1 Record of Proceedings 16th Meeting of The Permanent Committee on GIS Infrastructure for Asia and the Pacific (PCGIAP) October 2010 Suntec Center, Singapore A. Introduction 1. This record is a summary of the 16th Meeting of the Permanent Committee on GIS Infrastructure for Asia and the Pacific (PCGIAP) held from 18 to 20 October 2010 in Singapore. 2. The agenda of the meeting is attached as Annex The 16th PCGIAP Meeting was jointly convened with the 12th Global Spatial Data Infrastructure (GSDI) Conference. B. Attendance 4. The meeting was attended by about 98 national delegates and experts from 27 countries and 8 international organizations. The full list of participants is attached as Annex 2. C. Opening of the meeting 5. The host of the 16th PCGIAP meeting, Mr. Soh Kheng Peng, Chief Surveryor of the Singapore Land Authority, expressed his warm welcome to all the participants. The full text of his address is attached as Annex The Vice President of PCGIAP, Dr. Hiroshi Murakami made a welcome speech on behalf of President of PCGIAP, Mr. Li Weisen, expressing his appreciation to the members and to the host for their participation in and preparations for the meeting. The full text of his address is attached as Annex The Director of the United Nations Statistics Division, Mr. Paul Cheung gave an address, congratulating PCGIAP on its progress in developing the regional spatial data infrastructure since its establishment in He called for further cooperation

2 among the members to pursue its work of regional importance. The full text of his address is attached as Annex 5. D. Confirmation of Agenda 8. The proposed agenda was accepted as proposed. E. Apologies for absence 9. An apology for absence had been received from Mr. Li Weisen, President of PCGIAP (China). Dr. Hiroshi Murakami, Vice President of PCGIAP, presided over the meeting as Acting President. And China was represented by Ms. Jiang Xiaohong. F. PCGIAP Executive Report 10. The Secretary of PCGIAP, Mr. Seong-An Leem as the president of NGII, Korea made an invitation message for the 1st UN forum on GGIM in Seoul, Korea as he expressing his sincere appreciation to all the participants as well as to the host for the meeting. The full text of the invitation message is attached as Annex The Secretary of PCGIAP, Mr. Seong-An Leem and his staff, Ms. Jane Hong gave a summary of the Committee s activities since the 18th UNRCC-AP/15th PCGIAP in Bangkok, Thailand on October The full text of the executive report is attached as Annex The report reviewed the activities of PCGIAP in the past year, including the 18th UNRCC-AP/15th PCGIAP as well as the Executive Board meeting on 17 May 2010 in Tehran, Iran. 13. Personnel changes were reported and accepted. Representatives of Korea, Secretary of PCGIAP, the president of NGII, Mr. Seong-An Leem from Mr. Kyoung-Soo Kim and representatives of India, Maj. Gen. of NIC, Shri Swarna Rao from Maj. Gen. Manoj Tayal were introduced as changed members on the PCGIAP Board. 14. Cooperation with liaison and other related international organizations, including GSDI Association, FIG, UN Statistics Division and UN Cartographic Section, continued in various forms, through participation in the meetings, paper presentation and support to projects and initiatives.

3 G. Progress report from Working Group 1 Geodetic Technologies and Applications 15. Mr. Shigeru Matsuzaka, Chair of WG1, gave a summary on the progress and status of the WG1 project plan developed based on the resolution adopted at the 18th UNRCC-AP in October The report of WG1 is attached as Annex Efforts continued for enhancement of the regional geodetic infrastructure through joint observation projects. A steering committee for the Asia-Pacific Reference Frame (APREF) project was established. In the meantime, annual GPS campaigns (APRGP) would continue for some time along with the APREF project for the benefit of those countries without Continuously Operating Reference Stations. APRGP 2010 was conducted on September H. Progress report from Working Group 2 - Geospatial Data Management and Services 17. Mr. Peyman Baktash of Iran presented the WG2 report on behalf of Mr. Hadi Vaezi, Chair of WG2. The report presented the major progress made and the activities performed since the 18th UNRCC-AP. WG2 developed work plans on capacity building in disaster management, data access and data integration. 18. Based on the work plans, WG2 distributed through the Secretariat two questionnaires on spatial data for disaster management, access network and web services for disaster management in September 2010 to PCGIAP member countries. The full report of WG2 is attached as Annex 9. I. Progress report from Working Group 3 - Spatially Enabled Government and Society 19. Mr. Greg Scott, Chair of WG3, gave the report of the WG3 activities on Spatially Enabled Government and Society. WG3 successfully carried out two major case studies and made progress in the other two case studies. 20. In accordance with the resolutions at the 18th UNRCC-AP, WG3 plans to conduct a survey of different aspects of SDIs in member countries via an online questionnaire, and to convene the 4th Annual Land Administration Forum in The full report of WG3 is attached as Annex 10.

4 J. Introduction of UN Initiative on Global Geospatial Information Management (GGIM) 21. Dr. Hiroshi Murakami, in his capacity as Co-Chair of the Second Preparatory Meeting on GGIM which was jointly convened by the United Nations Statistics Division and the United Nations Cartographic Section in May 2010 in New York, USA, introduced to the PCGIAP members the background and current status of the UN initiative on GGIM. Ms. Jane Hong, representing the Korean Delegation, invited the participants to the First UN Forum on GGIM, which will be hosted by Korean Government and convened on October 2011 in Seoul, Korea. The full report is attached as Annex 11. K. Reports from Liaison organizations 22. FIG: Prof. Stig Enemark, President of the International Federation of Surveyors (FIG), introduced FIG as the premier international organization representing the interests of surveyors worldwide with the national member associations from more than 100 countries. In general, FIG strives to enhance the global standing of the profession through both education and practice, increase political relations, help eradicating poverty and facilitate economic, social and environmental sustainability. The full report is attached as Annex ICA: Prof. William Cartwright, President of the International Cartographic Association (ICA), outlined ICA s mission and goals with the recent activities. He introduced that ICA is the world authoritative body for cartography with production, dissemination and study of maps. As a part of their activities, ICA made their efforts to have successful conferences and publications. The full report is attached as Annex ISO/TC211: Dr. Olaf Ostensen, President of ISO/TC211, presented a status report. He introduced that ISO/TC 211 is a standard technical committee formed within ISO, tasked with covering the areas of digital geographic information and geometrics. It is responsible for the preparation of a series of International Standards in order to ease the establishment of geospatial infrastructures at local, regional and global levels. The members of PCGIAP were encouraged to contribute to and benefit from the standardization activities of ISO/TC211. The full report is attached as Annex EUROGI: Prof. Mauro Salvemini, President of EUROGI, presented the report of EUROGI s history, vision and missions as well as activities, including the development

5 of the Infrastructure for Spatial Information in Europe (INSPIRE). The aim of the INSPIRE Directive that came into force on 15 May 2007 is to create a European Union (EU) spatial data infrastructure. This will enable the sharing of environmental spatial information among public sector organizations, which will assist in policy-making across boundaries. The full report is attached as Annex ISCGM: Prof. Fraser Taylor, Chair of the International Steering Committee for Global Mapping (ISCGM), presented the report on ISCGM s recent activities. As of 1 June 2010, Global Map data of 75 countries and regions were released from the ISCGM website corresponding to 59.9% of the whole land area on the Earth, and the number of participating countries and regions rose up to 180 countries corresponding to 96.6% of the whole land area of the Earth. The full report is attached as Annex GSDI: Dr. Abbas Rajabifard, President of GSDI Association, presented GSDI s founding principles, mission, vision, goals, conferences and tasks in He reminded that a call for proposals has been issued on its Small Grants Program for SDI-related activities in less developed nations. A major project focus of the organization over the past twelve months is further development of the Geographic Information Knowledge Network (GIK Network- The full report is attached as Annex JBGIS: Dr. Mark Cygan, Chair of the Joint Board of Geospatial Information Societies (JBGIS) outlined JBGIS founding principles, mission, goals and recent activities. He introduced JBGIS is a coalition of leading international geospatial societies which has as its primary goal to speak on behalf of the geospatial disciplines at an international level, especially to the United Nations and other global stakeholders. The full report is attached as Annex EuroGeographics: Mr. Dave Lovell, Executive Director of EuroGeographics made a presentation on its founding principles, mission, vision and recent activities. It is nonprofit organization formed in 2001 as the membership association and representative body of the European national mapping, land registry and cadastral agencies. The full report is attached as Annex 19. L. Working Group sessions 30. WG1 on Geodetic Technologies and Applications, WG2 on Geospatial Data

6 Management and Services and WG3 on Spatially Enabled Government and Society met for detailed discussions in parallel sessions. Each Working Group presented a report back to the plenary. M. Report back to Plenary from Working Group Mr. Shigeru Matsuzaka, Chair of WG1, provided a summary of the discussions at the WG parallel session to the plenary. Work plan for was discussed to define projects, aims and responsibilities. The WG1 arranged to continue to produce a weekly regional reference-frame solution in the Asia-Pacific Reference Frame (APREF) initiative. Member countries were encouraged to take part in the APREF. 32. WG1 decided to organize the next APREF Workshop, a dedicated WG meeting at the end of 2011 in Australia, if the situation is allowed, it will be held possibly with the IUGG XXV General Assembly. It was also proposed to identify additional analysis centers within the member countries and encourage additional solutions. N. Report back to Plenary from Working Group Mr. Hadi Vaezi, Chair of WG2 presented the content of the discussion of the WG2. The objective for WG2 until the next UNRCC-AP was agreed on as "to improve access to data so as to support disaster management in a number of ways for the Region". The activities of the working group will focus on the development of spatial data for disaster management, and access network and web services for disaster management through two questionnaires and geo-portal for the Region. 34. WG2 decided to prepare and distribute another two questionnaires to survey accessibility to spatial data and methods of data exchange, and the fundamental socioeconomic geospatial data for better disaster management by the 17th PCGIAP meeting. O. Report back to Plenary from Working Group Mr. Greg Scott, Chair of WG3, reported on the discussions of the WG3 session. The meeting reviewed and discussed the WG s 4 case studies. WG3 decided to implement and report case study 1 on Geospatially Enabling the Australia-Indonesia Facility for Disaster Reduction (AIFDR), and to table final reports on case studies 2 and 3: 30 September 2009 West Sumatra Earthquake Post-Disaster Data Collection, and Strengthening Spatial Data Development and Delivery in the Philippines. Case study 4 was initiated on Sea Level Rise An Analysis of Tide Gauge Data and Satellite

7 Altimetry around the Southeast Asian Coastal Regions. 36. WG3 will also undertake a study to understand, compare & determine the state of spatially enabled government & society in the region via an online questionnaire. The 4th annual forum on Land Administration will be convened in Mongolia in P. Resolutions 37. Three resolutions were adopted at the meeting. The full text of the resolutions is attached as Annex 20. Q. Next meeting 38. In light of potential conflicts of the initially proposed dates of 5 and 6 July 2011 for the 17 th PCGIAP meeting in Mongolia with other international conferences, alternative dates were discussed and tentatively set on 21 and 22 July for the meeting and on 19 and 20 July 2011 for the 4 th Land Administration Forum, pending the final decision at the Executive Board meeting. R. Closing 39. Dr. Hiroshi Murakami, Vice President of PCGIAP, reviewed the three-day program of the 16th PCGIAP meeting and concluded it by extending gratitude to all the participants for their hard work and valuable contributions. He expressed special thanks to Mr. Vincent Hoong, Chief Executive of SLA and his staffs for their great hospitality and strong support in hosting the meeting.
