3 Energy a cost factor for municipal households The demand for energy across the globe continues to grow. Cities account for approximately two thirds of energy consumed worldwide and 70 % of the greenhouse gas emissions related to people. Energy prices have experienced nothing but growth for years now. Even in places where prices for electricity and heating appear low from a customer standpoint, subsidies actually end up footing the bill in many cases, which are in turn covered by national budgets that are funded by tax payers. In many places, extreme weather conditions continuously create energy delivery shortages, resulting in unheated working places, schools, hospitals and living areas in the winter and turning these spaces into ovens during the summer months. This situation even forces businesses to halt production in many cases. Those who can afford it seek relief by purchasing expensive and polluting back-up systems such as electric heaters, wood ovens or diesel generators. Cities and municipalities are affected by this situation in a variety of ways. In places where they serve as energy providers for their residents, political considerations often limit their range of options in the area of energy price policy. They are unable to request price levels corresponding to market conditions, whose attained surpluses could otherwise be used to reinvest in energy efficient technologies. It follows that financial incentives that would benefit residents cannot be paid for without sufficient funds. Furthermore, municipalities are significant energy consumers themselves. Municipal administrative buildings, schools, kindergartens, public swimming halls, social and health facilities must all be heated and air conditioned; municipal vehicles require fuel and, without

4 power, neither streets nor buildings can be lit, nor can drinking water be drawn from faucets. Along with wages, social services and infrastructure measures, energy is now also a large cost factor in municipal household budgets and its weight is only increasing in tandem with rising energy costs. The financial situation of municipalities is extremely precarious in many countries across the globe. National governments constantly obligate their municipalities to assume a greater number of tasks without providing the municipal parliaments recognise the acute actuality of the energy issue and the following advantages that could be attained: Long-term municipal budget relief via measures that increase energy efficiency as a result of lowered energy consumption by municipalities and the population Reduction of damaging greenhouse gases, resulting in a contribution to climate protection Additional income from the generation and marketing of electricity and heat from regenerative sources Strengthening of both the local and regional economies on account of heightened demand for products and services in the areas of renewable energies and energy efficiency High political marketability in regards to the population: Municipalities as role models Solar-thermal system Increase in energy security necessary financial means for their implementation. In many places, critical administrative functions that would grant municipalities necessary financial autonomy and make them independent of national financial allocations have not yet been introduced. Legal frameworks place further limits on municipalities and reduce their financial manoeuvrability greatly. An energy market can create positive impulses for regional economic development, as expanding markets are linked to the creation of new jobs. Municipalities can profit from being role models for residents on account of their contributions to environmental protection and energy efficiency as well as create incentives for outside businesses and private individuals to move in. This clearly proves to be a win-win situation for everyone involved: 04

5 the government, the economy and civil society. Pressure is already mounting: should nothing be done, the impact chain can reverse and create negative impacts. In this case, energy consumption rises further while the financial burden for municipalities, businesses and private households grows, as do CO 2 emissions. Manoeuvrability for the municipality continues to tighten, creating negative impacts in other areas. Additional environmental degradation is the result and positive opportunities for economic growth in the region remain underutilised. Though the incentives may sound very enticing, measures such as these do not initiate themselves on their own. Initiative must first be taken in order to get things started. The desire to change often starts with high hopes that turn into sober realisations. Municipal energy management does not work when it is given second rank, especially if expertise is merely requested but not present at home. Energy is, after all, an issue that affects the broadest range of areas within municipal administrations: water works, sewage, transport, waste management, construction, building administration, municipal corporations, and many more. Without the necessary administrative structures, it is impossible to simultaneously include various public authorities while also engaging the private sector and the populace. This opens room for internal conflicts and establishes barriers within the public authorities. The question of financing also becomes an issue at some point funds for the necessary personnel and their professional training, the required equipment and facilities, as well as investment money for the measures themselves. 05

6 The Covenant of Mayors as a catalyst for energy efficiency and climate protection The Covenant of Mayors is a mainstream European movement involving local and regional authorities, voluntarily committing to increasing energy efficiency and use of renewable energy sources on their territories. By their commitment, Covenant signatories aim to meet and exceed the European Union 20 % CO 2 reduction objective by ( about/covenant-of-mayors_de.html) In 2008, the European Commission launched an initiative for cities and municipalities that sought to forward their efforts in the areas of energy efficiency and climate protection. The initiative, the Covenant of Mayors, has been expanding its scope ever since. The Covenant promotes the goal of municipalities reducing their CO 2 emissions by at least 20 % by the year Participation is voluntary and not just limited to cities and municipalities of EU member states. Participants include cities and municipalities in regions such as North Africa, Latin America and New Zealand. The EU now also supports its own Covenant initiatives in Southeast Europe and North Africa. Upon signing the Covenant, a participating municipality submits a baseline emissions inventory that, among other considerations, sets a CO 2 emissions level based on a particular year, which later serves as the reference point for measuring progress. The next step is the creation of a Sustainable Energy Action Plan (SEAP) that outlines planned measures. Implementation is contingent upon the adjustment of existing administrative structures, professional training for municipal employees and continuous public outreach. Regular monitoring allows for the constant adjustment of activities and ensures progress on the way to achieving Covenant goals. The SEAP and the baseline emissions inventory are checked by the certified Covenant of Mayors Office, an agency of the EU Commission that is responsible for monitoring the entire process. Participants who break the rules of the programme are requested to leave the Covenant. The entire process is based on transparency and is viewable by anyone on the internet, contributing to public outreach. Many municipalities come to realise that the time and cost requirements of the Covenant of Mayors end up being higher during the implementation phase than initially assumed. Also contributing to this is the fact that many cities and municipalities have little experience in including the private sector and civil society in municipal decision-making processes. Deficits in expertise, technical know-how and personnel can often lead to baseline emission inventories and SEAPs that are either qualitatively poor or created by consultants without input from municipal personnel. This leads to the formal presence of the necessary documents but does not ensure that implementation proceeds as it should. 06

7 This is likely a factor contributing to the relatively low number of certified SEAPs: even though the Covenant of Mayors has been able to motivate over municipalities into participation, the Covenant of Mayors Office has only accepted around 500 SEAPs (less than 15 %) to date. For this reason, integrated support and advisory programmes are suggested and not only on the municipal level. Along with professional expertise in the areas of energy, transport, building technologies, urban development, water management, sewage and waste management, partners profit from GIZ s years of experience in the areas of energy policy advice, municipal self-management, network establishment, the formation of dialogue processes, and various forms of citizen participation. Solutions and GIZ services In order to broadly implement measures for the improvement of energy efficiency and climate protection on the municipal level, cooperation among actors with significant energy interests on all governmental levels is ideal. This includes the micro level (individual municipalities and service providers), the meso level (municipal and economic associations, networks and Covenant of Mayors supporters), and the macro level (such as ministries of energy and economy). Varied interests and divergent expertise and resources of the participating municipalities do, however, call for individually customised approaches in each country, comprising service packages that are created on a case-by-case basis. The results are aimed at realising middle and long-term change rather than easily marketable short-term goals. GIZ has aided numerous municipalities with their engagement in the Covenant of Mayors. The organisation supports municipalities in the expansion of necessary competencies, the recognition of measures that lead to the improvement of energy efficiency and climate protection, as well as planning and implementation. GIZ advises decision makers from all levels in regards to required structural adjustments and the formation of legal, economic and organisational parameters that strengthen municipal self-management and enable effective energy and climate management. Collaboration among actors with significant energy interests on all levels 07

9 Building of networks and creation of platforms for energy dialogues Networking of actors in the energy field, creation of energy efficiency networks Establishment of national and regional dialogue platforms for supporting energy dialogue on all governmental levels (municipal, ministerial, association, etc.) Management of campaigns to expand the scope of the Covenant of Mayors and share results and experience derived from municipal energy measures Assistance with planning and implementation of concrete energy efficiency and environmental protection measures Enhancement of given parameters for municipal energy management Providing advisory services for governmental institutions and authorities about legal parameters (such as energy and tariff policies, municipal self-governance, decentralisation) Technology transfers Intermediation for cooperation with the private sector Training of municipal energy managers An example from the field: Ukraine Existing conditions Cities in Ukraine contribute to roughly 80 % of the CO 2 emissions of the entire country. The Ukrainian energy sector is characterised by lacking energy security, acute dependence on fossil fuels and unsatisfactory national energy policies in the areas of energy efficiency and climate protection. Energy standards as well as energy-related building codes are either absent or not implemented. Numerous laws and regulations stand in contradiction to one another while energy prices are subsidised, despite high import costs, and price structures lack transparency. Many portions of the population receive additional high subsidies and thus have little incentive to save energy. Ukrainian municipalities are especially impacted by these trends. In many cases, they are obligated to provide energy services without the necessary financial backing from the national level. Reforms aimed at extending municipal self-governance get held up, resulting in little fiscal manoeuvrability. Many municipalities are forced to utilise their available funds in state-mandated services such as the heating of schools, kindergartens and administrative buildings. Such buildings have high energy demands due to lacking or insufficient insulation as well as inefficient air and water heating systems. Street lights likewise make use of out-dated technologies, as do the water works, which consume large amounts of energy on account of high specific water demand and leaky pipes. 09

10 Four Ukrainian mayors declared these problems paramount and founded a non-profit organisation called Energy Efficient Cities in Ukraine. Our approach Support for pilot municipalities in the area of energy management in buildings GIZ provides advisory services for selected municipalities in the introduction of municipal energy management systems, creates training programmes for energy auditors and trainers, supports municipalities in the adjustment of administrative structures, and assists in the implementation of information campaigns and concrete technical measures aimed at increasing energy efficiency. Information exchanges and network creation GIZ promotes information exchanges among localities and supports municipalities, government offices, the private sector and civil society in the establishment of energy dialogue platforms. GIZ also initiates cooperation structures in the areas of industry, services and products related to increases in energy efficiency between Germany, Europe and Ukraine. Strengthening of the Energy Efficient Cities in Ukraine association Integrated Experts from the Centre for International Migration and Development (CIM), run by the German Federal Employment Agency and GIZ, are currently assisting the association in the creation of an official support office of the EU for the Covenant of Mayors in Southeast and Eastern Europe, Central Asia in Lviv (Ukraine) and Tiflis (Georgia). 11 Improvement of legal parameters GIZ provides advisory services for the Ukrainian government including the Ministry for Regional Development, Construction, Housing and Municipal Economy in the adjustment of legal parameters relating to the increase of energy efficiency in buildings. Results and impacts Not too long ago, energy efficiency was a practically unknown issue in Ukrainian municipalities. This has changed greatly in the last few years. Many municipalities have gained access to investment funding through their cooperation with GIZ. The implementation of the first energy efficiency measures have also already begun in many localities. Politicians, mayors, energy managers and representatives from the economy have had first-hand exposure to the potentials that exist in the areas of energy and environment at the municipal level and seen how these potentials can practically be attained during various study trips to Germany. Future generations A law pertaining to regulations in the building sector that accord with European energy efficient building guidelines is soon to be passed by the Ukrainian parliament. The Covenant Support Office in Lviv has started operations and currently offers services to the municipalities for the implementation of the Covenant of Mayors. The Training Centre for Energy Management at University of Kyiv now offers regular professional training programmes for municipal energy managers. The association Energy Efficient Cities in Ukraine already boasts over 30 member cities that have active energy and environmental management programmes and 11 cities have already entered into the Covenant of Mayors. The association developed a dual-level energy management model along with its partners that has successfully been implemented in the first Ukrainian communities and resulted in these communities submitting an SEAP for review. Other cities have worked out municipal energy plans, carried out energy audits and sparked demand in energy efficiency services through numerous information campaigns.
