7 Solicitation Process CTTS Planning Contract - State Process 130 working days from RFQ kick-off to contract execution Two-Step process Statement of Qualifications (SOQs) Evaluation Short listed providers move to Interview phase Interview Selected firms move to Negotiation phase RFQ Screening Make sure to follow the RFQ and submit all applicable documents required Interview and Contract Guide (ICG) If your team is selected for an interview this document will outline the process, presentation topics, and scoring criteria Negotiations 7

Past-performance will be captured at the interview phase What we are looking for in your response (SOQ) We are interested in meeting the contract goals and consultant characteristics Target SOQ responses to answer each question. 12 RFQ Requirements All firms must be pre-certified before RFQ closes Project Team Composition (PTC) Form (Parts 1, 2, and 3) must include the standard work categories, NLCs, HUB firms, and percentages of work identified in the RFQ Organization Chart not needed for SOQ Examples of Work Categories Systems Planning Feasibility Studies Archaeological Surveys Socio-Economic & Environmental Justice Analysis NLC Travel Demand Modeling NLC Public Involvement Prime provider shall perform at least 30% of the work for the solicitation HUB goal is tentatively set at 23.7% 12

16 CTTS Planning Overview The corridors on the Central Texas Turnpike System (CTTS) include Loop 1, SH 45N, and SH 130 segments 1-4 and SH 45SE. A Capital Improvement Plan (CIP) will identify project needs for the CTTS and provide TxDOT decision makers a tool for financial planning and policy setting. The CIP will prioritize a list of recommended projects and improvements in three categories: short (1-4 years) mid (5-10 years) long range (10+) 16

17 CTTS Planning Overview CTTS Capital Improvement Plan The CIP will include the following items of work: Traffic Studies Operational Improvements Coordination with local government partners Preliminary Cost Estimates for Capital Improvements 17

18 CTTS Planning Overview Update of the Ultimate Schematic An update of the ultimate schematic for the CTTS is needed in conjunction with the CIP and includes the following items of work: Data collection Identification of potential ROW needs Identification of environmental constraints 18

19 Project Overview Purpose and Need TxDOT has a clearly defined planning process through the Unified Transportation Program (UTP), but improvements to the CTTS fall outside of traditional statewide planning and UTP funding. Ultimate schematics for CTTS warrant updates End Result Development of a CIP that identifies a priority list of projects to facilitate CTTS short, mid, and long term system planning improvements Preparation of an updated ultimate schematic for the CTTS corridor 19
