1 District of Fort St. James Minutes of Regular Meeting No Jan 2018 Wednesday, January 24, 2018 District Office, 477 Stuart Drive West, Fort St. James, BC In Attendance Council Staff Others Mayor Rob MacDougall Councillor Dave Birdi Councillor Brenda Gouglas Councillor Judy Greenaway Councillor Kris Nielsen Kevin Crook, Chief Administrative Officer Dave Stewart, Public Works Superintendent Steven DeRousie, Fire Chief Lina Gasser, Deputy Chief Administrative Officer 4 Members of the public Call to Order Mayor MacDougall called the meeting to order at 7:02 p.m. 1.0 ADOPTION OF AGENDA 1.1 Adoption of the Agenda Moved by Councillor Gouglas and seconded by Councillor Nielsen: That Council adopt the agenda for Regular Meeting No DELEGATIONS AND PRESENTATIONS 2.1 Joyce Helweg - Fort St. James Community Foundation Update Joyce Helweg presented on the Fort St. James Community Foundation. In the 2017 Ms. Helweg attended the Canadian Community Foundation Conference in Ottawa. She presented a Community Foundation book to the president who was impressed. The 777 challenge continued with local employers. $53,000 was raised. The winner for the year was Artisan Reforestation with 95% of their employees participating. Newlands and Ubleis continue contributions through their overweight load program. Page 1 of 12

2 2017 was the 4th year of granting with $5,000 being granted to local groups and individuals. The foundation received $50,000 in share transfers. There is a healthy board of directors. Continue to look at hiring an administration person through gaming grant. Balance of foundation is $642, $10,000 will be granted in New youth ambassador grant for youth travelling to events that broaden their experiences. Sale of Community Foundation books continues. Ms. Helweg has two requests for the District. Request that funding can continue to flow through the District for groups that don't have charitable status. Request for a Letter of Support. Ms. Helweg left the meeting at 7:25 Direction for letter of support. 3.0 MINUTES 3.1 Minutes of the Regular meeting Moved by Councillor Nielsen and seconded by Councillor Birdi: That Council adopt the minutes of Regular Council Meeting No , held Wednesday January 10th, 2018 as read on this day; and, That such minutes as read set out all the business before Council that day and fully and properly record all of the resolutions and bylaws passed and adopted by Council at that meeting. 4.0 BUSINESS ARISING FROM THE MINUTES 4.1 Arena Project Tenders Council has decided to proceed with Option 2. Council requests to see the drawings for proposed upgrades. Moved by Councillor Gouglas and seconded by Councillor Greenaway: That Council award the Renovation of Fort St. James Arena contract to Dado Construction Ltd. for $145,000 plus GST; and That Council direct administration to request revised bids from the three qualified tenderers based on a revised scope for the Fort St. James Arena Heating Upgrade project. 3 Item 2.1 Search and Rescue EDO Williams met with Search and Rescue. Direction for follow up report at next Council meeting Item 4.1 Zoning Bylaw Verbal notification was given to affected properties Item 4.2 Bike Park Meeting set for January 25th Item 4.6 EOC Information Information has been sent out via for Councilors to add to their handbooks Item 4.3 Piling Snow District has no authority on private land. There are safety concerns. Direction that a letter to properties asking to keep snow piles low to improve visibility Item 4.7 Lagoon Report Administration spoke with engineer. Report to follow Item 4.8 Detachment Replacement No reply at this time Item 4.9 Unsightly Premise Sub-committee has met. Report to Council to follow Item 7.2 Arena Project Revised bids have been received. 5.0 VERBAL REPORTS 5.1 Councillor Birdi Report Hockey games over the weekend. 5 5.9 Chief Administrative Officer Report Budget preparations Grant Reporting Arena Project PADM course next week Bylaw review Housing committee followup 6.0 STAFF REPORTS 6.1 Union of British Columbia Municipalities Community Emergency Preparedness Fund - EDO Williams Moved by Councillor Nielsen and seconded by Councillor Gouglas: That Council authorize the submission of an application to UBCM for the District of Fort St. James community emergency operation centre funding of up to $25, and that the Council support this project through its duration. 6.2 Infrastructure Planning Grant Program Master Water Plan Project - EDO Williams Direction for more information on amount that will be covered by grant. Moved by Councillor Gouglas and seconded by Councillor Greenaway: That Council authorize the submission of an application to the Ministry of Municipal Affairs and Housing s Infrastructure Planning Grant Program for the District of Fort St. James Master Water Plan Project and that the Council support this project through its duration. 6.3 WorksafeBC Inspection Report Ammonia system and sensors need to be relocated ASAP. Emergency release stack needs to be extended Technical safety still needs to do an inspection Worksafe hasn't done an inspection in 3 +years Plant is 40 years old Plant did receive some upgrades a few years ago. Assessment was completed. There may be money from the province for replacing ammonia plants with nonammonia. New plant could be $300,000 Page 5 of 12

6 7.0 OTHER REPORTS 7.1 Animal Reports- Nahounli Kennels December 2017 Year end 2017 Moved by Councillor Nielsen and seconded by Councillor Gouglas: That Council receive the December Report and the Year End Animal Report for 2017 from Nahounli Kennels. 8.0 CORRESPONDENCE 8.1 First Nations & RDBN Relationship Protocol - Second Draft Protocol stems from C2C last year with RDBN and First Nations communities. Moved by Councillor Nielsen and seconded by Councillor Greenaway: That Council receive the RDBN and First Nations draft protocol. 8.2 Union of British Columbia Municipalities- Asset Management Grant Moved by Councillor Gouglas and seconded by Councillor Nielsen: That Council receive the Union of British Columbia Municipalities correspondence th Annual Heart and Stroke Fundraiser - Donation Request 2 sets of toques and mitts. Moved by Councillor Gouglas and seconded by Councillor Birdi: That Council provide the Heart and Stroke fundraiser with 2 toques and 1 mitten sets. Page 6 of 12

7 8.4 Jordan Marshall Memorial Hockey Tournament Council will donate 10hrs of ice time. Moved by Councillor Birdi and seconded by Councillor Greenaway: That Council donate 10hrs of Ice Time for the Jordan Marshall Memorial Hockey Tournament. 8.5 Snow Removal Complaint Clearing seniors driveways is already in the snow removal policy. Seniors have to call to be added to the list. Last priority after all the other clearing is complete. With staffing shortage other task take priority. Possibility of trying different rotation of clearing. Can grader be used instead of belly truck? Attachment can be purchased for grader. 9.0 BYLAWS 9.1 Anti-idling Bylaw Amendment - CAO Crook Council would like to see brochures/friendly reminders for residents. Could be placed under the wipers of idling vehicles. Moved by Councillor Gouglas and seconded by Councillor Nielsen: That Council give first, second and third readings to Anti-Idling Bylaw Amendment No. 1, Bylaw No. 984, 2018, a bylaw to amend the Anti-Idling Bylaw. 9.2 Zoning Bylaw Amendment - CAO Crook Moved by Councillor Greenaway and seconded by Councillor Birdi: That Council give third reading to Zoning Bylaw Amendment No. 31, Bylaw No. 982, Page 7 of 12

8 9.3 Council Procedures Bylaw - For Review Section 4.2 needs to be amended to reflect change in legislation. Other changes are being completed as well. Direction that changes be completed and brought back to Council NEW BUSINESS 10.1 Information Items and Calendar of Events What are the effects of the changes in Liquor licensing rules for municipalities? Should not affect current procedures and Municipal Alcohol Policy. Moved by Councillor Greenaway and seconded by Councillor Birdi: That Council receive the Information Items and Calendar of Events Empty Lots Data - Councillor Nielsen Councillor Nielsen would like to see a letter go out with tax notices inviting empty lot owners to register lots that are for sale with the District Office. List would be provided to developers Quarterly Public Works report Request for a 2017 year end report from Public Works. Quarterly to follow Community Forest Mayor MacDougall is working with Linda Currie on a tender UBCM- Joint Community Booth 10.6 BC Hydro Would need to have a budget consideration line. What communities would be asked to partner with the District of Fort St. James? Vanderhoof, Fraser Lake and Fort St. James. s from Bob Gammer mention "Islanding" Merritt also does not have access to power leaving the plant Nak'azdli Open House Nak'azdli holding an open house regarding land code and Bylaws. 9 11.0 NOTICE OF IN CAMERA MEETING 11.1 In Camera Motion Moved by Councillor Birdi and seconded by Councillor Gouglas: Pursuant to the Community Charter, Section 90.1 (c) a meeting, closed to the public, will be held immediately after the regular meeting of Council to discuss the following: (1) A part of a council meeting may be closed to the public if the subject matter being considered related to or is one or more of the following:...
