1 Four Corners Land Owners Association General Meeting February 28, 2008 Meeting Called To Order 7:02 p.m. (~35 people present) Location: Sutter s Mill Elementary School Old Business Meeting minutes are available on the website to read before the meeting. New Business Announcements - Brenda Election of Officers, Recorder, Vice President and Park/Lake Manager, to be held this meeting. Roles and Procedures for the 3 open positions were handed out. Requested loan of a projector for community events and general meetings The Road Zone meeting and voting on road issues will be held after the Gen Mtg. at the Arrowbee Road Zone meeting. Treasurer s Report Jill Balances Checking Account = $14, CD Balance = $ , just renewed for 7 months 2008 Budget Copies of the proposed budget were handed out and items were discussed. No changes were suggested so a vote for approval was taken. Motion by Lois to accept the proposed budget 2 nd by Iona Neighborhood Watch Report Carmen/Brenda New Neighborhood Watch Coordinator Brenda Finneran is the new neighborhood watch coordinator and Carmen will help her. They updated the watch areas to distribute the parcels more evenly. A captain is need for area 14. Updates There have not been any new phone calls since the thefts in January so Brenda will take down the attention signs posted on the mailboxes. A sheriff s report can be filed online. The website contains a link to the report page of the Sheriff s site. Q. What time of day were the thefts?

2 A. They were in the late evenings. Any fires reported this season will be put on the website for all to see but the immediate parcel owners will be phoned via the neighborhood watch phone tree. Be aware of your exit areas. Please keep Brenda updated with phone numbers and addresses. Q. How many break-ins were reported? A. Brenda said she got 6 phone calls about thefts. Lake/Park Report Janet Dam Inspection Completed The Department of Water Resources completed the annual dam inspection a few months ago. The dam looks good but we need to work on cattail removal. We have the chemicals on hand and will spray in a few weeks. We also need to step up our fight against the muskrats on the dam. Janet will get the report to webmaster to post Weed Abatement Program The park will continue to be mowed by the same volunteers this year. The Powells have sprayed weeds and generally cleaned up the park in the past and plan to continue. We appreciate all the volunteers. Sink holes on the peninsula need to be filled and sweeping off the dock is always needed. Clay offered to fill in the sink holes. Clay said he was going to have some work done this summer by someone with equipment that could reach out and dig about twenty feet. He suggested that if we want to use this equipment to clean out the beach area we could do it at the same time and save a transit and setup fee. The cost is $100 per hour. Last general meeting it was suggested the lake needed to be cleaned out but to do it like it was done before would require the lake be lowered. The idea of opening the valve was not a popular one and Clay s idea seemed to be an interesting compromise. Before a motion was made, someone said they were uncomfortable voting on anything that was not on the agenda and we should postpone anything about this topic until it could be posted on an agenda and everyone be given a chance to attend. The opposing view was that if we always wait to vote on unplanned topics that come up at a meeting we would never get anything done. The membership should be aware that voting will occur at general meetings. A clear majority did not wish to wait and wanted to be able to vote on motions in the meeting even if they were not agenized. Since this was not on the agenda it was decided to continue with the meeting as planned and return to this topic if time permitted. The extension to the weed mower will be purchased this spring. It will extend the reach of cutting weeds by 4 feet. We will still spray close to the beach with Reward to control weeds we cannot get to with the lake mower.

3 Dead Stump in Lake The stump from cutting a dead tree last year will not be able to be seen when the water level rises and it will be a safety problem. Janet said she plans to attach a buoy to it to mark where it is until we can get it cut off. Dropped Lake/Park Policy When the lake policies were voted on and approved at the last general meeting, number 14 was dropped due to wording problems. Janet proposed new wording about special events held at the lake. After some discussion it was decided to use the wording The FCLOA may host fundraisers or other community events at the park. Members who want to host non-fcloa special events at the park and lake (i.e. weddings) must first obtain FCLOA Board approval. Proof of insurance may be required. Motion by Iona to accept the new wording on #14 of the lake policy 2 nd by Clay Weeping Willow Tree Julie presented the idea that we plant a memorial tree at the lake. It was initially proposed to be for one person but since then several others have passed that we would like to remember, so the plan now is to make it a general memorial. A small, generic plaque will be placed at the base of the tree. Motion by Pam to plant a memorial tree at the lake 2 nd by Jill Fundraiser Report Julie 2007 Results Movie nights made a little money and were well attended The Rummage Sale made about $800 and paid for the tables and BBQs at the park 2008 Fundraisers / Community Events Rummage Sale Saturday May 17. Donate items or rent a booth for $10 Movie Nights if we get a projector we will hold 2 events; June 27 and Aug 8, Friday nights Annual Picnic last year we didn t have a very good turn out in August. So, we will have the picnic on Sunday, July 13 this year.

4 Legal Status Report Lois Summary of Attorney Legal Opinion Last year a Home Owners Association (HOA) attorney was consulted about FCLOA status, responsibilities to residents, and any legal limitations. The letter from the attorney is posted on the website for all to download or read online. The main points are: 1. FCLOA is not a Davis-Stirling HOA 2. FCLOA membership is voluntary 3. FCLOA does not have the right to put a lien on any parcel 4. FCLOA does not have the authority to enforce any CC&Rs (there may even be liabilities if we try to do so) 5. Access to the lake and park cannot be granted in any CC&Rs without the authorization of FCLOA 6. No parcel can be forced into a common set of CC&Rs. Disclosure Letter A letter was passed out that will be sent to all realtors listing in this area or have listed in the past. It is a disclosure letter to be given to clients along with other disclosure information. The goal of this is to educate potential residents of Arrowbee Ranch Estates about FCLOA activities, responsibilities, requirements for membership and the Arrowbee Road Zone of Benefits. A copy of this letter will be posted on the website and placed in the next newsletter for all residents. Lake and Park Decals / Passes Pam Option for Non-Parcel Owners If a parcel owner does not join FCLOA and pay the annual membership, any renters on the parcel do not have the right to use the park and lake. Therefore, it was suggested that we offer renters the option of paying the annual $100 fee and receive an annual pass to the lake and park. This would not be any type of membership with any rights that members have other than permission to use the park and lake. Any renters interested in the annual pass, upon payment of the $100, would receive a copy of the lake policies and must sign that they understand these policies and are willing to abide by them. The bylaws will be modified to include this and presented at the next General Meeting for approval. Motion by Pam to allow renters to purchase an annual lake/park pass 2 nd by Jeanette Use and Distribution of Decals Two decals per paid parcel are mailed to the parcel owner when dues payments are received. Extra decals may be purchased for $1.00 each. If you did not get your decals, contact Brenda.

5 Election of Officers Brenda Call for Nominees Vice President no one volunteered or was nominated but Julie Gibson offered to stay on if no one else wanted to serve. Lake/Park Manager no one volunteered or was nominated but Janet Barbieri offered to stay on if no one else wanted to serve. Recorder Lois Fortress is stepping down from the Recorder office. Iona Merideth volunteered to serve as Recorder for the 2008/2009 term. Motion by Clay to accept Julie, Janet and Iona as officers 2 nd by Lois Dredging and Scraping Lake With the time remaining in the meeting the discussion of cleaning out the lake was continued. Accumulation of sludge should be removed while the lake is low to keep it clean and healthy. This would also help keep the weeds down. If we dredge the lake we may have to lower the lake a little more to scrape down to the serpentine. The valve does not always close so no one was very positive about lowering the lake water level. With so many weeds in the lake the scraping may only be effective for one year anyway. Over time the lake will become a meadow if we don t do something. Clay s suggestion of using the equipment to scrape out the sludge does not require the lake to be lowered. It could be scraped about 20 feet out from beach area. Therefore, it was agreed that the board will gather information and hold a general meeting to decide pros and cons, area to be scraped and cost. The board will look into having the sludge tested for hazardous materials before it is disturbed. Motion by Iona to defer to the board for researching the scraping idea. A separate meeting is to be held to determine if we scrape, the area, and cost. 2 nd by Joe Wilcox Approve: all Oppose: none Motion to adjourn by Clay 2 nd by Jim Ware Approve: all Oppose: none
