1 1. Call to order CITY OF NORTH KANSAS CITY, MISSOURI REGULAR COUNCIL MEETING 2. Moment of Silence 3. Pledge of Allegiance 7:00 p.m. 4. Comments from the Public (Please limit comments to five minutes) Consent Agenda All matters listed within the Consent Agenda have been distributed to each member of the City Council for reading and study, are considered to be routine, and will be enacted by one motion of the council with no separate discussion. If separate discussion is desired on an item, from either the City Council or from the audience, that item may be removed from the Consent Agenda and placed on the Regular Agenda. 5. Approval of the minutes of the Work Session Meeting of October 17, Approval of the minutes of the Regular Council Meeting of October 17, Appointment of Ronald E. Knight to Industrial Development Authority Board Mayor Stielow has nominated Ronald E. Knight to fill the seat on the Industrial Development Authority Board of Steven Hoover, who has resigned. His term will expire on October 24, Appointment of Mike Schumacher to North Kansas City Hospital Board of Trustees Mayor Stielow has nominated Mike Schumacher to fill the seat on the Hospital Board of Trustees. His term will expire on February 5, 2021.
2 Page 2 Regular Items 9. Public Hearing Establishment of North Kansas City Destination Developers Community Improvement District {Bill No (Ordinance No. 9042)} On January 3, 2017, the City Council approved a Financing Plan for the area being developed as One North by North Kansas City Destination Developers. The Financing Plan included an assumption that a community improvement district (CID) would be formed and a sales tax established within the District. Pursuant to that plan, a petition to establish a community improvement district has been submitted for Council consideration. Staff recommends approval of the ordinance approving the petition and establishing the CID. 10. PAR Electrical Contractors - Request for Abatement of Fees PAR Electrical Contractors, Inc. ( PAR ) is considering locating a new office building in the parking lot that belongs to NT Realty, Inc, located at 18 th and Howell. PAR has submitted a letter requesting 100% abatement of the City s permit fees for its prospective building. In its memo, staff reviews the request and recommends against granting the abatement. 11. North Kansas City Historical Society Caboose Refurbishment and Repurposing Mayor Stielow has received a request from the North Kansas City Historical Society to allow for and work with the Society to use, improve and re-purpose the railroad caboose located at Caboose Park in North Kansas City. Council input is sought on the Society s request. If the Council is amenable to the request, staff will work with the Society to develop a plan of action. 12. City Code Amendment Allowing Serving of Alcohol at the Parks & Recreation Center {Bill No (Ordinance No. 9040)} At the City Council work session on September 5, 2017, the City Council considered a Parks and Recreation Board request to change the City Code to allow the serving of beer and wine to those 21 years and older for Parks & Recreation sponsored events and rental parties in the new Parks and Recreation Center. Council directed that this question be brought forward for formal consideration. An ordinance has been prepared for Council consideration accordingly.
3 Page Change Order No. 5 Parks & Recreation Center - Roof Structure The Parks and Recreation building that is currently under construction has a multipurpose room that can be divided into two smaller rooms by closing an operable partition wall down the center of the room. Construction contractor Larrison Construction found that they could not construct the structural support for the partitions using the permit construction design documents. Revisions adding structural design details to the construction design documents were created. Larrison Construction submitted a quote for the additional material and work which staff finds reasonable. Change Order 5 has been prepared in the amount of $7, for the cost to complete the work. To allow Larrison Construction to maintain their desired schedule, staff requested, and received, authority from the mayor to move forward in authorizing the contractor to ahead of tonight's Council meeting. 14. Change Order No. 6 Parks & Recreation Center Parking Lot On October 23, 2017 Larrison Construction began work to repave the existing parking lot as part of the Parks and Recreation building construction project. It was discovered that approximately 135 lineal feet of existing concrete curb and gutter was too low to drain rainwater when the new asphalt surface is installed according to the permit design documents. Staff recommended to the mayor that the City authorize a change order to remove and replace all areas determined to be low. Change Order 6 in the amount of $7, is for the cost to remove and replace approximately 135 lineal feet of existing concrete curb and gutter. Since milling and replacement of the asphalt surface was underway, staff requested, and received, authority from the mayor to move forward in authorizing the contractor to proceed ahead of tonight's Council meeting. 15. YMCA Renovation Project Change Order No. 3 Epoxy Coating Fitness Flooring The YMCA Renovation project includes the construction of a new 4,481 square feet concrete 2nd floor fitness area. A special fitness flooring overlay is to be installed on the concrete floor. The manufacturer s requirement to provide a warranty of the special fitness flooring is that the concrete must be below 85% percent relative humidity in the concrete before adhering the fitness floor covering. Testing has shown it be above this threshold. It is recommended an epoxy coating over a plywood subfloor be installed to help compensate for the high moisture rates. This will allow for a warranty of the fitness flooring. A change order has been prepared for Council consideration accordingly.
4 Page Amendment to the Number of On-street Run/Walk Events Allowed Each Year (Resolution No ) In May of 2015, the Council took action, by resolution, that limited the number of on-street run/walk events that could be held in any given year in North Kansas City to four. In May of this year, the Council, acting on a recommendation from the Police Department, allowed a fifth event to occur in North Kansas City. All five organizers have expressed their desire to return to North Kansas City in The organizers of each of these events have done a good job of managing the event and working with the police department staff in preparations. Therefore, staff believes that increasing the number of these events that may be held in a year by one will not create a negative impact on the community. A resolution has been prepared for Council consideration that will increase the number of run/walk events from four to five in each calendar year. 17. Renewal of Employee Health Insurance Package {Bill No (Ordinance No. 9041)} The City has received its employee health insurance renewal for In its memo, staff outlines the terms of the renewal of its employee health insurance package, and recommends approval of the renewal under these terms. 18. North Kansas City Hospital Wellness Services Agreement (Resolution No ) The City has contracted with Cerner Corporation for an employee wellness program since In its memo, staff recommends that the switch service providers to North Kansas City Hospital. An agreement has been prepared for Council consideration accordingly. 19. Property Assessed Clean Energy (PACE) Program {Bill No (Ordinance No. 9043)} In 2010, Missouri established the Property Assessed Clean Energy (PACE) program which, through the auspices of Clean Energy Development Boards, provides financing assistance for energy efficient or renewable energy improvements. These improvements are then paid for via property assessments. While any City has the authority to establish such a board, it is impractical for most cities to do so on their own. In the alternative, such boards have been established at the state or regional level in order to finance such projects. In 2013, the City of North Kansas City passed Ordinance 8704 authorizing the City to join the Missouri Clean Energy District. Cities can join more than one Clean Energy District. Jan Schumacher of the Show Me PACE Clean Energy District presented an overview of the program to the City Council on October 17. The Council directed staff to prepare an ordinance
5 Page 5 authorizing the City to join the Show Me PACE district and that ordinance is now before the Council. The ordinance and accompanying cooperative agreement are presented accordingly Household Hazardous Waste Agreement (Resolution No ) The City s participation in Mid America Regional Council s Household Hazardous Waste Program (HHW) allows residents to properly dispose of items such as unused paint, household cleaners, motor oil, pesticides, and similar materials. Presented for Council approval is an agreement for participation in the 2018 program. 21. Budget Amendment YMCA Renovation Project (Resolution ) In the FY 2017 Budget, the City Council approved $2,500,000 to renovate the Cityowned YMCA facility. The project is proceeding as planned and at the end of FY 2017, $1,928,100 had been spent or encumbered. It is necessary to amend the FY 2018 Budget to appropriate the remaining $571,900 in the project. A resolution has been prepared for Council approval accordingly. The resolution does not ask for any additional funding for the project and is a budget clean-up issue only. 22. Approving Accounts Due and Payable by the City through November 3, {Bill No (Ordinance No. 9044)}. 23.
