2 RESOLUTION 6CP/1 1. Elects Dr Mohammed Saleh Al-Konbaz from the Kingdom of Saudi Arabia as Chairperson of the Conference of Parties, 2. Elects Mr Hitesh Patel from the United Kingdom of Great Britain and Northern Ireland as Rapporteur of the Conference of Parties, 3. Elects Romania (group II), the Dominican Republic (group III), the Republic of Korea (group IV) and Togo (group V(a)) as Vice-Chairpersons of the Conference of Parties. RESOLUTION 6CP/2 1. Having examined document ICDS/6CP/Doc.2Rev, 2. Adopts the agenda and timetable included in the above-mentioned document. RESOLUTION 6CP/3 1. Having examined document ICDS/6CP/Doc.3, 2. Welcomes the initiatives undertaken by the Secretariat to promote the Convention, increasing its visibility and universal scope; 3. Expresses its gratitude to all the intergovernmental organizations, entities and stakeholders, particularly INTERPOL, the Council of Europe and the World Anti- Doping Agency (WADA), and the States Parties, which have provided valuable support with implementation of the Convention; 4. Strongly encourages the UNESCO Member States that have not yet done so to become States Parties to the Convention, and requests the Director-General to continue the efforts undertaken by the Secretariat to increase the number of States Parties to the Convention; 5. Requests the Secretariat to continue the steps taken to develop new partnerships to promote and disseminate the Convention; 6. Requests the Secretariat to continue its work to identify, promote and disseminate good practices for combating doping in sport at the international, regional and national levels; 7. Supports the efforts of the Bureau of the Conference of Parties to increase the presence of the Convention in the media, to maximize its visibility; 2
3 8. Encourages the Bureau of the Conference of Parties to continue its efforts to prepare communication tools with the help of the Secretariat; 9. Encourages the stakeholders, particularly the competent public authorities, WADA and regional intergovernmental organizations and/or sports organizations, to promote the Convention within their respective regions, particularly through existing initiatives and regional meetings and conferences; 10. Acknowledges that the legitimacy of the anti-doping movement should not rely solely on the analytical detection of prohibited substances/methods and sanctioning measures; 11. Acknowledges that under Article 19 of the Convention, States Parties shall undertake, within their means, to support, devise or implement education and training programmes on anti-doping for the sporting community, athletes and athlete support personnel; 12. Recognizes that values-based education programmes strengthen the prevention of doping and support deterrent measures, as well as the transfer of values to all spheres of life; 13. Calls upon State Parties to the Convention to ensure that within the Fund for the Elimination of Doping in Sport as well as the funding which governments provide to their National Anti-Doping Organizations (NADOs) and/or Regional Anti-Doping Organizations (RADOs) and/or National Sports Organizations (as applicable), a distinct envelope of the funding is allocated to the planning, implementation, evaluation and monitoring of anti-doping education programmes - comprising both anti-doping education, information and values-based education. RESOLUTION 6CP/4 1. Having examined document ICDS/6CP/Doc.4 and its annexes, 2. Considering that, pursuant to the obligation stipulated in Article 31 of the Convention, if 45 days pass following the notification by the Director-General for the submission of the national report by States Parties and no feedback is received, the Conference of Parties will deem the State Party non-compliant, 3. Invites the Director-General, in accordance with Resolution 5CP/3, to send the notification of non-compliance to the States Parties declared non-compliant with the Convention for the period, as of 17 July 2017; 4. Adopts and endorses the proposal of the Bureau at its fourth meeting, held on 29 June in Bucharest, Romania, on failure to apply the notification of noncompliance, which is contained in Annex 3 of this document; 3

Encourages all States Parties to take the necessary measures, not only to comply with the obligation contained in Article 31 of the Convention, but also to implement the Convention through ways and means, particularly those mentioned in paragraph 5 of document ICDS/6CP/Doc.4, enabling them to comply with the Convention. RESOLUTION 6CP/5 1. Takes note of the information provided by the Secretariat relating to the process of monitoring non-compliance undertaken, as adopted in Resolution 5CP/3; 2. Requires all States Parties concerned to comply with their obligations under Article 31 of the Convention; 3. Encourages the Bureau of the Conference of Parties to ensure follow-up to the noncompliance letter and, with the assistance of the Secretariat, to ensure that the States Parties can meet a level of compliance in line with the objectives of the Convention; 4. Recognizes the efforts of both States Parties and the World Anti-Doping Agency for promoting a harmonious strong anti-doping framework and for ensuring worldwide compliance to said framework; 5. Recognizes a need to develop operational guidelines of the Convention and a framework of consequences for non-compliance denoted against States Parties not fulfilling their obligations as required by the International Convention against Doping in Sport; 6. Approves the establishment, under the supervision of the Bureau and with the support of the Secretariat, of a Working Group of States Parties tasked to develop operational guidelines and a framework of consequences of non-compliance to the Convention to be presented at the seventh session of the Conference of Parties; 7. Requests the Secretariat in consultation with the Bureau of the Convention to coordinate the overall process during and share with all States Parties the preliminary draft of the outcomes of the operational guidelines and the framework of consequences six months prior to the seventh session of the Conference of Parties. RESOLUTION 6CP/6 1. Having examined documents ICDS/6CP/Doc.5 and ICDS/6CP/Doc.6; 2. Notes the principles and scope of the recommendations outlined in document ICDS/6CP/Doc.6; 4
5 3. Requests the COP Bureau at its first meeting carefully examine the recommendations in document ICDS/6CP/Doc.6 and duly provide guidance to the Secretariat on the next steps; 4. Urges WADA, the IOC and the concerned parties to cooperate in the effectiveness and the achievements of the objectives and recommendations pertaining to their prerogatives; 5. Requests the Secretariat to submit a progress report on the implementation of the recommendations outlined in document ICDS/6CP/Doc.6 at the seventh session of the Conference of Parties. RESOLUTION 6CP/7 1. Having examined document ICDS/6CP/Doc.7; 2. Taking account of the increasing role of the Bureau of the Conference of Parties in addressing new anti-doping challenges for the credibility of the Convention; 3. Invites the Bureau of the Conference of Parties to continue strengthening the implementation of the Convention by fully assuming its role between sessions of the Conference of Parties, in line with the provisions of the Rules of Procedure for improved governance of the Convention; 4. Encourages the new elected Bureau to develop the compliance label and the review commission as recommended by the COP5 Bureau at its extraordinary meeting held on 1 August 2016; 5. Requests the Bureau to report on its activities for at the seventh session of the Conference of Parties, in RESOLUTION 6CP/8 1. Having heard the presentation of the review of the national anti-doping policy of the Russian Federation, 2. Taking into account the very late release of the document as well as its related draft resolution, and hence not having had enough time to properly examine the item; 3. Calls upon the Bureau to further examine the report and its annexes and to assure appropriate follow-up on the review in cooperation with the Russian Federation; 4. Requests the Bureau to report to it at its seventh session on follow-up actions and progress made. 5
6 RESOLUTION 6CP/9 1. Having examined document ICDS/6CP/Doc.9, 2. Takes note that a written consultation procedure will be opened for the approval of the amendment of Annex I of the International Convention against Doping in Sport in order to incorporate the changes made by the World Anti-Doping Agency for the 2018 Prohibited List International Standard. RESOLUTION 6CP/10 1. Having examined document ICDS/6CP/Doc.10, 2. Takes notes of the unique nature of the Fund s mandate and the urgency for all stakeholders to raise awareness on the need to mobilize resources to support the buoyancy of the account; 3. Acknowledges the work undertaken by the Secretariat to manage the Fund in an effective manner and recognizes its heightened performance in the funding cycles from 2010 to 2017; 4. Welcomes the complementary nature of funding opportunities in the field of antidoping and supports identified opportunities to pool resources and further develop partnerships to strengthen the global fight against doping and the impact of projects under the Fund (both through financial and in-kind contributions); 5. Appreciates the impact of the work of the Secretariat in increasing the visibility of the Fund and requests the Secretariat to include the development of a targeted fundraising strategy as a part of its activities during the biennium, to be reported on during the seventh session of the Conference of Parties; 6. Encourages the Bureau of the Conference of Parties and members of the Approval Committee to continue to strengthen ties and exchange information which supports symbiosis between the implementation of the Convention and investment of the Fund s resources; 7. Calls upon members of the Bureau of the Conference of Parties and Approval Committee to undertake regional advocacy for annual investments to the Fund to be reported on during the seventh session of the Conference of Parties; 8. Requests that the Director-General of UNESCO initiate an annual fundraising campaign to support the Fund, through an annual letter of appeal, encouraging States Parties to provide regular voluntary contributions of at least 1% of their total contribution to UNESCO s regular budget. 6
7 RESOLUTION 6CP/11 1. Having examined document ICDS/6CP/Doc.11, 2. Expresses its gratitude to those States Parties that have contributed to the work of the Fund for the Elimination of Doping in Sport through their invaluable financial support; 3. Notes the urgent need to mobilize resources to assure the financial buoyancy of the Fund for the Elimination of Doping in Sport and encourages the States Parties to make it possible to implement the projects submitted. RESOLUTION 6CP/12 1. Having examined document ICDS/6CP/Doc.12, 2. Notes with satisfaction the number of applications submitted to the Fund for the Elimination of Doping in Sport and the efforts made towards the development of sustainable initiatives, in line with identified national and/or regional needs; 3. Expresses its gratitude to the Approval Committee for their work in the allocation of the Fund for the Elimination of Doping in Sport, as well as to the Secretariat for ensuring the Fund s administration and supporting States Parties in the development of quality applications. RESOLUTION 6CP/13 1. Having examined documents ICDS/6CP/Doc.12 and ICDS/6CP/Doc.13, 2. Acknowledges the need to take stock of the Fund s implementation and impact and the relevance of this to the development of a new funding model; 3. Approves the projected costs of the Operational Plan of $1,746,250 within the availability of the Fund for the implementation and administration of the Fund for the Elimination of Doping in Sport for the period ; 4. Agrees that, subject to the availability of funds not earmarked for regular activities, the Bureau, under the recommendation of the Approval Committee, may approve the allocation of additional envelopes of funds up to a maximum of $160,000 over the course of the biennium to support strategic ad-hoc activities which reinforce implementation and support State Party adherence to the Convention; 7

Requests the Bureau of the Conference of Parties, in partnership with the Approval Committee of the Fund, to endorse and adopt the terms of reference for the evaluation and assess the mid-term progress of the implementation of the Operational Plan; 6. Requests the Bureau to submit to the seventh session of the Conference of Parties the recommendations of the evaluation to allow the Conference of Parties to endorse the new Operational Strategy. RESOLUTION 6CP/14 1. Elects Italy (group I), the Russian Federation (group II), Chile (group III), the People s Republic of China (group IV), Cameroon (group Va) and Kuwait (group Vb) to the Approval Committee. RESOLUTION 6CP/15 1. Having examined document ICDS/6CP/Doc.15 and its annex, 2. Welcomes the evaluation report on the implementation of the International Convention against Doping in Sport; 3. Recognizes the purpose, scope and insights of the evaluation and its relevance within the context of evolving anti-doping challenges; 4. Recalls the commitments made by States Parties to implement the International Convention against Doping in Sport; 5. Notes the evaluation findings and recommendations addressed to States Parties and the Secretariat of the Convention; 6. Requests that the Secretariat develop in cooperation with the Bureau of the Conference of Parties an implementation plan including timeline, associated costs, priority actions and required procedural changes by the first quarter of 2018 and circulate it to States Parties for comment before a set deadline; 7. Invites States Parties to provide funding to the Secretariat on a voluntary basis to address the identified priority actions and report on progress at the next Conference of Parties; 8. Notes that the sharing of information and intelligence between public service agencies (e.g. law enforcement, justice, customs) and anti-doping organizations, including the World Anti-Doping Agency (WADA) to assist with investigations, alongside testing and education, has become another essential tool in the fight against doping in Sport and requests the Secretariat and the Bureau of the 8
9 Convention to work with WADA to provide States Parties to the Convention by the end of 2018 with model legislation and policies, examples of legislation as applicable and best practices to encourage the sharing of information between public service agencies (law enforcement, justice and customs) and anti-doping organizations, including the World Anti-Doping Agency (WADA), to facilitate the use of evidence collected by the anti-doping organizations in the context of investigations. 9
