2 Acknowledgements Since 2018, the Kyrgyz Republic has been elected as a member of the Commission on Narcotic Drugs, an important international body established to ensure implementation of the Single Convention on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971 and the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of In this new capacity, a high-level delegation of the Kyrgyz Republic took part in the work of the 61 st session of the Commission on Narcotic Drugs, which was held in Vienna (Austria), from 12 to 16 March The delegates participated not only in the plenary meeting, but also in a number of other important bilateral and multilateral events held on the sidelines of the session. Considerable preparatory and organizational work has been carried out by the Kyrgyz Republic to ensure its membership in the Commission on Narcotic Drugs and decently fulfill its obligations to the world community. In this regard, as head of the delegation of the Kyrgyz Republic at the 61 st session of the Commission on Narcotic Drugs, I would like to express my gratitude to the UNODC Programme Office in the Kyrgyz Republic, the Delegation of the European Union to the Kyrgyz Republic, the management of EU programs, CADAP 6 and EU-ACT, for their support and participation in the work of the delegation of the Kyrgyz Republic. Pre-session consultations In accordance with the agenda of the 61 st session of the Commission on Narcotic Drugs, on 9 March 2018, the representatives of the CND member states took part in pre-session consultations. Mr. T. Isakov, Executive Secretary of the State Coordination Committee on Drug Control, and Mr. A. 7 3.5. Plenary meetings Vienna International Center The sixty-first session of the Commission on Narcotic Drugs was held at the Vienna International Center (VIC), Wagramer Strasse 5, 1220, Vienna. The session opened on Monday, 12 March 2018, at 10:00 a.m., in the plenary hall, on the first floor of building M. 10 Voting on introducing changes in the scope of control of substances In accordance with Article 2, paragraphs 1 and 4, of the Convention of Psychotropic Substances of 1971 and Article 3, paragraphs 1 and 2, of the Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol, the Director-General of WHO, in his letter dated 27 November 2017, notified the Secretary-General that WHO recommended to schedule: a) carfentanil - Schedule I and Schedule IV of the Convention of 1961 as amended by the 1972 Protocol; b) ocfentanil - Schedule I of the Convention of 1961 as amended by the 1972 Protocol; c) furanylfentanyl - Schedule I of the Convention of 1961 as amended by the 1972 Protocol; d) acryloylfentanyl (acrylfentanil) - Schedule I of the Convention of 1961 as amended by the 1972 Protocol; e) 4-fluoroisobutyrfentanyl (4-FIBF, pfibf) - Schedule I of the Convention of 1961 as amended by the 1972 Protocol; f) tetrahydrofuranylfentanyl (THF-F) - Schedule I of the Convention of 1961 as amended by the 1972 Protocol; g) AB-CHMINACA Schedule II of the Convention of 1971; h) 5F-MDMB-PINACA (5F-ADB) Schedule II of the Convention of 1971; j) UR-144 Schedule II of the Convention of 1971; k) 5F-PB-22 Schedule II of the Convention of 1971; l) 4-fluoramphetamine (4-FA) Schedule II of the Convention of Mr. A. 11 In accordance with the regulations, the chairperson of the Commission on Narcotic Drugs voted on the issue of introducing changes in the sphere of substances control. Scheduling of each of the proposed substances was carried out separately. Araev On 12 March 2018, on the sidelines of the 61 st session of the Commission on Narcotic Drugs the Head of the delegation of the Kyrgyz Republic Mr. A. Araev and the Head of Counter Narcotics Service of the Ministry of Interior of the Kyrgyz Republic Mr. I. Bakirov had a meeting with the Chief of the UNODC Regional Section for Europe, West and Central Asia at the headquarters of UNODC. Mr. A. Schmidt informed the participants of the meeting about UNODC activities in various spheres of drug control, including countering new psychoactive substances, as well as the spread of drugs through the internet and drug money laundering. 11
12 In response, the Head of the delegation noted that the Kyrgyz Republic attaches great importance to cooperation with the UNODC, which today provides the country substantial support in the fight against illicit drug trafficking. This is primarily improving the regulatory framework of the Kyrgyz Republic in the field of drug control, building the capacity of anti-drug agencies and developing international cooperation, including strengthening the capacity of the Counter Narcotics Service of the Ministry of Interior of the Kyrgyz Republic, which is under development. He noted that only in the framework of UNODC K-50 in 2017, more than 80 employees of the Ministry of Interior of the Kyrgyz Republic participated in trainings. Extensive work has been carried out in the framework of the State Coordination Committee on Drug Control where the most topical issues of coordination and optimization of state agencies activities in the field of drug control were discussed. The Kyrgyz Republic also participates in implementation of UNODC HAS/K22 project to establish border liaison offices and strengthen cross-border cooperation in countering drug trafficking and crime. Mr. A. Araev also noted the contribution of the UNODC s Programme Office in the Kyrgyz Republic - its head Mr. A. Fedulov and national programme coordinator Mr. K. Borboev, who have done a remarkable work in attracting donor funds for the implementation of anti-drug projects in the Kyrgyz Republic. In conclusion, he informed Mr. Schmidt that the Ministry of Interior of the Kyrgyz Republic is considering to introduce amendments to the Action Plan for implementation of the Government s Anti-Drug Program in terms of strengthening the infrastructure of law-enforcement agencies to fight against drugs in connection with the construction of an alternative North-South road in order to reduce harm from possible drug trafficking. It is necessary to develop a set of preventive measures to counteract the Afghan drugs. Also, bilateral meetings were held with the Head of delegation of the Republic of Tajikistan, Chief of Drug Control Agency, Mr. Sherhon Salimzoda, the Head of the Main Directorate for Drugs Control of the Ministry of Internal Affairs of the Russian Federation, Mr. A. Khrapov, as well as the Head of the delegation of the Republic of Kazakhstan, First Deputy Minister of the Ministry of Internal Affairs of the Republic of Kazakhstan, Mr. Zh. Suleimenov. 12
13 3.7. Side events The high-level side event UN and SCO in the fight against narcotics drugs: new threats and joint actions The delegation of the Kyrgyz Republic took part in the high-level event SCO and UNODC in the fight against narcotics drugs: new challenges and responses, which included: SCO Secretary- General Mr. Rashid Alimov, Under-Secretary-General Executive Director of UNODC Mr. Yury Fedotov, and other officials. Araev welcomed the participants of the event and briefed them on some aspects of the implementation of drug policy in the Kyrgyz Republic. He noted that based on high goals of the Kyrgyz Republic s Anti-Drug Program and its Action Plan, Kyrgyzstan has achieved positive results in reducing the number of people registered with a drug dependence diagnosis in the past few years. This happened as a result of improving efficiency in combating the drug threat, reducing the availability of drugs, introducing new methods and means of treatment and drug prevention. Mr. A. Araev noted that in order to further enhance the efficiency of prevention activities, one should continue preparations for adoption of the SCO Concept on Narcotic Drugs and Psychotropic Substances. 13
14 From 2011 to 2016, 11 thousand drug-related crimes were uncovered in the Kyrgyz Republic. More than 160 tons of narcotic drugs, psychotropic substances and precursors were seized. The law-enforcement agencies of Kyrgyzstan together with competent authorities of foreign countries conducted 80 special joint operations during this period. Mr. A. Araev concluded his speech by highlighting the coordinating role of SCO in the field of drug control and development of international anti-drug cooperation in the region. In this regard, he proposed to continue preparations on adoption of Anti-Drug Strategy of SCO member-states for and its Action Plan. 16 At joint event The Head of the delegation of the Kyrgyz Republic Mr. A. Araev acted as a moderator of the event who after his welcome speech explained that the joint event was divided into two parts: - In the first part: Mr. Timur Isakov, Executive Secretary of State Coordination Committee for the Control of Drugs, Psychotropic Substances and Precursors, will make a presentation on historical, legal and organizational bases of drug policy in the Kyrgyz Republic; - In the second part: the colleagues from the European Union will make presentations: Mrs. Tatiana Levceva International Policy Coordinator, European External Action Service who will chair the second part of the event; Mr. Ernest Robello Project Leader of CADAP 6; Mr. John-Peter Kools Component Leader of CADAP 6, Trimbos Institute. Mr. Timur Isakov, Executive Secretary of State Coordination Committee for the Control of Drugs, Psychotropic Substances and Precursors, made a presentation on historical, legal and organizational bases of drug policy in the Kyrgyz Republic. 16
17 Event flyer (side event) of the Kyrgyz Republic After the presentation Mr. A. Araev gave the floor to the representative of the civil society of the Kyrgyz Republic, Mrs. B. Estebesova, Director of the NGO Socium, who noted the importance of joint work of state bodies and civil society organizations in the field of drug control. Giving the floor to the colleagues from the European Union, Mr. A. Araev noted that the Kyrgyz Republic and the European Union has long-established partnership in the field of drug control. It is based on the EU Drugs Action Plan, European Drug Strategy for and EU-Central Asia Action Plan on Drugs for as well as relevant decisions of the Government of the Kyrgyz Republic. 17
18 Mr. A. Araev noted that the Kyrgyz Republic highly appreciates the contribution of the European Union to the establishment and development of relations in the sphere of drug control and successful implementation of the fifth phase of CADAP. Its partners from Poland, the Czech Republic and other countries were awarded with medals and certificates of honor. All components introduced by the European Union continue to work fruitfully. The government of the Kyrgyz Republic is particularly proud of the programs Clean Zone and Atlantis in the penitentiary system of the Kyrgyz Republic. Mrs. Tatiana Levceva, International Policy Coordinator of the European External Action Service, acted as a chairperson and moderator of the second part of the event. Mr. Ernest Robello, Project Leader of CADAP 6, and Mr. John-Peter Kools, Component Leader of CADAP 6, Trimbos Institute (The Netherlands), made their presentations. 18
19 CONCLUSION In accordance with commitments under the Single Convention on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971 and the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, the Kyrgyz Republic is actively involved in international activities. One of the important areas of these activities is participation in the work of the Commission on Narcotic Drugs, an international political body operating in the sphere of control over circulation of narcotic drugs, psychotropic substances and precursors. In March 2018, the delegation of the Kyrgyz Republic took part in the work of the 61 st session of the Commission on Narcotic Drugs. It composed of representatives of the Government Office of the Kyrgyz Republic, the Ministry of Interior, the Ministry of Health, the Secretariat of the State Coordination Committee on Drug Control as well as civil society and relevant international organizations working in the Kyrgyz Republic. In the course of work, the structure of the delegation representing all segments of drug control came to be effective: Coordination: the Government Office of the Kyrgyz Republic and Secretariat of the State Coordination Committee on Drug Control; Supply reduction (countering illicit drug trafficking) the Counter Narcotics Service of the Ministry of Interior; Demand reduction (prevention and treatment) the Republican Narcology Center of the Ministry of Health of the Kyrgyz Republic; Control over turnover of legal drugs Drug Control Service, Department of Drug Supply and Medical Equipment under the Ministry of Health of the Kyrgyz Republic; Ensuring the rights of vulnerable groups of population PA Socium ; Cooperation with international organizations CADAP 6 and EU-ACT. To enhance the image of the Kyrgyz Republic as a state conducting a balanced policy in the field of drug control, a number of bilateral and multilateral events were organized together with international partners that received much-deserved attention of the CND member states and international organizations. On the whole, the participation of the delegation of the Kyrgyz Republic in the 61 st session of the Commission on Narcotic Drugs was fruitful and effective. 19
