1 Cabinet: Start of the Couillard era April 23, 2014 At 2 p.m. this afternoon, the Premier announced the members of his new ministerial team. With 69 MNAs from all s of Quebec, Philippe Couillard has appointed many newcomers. He is also putting his trust in a few veteran MNAs, including Pierre Moreau, who came to public attention during the leadership race. With the chiefs of staff appointed by the Premier s office yesterday, it is now the MNAs turn to learn what their responsibilities will be. Sécurité publique and deputy premier Lise Thériault, MNA for Anjou Louis-Riel, is returning to Cabinet. She previously served as minister of Immigration and Cultural Communities and minister of Transport. Conseil du Trésor Martin Coiteux, MNA for Nelligan, is making his Cabinet debut. Previously, he was the Bank of Canada s main representative in Quebec. Finances Carlos Leitao, MNA for Robert-Baldwin, is a first-time Cabinet minister. He was previously chief economist at the Laurentian Bank. Développement économique, Innovation et Exportation Jacques Daoust, MNA for Verdun, is a first-time Cabinet minister. A well-known banker, he previously served as president and CEO of Investissement Québec. Environnement, Développement durable et Changements climatiques David Heurtel, MNA for Viau, is a first-time Cabinet minister. He was previously CEO of the Parc Olympique de Montréal. Énergie, Ressources naturelles, Plan Nord, responsible for the Laurentides and Lanaudière s Pierre Arcand, MNA for Mont-Royal, is returning to Cabinet. In the past, he was responsible for several portfolios, including International Relations, and Sustainable Development, Environment and Parks. Transports, responsible for the Montreal Robert Poeti, MNA for Marguerite-Bourgeois, is a new Cabinet minister. He spent his career with the Sûreté du Québec and is recognized as a public security expert. Justice, Condition feminine, responsible for the Outaouais Stéphanie Vallée, MNA for Gatineau since 2007, is joining the Cabinet. Prior to her election, she was the chief federal negotiator at Aboriginal Affairs and Northern Development. Culture et Communications, responsible for the French language Hélène David, MNA for Outremont, is joining Cabinet for the first time. She was previously vice-rector responsible for international relations, la Francophonie and institutional partnerships at Université de Montréal. First elected in 2008, she was parliamentary assistant to the minister of Immigration and Cultural Communities and the minister of Families. Affaires intergouvernementales canadiennes, Réforme des institutions démocratiques Jean-Marc Fournier, MNA for Châteauguay, is returning to Cabinet. He is an experienced MNA who has been responsible for five different ministries, in addition to serving as government house leader and interim leader of the Official Opposition. Agriculture, Pêcheries et Alimentation Pierre Paradis, MNA for Brome-Missisquoi, is finally returning to the Cabinet. He was first elected in 1980 and has already served as minister of Municipal Affairs and Housing, minister of Employment and Labour and minister of Income Security. Emploi et Solidarité sociale François Blais, MNA for Charlesbourg, is a first-time Cabinet minister. Previously, he was dean of the faculty of social sciences at Université Laval. Tourisme, responsible for the Chaudière-Appalaches Dominique Vien, MNA for Bellechasse, is a returning Cabinet minister. She was previously minister of Government Services and minister responsible for social services. Travail, responsible for the Quebec City Sam Hamad, MNA for Louis-Hébert, is returning to the Cabinet. Previously, he was responsible for several portfolios, including Economic Development, Transport and Labour.

He previously served as minister of Canadian Intergovernmental Affairs, minister responsible for reforms to democratic institutions and access to information, minister of Transport. Forêt, Parcs et Faune, responsible for the Centre-du-Québec Laurent Lessard, MNA for Lotbinière-Frontenac, is returning to Cabinet. He was previously responsible for several ministries, including Agriculture, Fisheries and Food, Labour, and Municipal Affairs.
