3 1.Introduction Shivaji University, Kolhapur is desirous to install 4G WiFi Hotspot services on the campus at selected locations. The University intends to provide WiFi Hotspot services to its students, faculty, employees and visitors at selected location. University may extend the services throughout the campus in the subsequent implementation phases. These services will be available to those who shall register with the vendor by accepting the terms and conditions of the vendor. 2.Objectives The objectives of this EOI is to provide the 4G based Wifi Hotspot services at the identified locations, so that the students, faculty, employees and visitors will be always connected to Internet using their own WiFi and/or 4G enabled devices. There shall be no cost to the University for installing and running the services. The vendor may offer the 4G WiFi Hotspot services to the users who shall register with the vendor by accepting the terms and conditions of the vendor. As such it is proposed to outsource the 4G WiFi Hostspot service. 3.Broad Scope of Work 1. The broad scope of work will include providing 4G WiFi Hotspot facility (at various locations in the University campus), including all the software, hardware and networks components along with bandwidth and support facility for a minimum period of two years. The agency shall be requiring implement an end to end solution. 2. The broad features of 4G Wi Fi Hotspot projects will be inclusive but not limited to: a. Supply, configuration and installation of the state of the art Wifi Hot spot services including internet bandwidth. b. Provide the web based portal for to login/ authentication for WiFi access. c. Provisioning the access control and audit trail mechanism as per industry standard security norms defined by various regulatory bodies. d. Facility to define rule based access depending on usage, time duration etc. and to enable /disable specific user /system from Wi Fi access. e. Facility to restrict access base on URL application, category, signature etc. on the University s request. f. Provision for customizable reports for WiFi Access logs if required by any regulatory body. g. The proposed system should be scalable to accommodate/ meet the increased bandwidth usage/ more users over a period of time to ensure there is no degradation in the QoS. (Quality of Signals) h. Proposed zones for installation of said service are shown in the map attached with this document. Bidders may conduct feasibility study at these locations.

4 4. EOI Format The interested bidders shall be required to submit with the EOI document consisting the following points: a. Bidder s Profile Company profile, Audited balance sheet for the last 3 yrs, number of employees, Head office location etc. b. Action Plan Potential integrators /vendors should provide a brief summary covering implementation for the proposed WiFi Services Brief on existing capability in delivering the proposed services including the number customers and scale of organization of deliver the services on a managed basis Brief explanation and demonstration for how the above services will be achieved, technology proposed /deployed Basis for system operation and the redundancy planned in case of an eventuality for operation Brief explanation of how the above service will achieve, Technology proposed/deployed c. Products Document like product literature, brochure, specification sheet, etc. clearly description of various features and technical specification for each of items used in the propose solution including all its components like Access points (AP s) Routers, Switches etc. d. Experience Details similar projects executed in past with client references for the project done e. Client list Clientele list and work done list (as an independent vendor or consortium) Performance Certificates from clients f. Business Model Model for financial sustainability and operational sustainability of the WiFi projects revenue sharing basis, for a minimum period of 2 yrs to max of 5 yrs. If PPP model is adopted details of concessions expected g. Presentation and Demonstration Bidders will be required to make the presentation of their proposed solution showcase various features, technical capabilities and financial model The demonstration highlighting user interface and main features should be provided If needed the bidder shall be required to install the required hardware on location to be suggested by University for demonstration and evaluation purpose, which shall added the issues like signal coverage, capacity, and security, which would be consider as prequalification criteria 5.Selection of Implementation partner The selection of the implementation partner will be on basis of a bidding process in response to a RFP to be invited by University.

5 6. Terms and Conditions 1. University reserve the right to accept / modify or reject any or all EOI offers any time with incurring any liability. 2. University reserve the right to accept or reject any bid, to cancel the bidding process at any time prior to award of contract, without thereby incurring any liability to the affected bidder or any obligation to inform the affected bidders for University action. 3. The bidder will be bound by details furnished to University, while submitting the EOI or at subsequent stage. In case, any such of documents is found to be false at any stage, it would be deemed to be a breach of terms of contract making him/her liable to disqualification or termination of contract 4. University will only provide the location and raw electricity. Any infrastructure and hardware at each of location will be done by the vendor/ bidder as part of the proposed services after having written approval from University authorities. Vendors/ bidders are allowed to take advantage of this branding and advertising opportunity associated at each of the WiFi location through the services provided only. The branded and advertisements must not interface with the user experience of the service. 5. It should be noted that interest is only sought from service providers / bidders that have existing proven capability for implementation of WiFi 6. All costs and expenses incurred by the bidders in any associated with the development preparation and submission on the EOI offers, including but not limited to attendance meetings, discussions, demonstrations, etc will be borne entirely and exclusively by bidder. 7. It is to be ensured that the complete information as required by this office at any time be furnished by the bidders in the prescribed format. Formats submitted with in computer information and not conforming to the requirements are liable to be rejected. 8. The bidder will be bound by the details furnished to University, while submitting the EOI of subsequent stage. In case, any of such documents furnished by the bidder is found to false at any stage. it would be deemed to be a breach of terms of contract making him liable to disqualification or termination of contract 9. The Bidder shall be disqualified and EOI offer submitted will not be considered: a. if the EOI offer documents are not signed affixing stamp by the authorized signatory. b. The EOI document submitted are incomplete and /or ambiguous in any respect. c. The EOI documents are not submitted in the manner specified in the bid document.

Pre-bid Meeting A pre-bid meeting shall be held with all tentative EOI bidders on 09 th October 2015 at 3.00 pm at the Management Council Hall, Main Administrative building, Shivaji University, Kolhapur Submission of EOI The offer, in sealed envelope super scribing EOI for 4G WiFi Hotspot services shall submitted in hard copy up to 4.00 pm on 10 th October 2015 by courier or speed post to the following address: The Registrar, Shivaji University, Kolhapur Maharashtra, India Registrar, Shivaji University, Kolhapur
