2 Mexico Background Information With an area of almost two million square kilometers and 97.5 million inhabitants (2000 census), Mexico is the most populous Spanish-speaking country in the world and the second most populous country in Latin America after Brazil. The total expenditure of the Mexican public sector is 23.7 per cent of a GDP of US$ billion. The public sector employs almost 3 million people, in almost 300 institutions,13 per cent of which work for the central administration of the federal government After the 2000 presidential elections, Vicente Fox became the first Mexican president in 70 years who did not come from the Institutional Revolutionary Party (PRI). In 2003, congressional elections favored the opposition, giving the PRI and the Party of the Democratic Revolution (PRD) an increased majority over President Fox s National Action Party (PAN), whose congressional strength was significantly diminished. Both elections confirmed the competitiveness of Mexico s political system, but they also highlighted a situation that renders policy-making more challenging: presidential initiatives and reforms have been resisted by the opposition 2

18 Access to Public Information & Transparency The Federal Institute for Information Access (IFAI) operates and manages the unique system to handle information requests made by citizens (SISI) based on the Freedom of Public Information and Transparency Act (2002) General public information is also posted on government web sites Budget, salaries, organizational issues, directory, contracts, regulations, mechanisms for citizen participation, main programs and objectives, services, formats, auditing activities, Since June 2003, more than 120,000 citizen requests have been placed > 95% were handled on-line 18
