2 Fax Website Functions DOST is the premiere science and technology body in the country charged with the following mandates: Provide direction, leadership and coordination in all scientific and technological activities. Formulate policies, programmes and projects to support national development. DOST is responsible for preparing the Medium-term Development Plan for ICT Research and Development, and its Linkages to the ICT Industry and the Medium-term E-Governance Infrastructure and Information Systems Plan. ICTO, formerly Commission on Information and Communications Technology (CICT), is an office under DOST and is responsible for providing planning and management support of government ICT resources to enhance e-governance and industry growth. ICTO is also responsible for accelerating the development of connected government and integrated IT government systems under a unified platform. Moreover, the Office is focusing on the area of human resource development through education in order to produce a globally competitive ICT workforce and promote a climate conducive to further growth. ICTO also streamlines research and innovation in ICT to address issues such as cybercrime, disaster risk management and environmental protection. ICTO is mandated to do the following work: Formulate, recommend and implement an appropriate policy and programme framework that will promote the rapid development and improved global competitiveness of the Philippines information and communications technology industry through research and development and through effective linkages in the industry. Ensure the provision of efficient and effective information and communications technology infrastructure; information systems and resources to support efficient, effective, transparent and accountable governance; and in particular, support the speedy and efficient enforcement of rules and delivery of accessible public services to the people. Conduct continuing research and development in partnership with academia towards improving the quality of ICT education and the production of a globally competitive ICT workforce. Build the capacities of public sector institutions and their personnel in the use of ICT to improve planning, management, delivery of mission critical functions, as well as, monitoring and evaluation. Formulate the Governance Information System Plan and administer the E-Governance Fund. Perform other related functions as they are assigned.

3 Strategic priorities The five key priorities for the Philippines are articulated in the Philippine Digital Strategy ( ), a five-year ICT Roadmap, initially prepared by CICT. These five key priorities are critical for providing transparency in government and for efficient delivery of services. The five key priorities are as follows: 1) Create a high-level leadership to direct, coordinate and implement e-government and e-governance. 2) Establish, upgrade and improve government ICT infrastructure, systems and ICT-related procedures to allow for integrated government operations. 3) Improve organizational, inter-governmental coordination, personnel and capacity issues within government to use ICT for better government operations and public service delivery. 4) Enhance e-government services and applications for G2B and G2C through citizen-centric interest clusters. 5) Increase the provision of accessible and affordable government data for the public. Interagency coordination The National Computer Center (NCC) was established on 12 June 1971 and has been transferred to DOST as an integral part of ICTO. NCC is the primary agency of the government charged with the responsibility of directing the use of IT for national development and for rationalizing computerization in the country. NCC provides technical assistance for all the major computerization projects of the government. It also playing a major role in the implementation of the Government Information Systems Plan (GISP) and works hand-in-hand with the National IT Council in the implementation of the National Information Technology Plan for the 21 st Century (IT21). Additionally, NCC plays a major role in policy planning and in implementing e- Commerce policies. Moreover, NCC helps government agencies and private sector companies to liaise with each other. The Philippine Digital Strategy ( ), includes the creation of a Cabinet-level Council for E-Government Leadership. The Council envisages private sector experts, members of civil society and academics as its members. The Council is expected to coordinate and oversee the implementation of e-government initiatives across various National Government Agencies (NGAs). The Council will also ensure that strategic objectives are aligned with clear mandates. Moreover, the Council is supposed to raise awareness of the benefits of e- Government among NGAs, provincial and local governments, as well as, the wider public. The creation of a Government CIO Council is articulated in the Philippine Digital Strategy ( ). According to the Strategy, a CIO will be appointed in every department or ICT Officers in government-attached agencies and bureaus. This will then be

While the Cabinet-level Council will be responsible for the overall direction, policy and financing of coordinated e-government development, the Government CIO Council will be responsible for the technical aspects such as protocols, procedures and implementation, including the interoperability framework, e- Government security, as well as, data protection and infrastructure-related issues.
