4 PROPOSED GEOGRAPHICAL COVERAGE FOR UMTA Based on existing constitutional structure of million plus cities, an urban area could fall under any one of the following four categories shown below: State Capital Urban Area with one major Municipal Area, e.g. Hyderabad, Bhopal, Jaipur etc. State Capital Urban Area with more than one major Municipal Area, e.g. Ahmedabad and Gandhinagar Municipal Corporations, etc. Non-State Capital Urban Area with one major Municipal Area, e.g. Kanpur, Jabalpur, etc. Non-State Capital Urban Area with more than one major Municipal Area, e.g. Pimpri Chinchwad/Pune, and Kochi, etc. 4

5 GEOGRAPHICAL COVERAGE FOR UMTA IS PROPOSED TO BE A SUPERSET OF THE PLANNING AREA Geographical coverage for UMTA should include the planning area considered in preparation of the land-use plan/master plan for the city/metropolitan area. UMTA s suggested jurisdiction Necessary to facilitate integration between the land use plan, and comprehensive mobility plan. UMTA s jurisdiction is recommended to extend beyond the planning area. Planning area This will enable UMTA to achieve the important objective of promoting development of systems for seamless public transport access beyond an urban area. Seamless connectivity beyond an urban area is important, as is connectivity within the urban area 5

7 PROPOSED GOVERNING BOARD FOR UMTA UMTA Board envisaged to be an independent decision-making body with adequate representation from all the relevant urban transport stakeholders in a city. Board composition shall depend on the city characteristics. Board includes government and non-governmental representation as well as the administrative and elected representatives for fair representation of all interest-groups. State Capital Type of City Non- State Capital Elected Representation Administrative Representation The Board shall comprise the following: Chairperson shall have the deciding/ casting vote Core Members shall be present at all Board meetings, shall have voting right Special Invitees shall be invited only in case the agenda of the meeting concerns their department, shall not have voting right Essential Invitees shall be mandatorily invited to all Board meetings, shall not have voting right 7

13 PROPOSED FUNCTIONS AND POWERS OF UMTA POLICY FORMULATION Assist & advise the State and Central government on urban transport matters o Provide inputs for policy formulation for a comprehensive, integrated and efficient urban transport system Provide input to local government/ other agencies in developing urban transport policies Prepare/ update Comprehensive Mobility Plan (CMP) STRATEGIC PLANNING & PROGRAMING Work with the land use planning agency to integrate land use plan with the CMP Undertake Alternative Analysis Prepare a detailed Multi-year Transport Investment Programme PROJECT PREPARATION & APPROVALS Approve all major Transport Projects proposed for the urban mobility area by State/Central/other agency falling within the ambit of the CMP Approve model integration plan having physical, service and fare integration components 13

14 PROPOSED FUNCTIONS AND POWERS OF UMTA PROJECT IMPLEMENTATION Develop and operate any integrated or stand-alone transport facilities that enhance service to consumers in the urban mobility area Enter into agreement with a public or private entity for development of any infrastructure facility or transport system Monitor and audit compliance with CMP and the Multi-year Programme on a selective basis OPERATION & MANAGEMENT Establish coordination amongst various transport agencies by providing facilities and services on all strategic and operational matters Purchase, lease, construct or otherwise deal any property required in connection with implementation of objectives Advise on issuance of permits/licenses for public transport services REGULATORY FUNCTIONS Issue and adopt existing standards and guidelines in operation of transport services in urban areas, and ensure compliance Develop and publish performance indicators for transport services within the Urban Area Monitor and advice on fees and charges for roads, parking etc. 14

15 PROPOSED FUNCTIONS AND POWERS OF UMTA FINANCING FUNCTIONS Administer the Urban Transport Fund Facilitate financing of all transport related investments Monitor use of funding for urban transport activities Develop and promote technology based solutions for RESEARCH, STUDIES & AWARENESS o o o o traffic management, transport planning, design of transport system and selection of mode of transport. Maintain a database relating to urban transport, including details of projects, services, funding, & public transport safety and provide the same to relevant agencies Promote consumer awareness in relation to urban transport by ensuring information is publicized Provide facilities of training, education and research to optimize staff and equipment efficiency 15

17 Proposed legal provision for establishment of UMTA is through a Separate Legislation The legal provision for UMTA would determine its level of autonomy and decision-making power among different state and city-level departments and agencies While the generic provision for establishing UMTA is through a special Act, different cities may adopt different provisions The generic Act that has been drafted may be customized by cities to suit their specific needs Cities may choose to have one common state level Act, or separate Acts for the UMTAs of different cities UMTA may also be set up under an existing Act, depending on the requirements of the city Cities may also set up UMTA through an executive order, as an interim step to speed up the establishment process 17
