4 structural aspects of Brazilian municipalities the Constitution of 1988 establishes the municipality as the main unit of development, with technical, administrative and financial duties and powers the Statute of the City, approved on July 10, 2001, establishes the principle of democratic management, including budgetary responsibilities, and makes available a suite of management tools whose execution increase both popular participation and transparency in public administration aspects of public credit concession a limit of 45% of the net equity of financial institutions to issue contracts for credit operations with the public sector was established by the National Monetary Council macroeconomic restrictions impose a limit to the amount of credit available to the public sector limits on indebtedness imposed by the Fiscal Responsibility Law, which seeks to guarantee the financial health of the States, the Municipalities and the Union itself by restricting their investment capabilities 4
5 technological solutions for sustainable municipal development In partnership with other governmental institutions, Caixa supports two government programs in science and technology, these programs work in partnership with the academic and private sectors the objective is to provide technological solutions to the municipalities so that they can meet demands for environmental sanitation and housing which incorporate acceptable performance, are sustainable, are easy to operate and maintain, and operate within adequate costs compatible to each regional reality Brazil - overview Caixa sanitation andinfrastructure message 5

7 Brazil - overview Caixa sanitation andinfrastructure message Brazil sanitation policy in the 70 s at the end of the 1960 s only 35% of the Brazilian urban population had access to running water in 1971 national plan for basic sanitation - PLANASA was implemented state companies for basic sanitation were created to install water and sewage systems in all states the principles of sanitation policy in Brazil: 0 extension of water and sewage services to all urban centers and to the population at all income levels; 0 selection of the states as geographic, political and administrative bases; 0 self-sustainability sustainability of services through tariff revenues and cross-subsidiessubsidies 7
8 results: Brazil sanitation policy in the 70 s 0 in 1970, water supplies reached 11.9 million people and sewage systems reached 6.1 million 0 in 1984, water supplies reached 63.4 million people and sewage systems increased to 22.4 million people 0 in 1984, the system had reached 71% of Brazilian municipalities the collapse of PLANASA in the 1980s was result of: 0 control of tariffs by the Federal Government during a period of inflation; 0 indebtedness of sanitation companies; 0 inviability of the principles of self-sustainability sustainability and cross-subsidies; subsidies; 0 lack of sanitation in the poorest areas of the cities infrastructure services provision the institucional model of services provision in Brazil is basically organized at regional level, with 25 public companies controlled by states, rendering services to 70% of Brazilian municipalities and 77% of urban population public municipal organizations serve about 20% of Brazilian urban population, at 1,490 municipalities, concentrated in South and Southeast regions private companies provide services to approximately 4% of urban population 8
