Imagine a digital Caribbean e-government enabled E-Government the use of ICT and its application by the government for the provision of information and public services to the people. Global E-Government Readiness Report 2004 A digital Caribbean A borderless space that fosters economic, social and cultural integration for the betterment of Caribbean citizens CARICOM Single ICT SPACE E-Government Services Digital Caribbean Harmonized Policies, Laws and Regulatory Frameworks Regionally Connected Government Networks Harmonized Cybersecurity Policies/ Secure Networks/Systems Page 2
(2014: 193 countries) 2014 Various UN DESA e-government Survey Results 2014 Number 1 in 2014: Korea World average (2014): SIDS average (2014): Page 3
High BB penetration => great e-gov usage? BROADBAND HELPS! Delay of several years between broadband introduction and economic impact 0.2% to 1.9% increase in GDP per capita with 10% increase in broadband penetration (various studies) Need a critical mass to get a positive effect YOU CAN JUSTIFY E-SERVICES! Develop business cases for individual e-services Time savings accrue by using e-government services One estimate* is 61 minutes per transaction Reduction in travel time and/or postage/courier charges *L. Frontier Economics Ltd. (2010). The impact of broadband in eastern and southeast Europe. TELEKOM AUSTRIA GROUP., Tech. Rep. Page 4
Is there a demand for higher level services? Typical: communication, finding information, fun, work and other But mostly access to information and fun Limited use made of: e-consultation e.g. discussion forums, bulletin boards, petition tools and voting tools Social media to foster social inclusion Open data Integrated service delivery Why? Issues of trust, security and privacy concerns E.g. some prefer to re-enter personal data each time Poor usability of many government on-line services Page 5
How can e-government be a catalyst for a digital Caribbean? By the strategic and smart implementation of e-services at an individual county-level as e-services can be accessed from any country, at any time, via many technologies & devices: Citizen centric Mobile or m-services Personalized services Convenience Right balance between on-line and in-person service delivery WIN WIN Whether it can empower and make life simpler for citizens and at the same time allow government to turn other things off UK Directgov Ambition Page 6
What e-government services? 2014 UN DESA e- Government Survey Page 7
Evolution of e-government Integrated service delivery => seamless government Client-centric service delivery On-line information & transactions Internal automation Manual/paper-based information and services Page 8
Roll-out e-government Recognize critical success factors 1. Obtain executive sponsorship 2. Create a whole of government perspective 3. Build e-services by Ministry/agency Develop business cases 4. Promote e-services actively 5. Provide incentives for use, e.g.: Later deadline to file taxes Earlier refunds if done on-line 6. Introduce horizontal e-services Develop business cases Integrate back offices 7. Implement e-services which support the digital Caribbean Page 9
Action plan for a digital Caribbean Let us get started! 1. Craft a digital Caribbean (dc) mandate 2. Build a digital Caribbean program 3. Interconnect select government networks Enable movement of key data & information 4. Interconnect key agencies Customs, Immigration, National Security & Tax Authorities 5. Link main national registries Population (births & deaths), Business & Land 6. Commence basic information sharing and usage G2G 7. Develop a digital Caribbean portal (C2dC & B2dC) Authentication & payments 8. Promote pan-caribbean e-services aggressively Work permits, opening businesses, etc. Page 10
