation is restructuring to better serve a more regional area and is willing to allow two new board seats (one each for Sanford and Kennebunk). Through this new partnership, we would have an active role in delivering services, which include: larger loan opportunities, venture funding opportunities, etc. This relationship would not replace our local Kennebunk Development Corporation or Economic Development Committee, but rather open up opportunities to assist businesses in funding at a different level that we are unable to deliver. Each of the current existing communities (Biddeford and Saco) contributes to this organization and our potential yearly contribution would be $5,258, which could come from TIF funds. MOTION: To allocate $5,258 from the Route 1 TIF for the membership in the Economic Development Corporation. 9. New Business (1 st Reading) a. Hear an Update on Traffic Light Timing (5-10 minutes) Sebago Technics has completed the analysis for adjusting the traffic lights in the downtown and Route One North for more efficient traffic movement. Chris Osterrieder will be present to provide a brief update on the changes. No action required. b. Discuss Nominations to MMA s Legislative Policy Committee (5 minutes) We recently received the attached information from Maine Municipal Association (MMA) regarding the nomination of community members to serve on the Legislative Policy Committee (LPC). MMA takes its direction on all questions regarding the goings-on at the State House in Maine from the 70 elected and appointed municipal officials who are chosen by their peers to serve on MMA s LPC. Two municipal officials are elected from each of Maine s 35 Senate Districts. Our District, District 34, is comprised of Acton, Berwick, Kennebunk, Lebanon, North Berwick, and Wells. Each municipality can nominate one official. The nominee may be either elected or appointed but must be serving currently as a municipal official. You may nominate any municipal official from any member town or city within your Senate/LPC District; you do not have to nominate someone from your municipality. Nomination forms (including a LPC Nominee Biography) must be received by MMA no later than June 19 th at 5:00 p.m. The Town is not required to submit a nominee. Once all nominations are in, a ballot will be distributed on June 23 rd for municipalities to vote for their District s LPC member. c. Discuss the Selectmen s Summer Meeting Schedule (5 minutes) The last few years we have cancelled the Selectmen s 2 nd meeting in July and August. This would be the recommendation again for the coming summer season. The meeting dates to cancel would be July 22 nd and August 26 th. Upcoming Workshop Tuesday, June 3 rd at 6:30 p.m. to meet with the Kennebunk Sewer District, re: Anticipated Growth within the Kennebunk Sewer District b. Candidates Night Wednesday, June 4 th at 6:30 p.m. Candidates running for Selectmen and Town Clerk have been invited. Members of the public may view this event live (in room 300 of the Town Hall), online ( or on digital Cable TV channel 5. This event is coordinated by the York County Coast Star. c. Committee Members Appreciation BBQ Wednesday, June 25 th at 5:30 p.m. at Roger s Pond. d. Consolidation of Committees will be discussed at a Selectmen s meeting in the near future. 12. Executive Session(s) a.
