2 Community Outreach Initiative Hello and welcome to this year s annual AUSMUN! First and foremost, I would like to formally introduce myself. My name is Sarah Zoubi, and I am serving as Director of Community Outreach on this year s AUSMUN board. This is my first year serving as a board member and I am delighted to be able to play a role in making this year s conference as successful as it has been and will continue to be. Every year, the board chooses an initiative which they believe should be the focus point of that year s conference, and makes the greatest possible effort toward choosing a cause which is not only relevant to society as a whole, but one which works regionally, and if possible, as close to our campus s home, Sharjah, as possible. Most importantly, we attempt to choose an initiative which affects us all, on the macro, as well as on an individual level. This year we have given delegates the opportunity to donate money to the Sharjah Autism Center. The center was founded in 2002 by Sharjah City for Humanitarian Services, and focuses on assisting people with autism disorders from the age of 5 years or older. Amongst the services which they provide for individuals with autism and their families are: providing consultations to families, as well as evaluation and diagnosis, rehabilitating autistic children, assisting individuals with autism with integration into public schools. Further, they provide training for teachers of autistic children, and their families, in order to provide them the best possible outcomes through understanding, both at home, and in education. Furhter, the Center takes great strides in raising awareness of autism spectrum disorders by presenting the community with lectures, conferences, and training courses. In choosing this initiative for AUSMUN 2016, we hope not only to raise awareness of autism spectrum disorders, but also to shed light on local initiative in our home Emirate which has taken great strides in helping individuals and their families. Because we as students (whether in university or high school) are rarely exposed to opportunities to give back to iniatives which have made a great difference in setting the standard for Sharjah as a city for humanitarian services. Additionally, we have collaborated with AUS Community Services in order to ensure that any delegates donating to this cause will securely have their money delivered to the organization. Volunteers from the community services department will be present throughout the conference, who delegates are free to approach and ask any questions they may have about the initiative, and what they can do to help. Students are able to donate money (in any currency) at the Community Services booth which will be located in the Main Building throughout the conference. 3 How to Utilize the Background Guide Dear Faculty Advisors, Head Delegates, and Delegates, It is with great honor that we, the Board of the 9th Annual AUSMUN Conference are able to bring you all together for our biggest, and hopefully most fruitful conference to date. The present preparation guide is presented as a supplement to the Background Guide previously released. The aim of this guide is to provide a more detailed account of our expectations of the delegates at the conference. It supplements the Background guide in that it further streamlines and solidifies the research expected from delegates in their respective committees. Before beginning your research on the topics presented, please gain a thorough understanding of the role and function your committee plays. This is presented in the guide, but further research is, as always, encouraged. In reading the background guide, please note the sources used (as clickable hyperlinks) should merely be utilized as a launch point for your research. Do not rely solely on the resources used. Similarly, focus areas (questions your moderators will expect you to be able to aswer) presented should further orient your research. Not all these things need to be included in your position paper, but your research should go beyond merely that which is presented in the Background Guide, and you may be asked questions, without knowledge of the focus areas, you would not otherwise be able to answer. Your sources should go beyond the Background Guide; this includes domestic law, and initiatives, as well as UN resolutions, convention, covenants your country is signatory to, and has ratified, as well as anything else which lies within the scope of diplomacy and international law you feel is pertinent to the issues at hand. In your research, it is important to note that some issues are merely issues of coordination and understanding among nations. While there may be no ideological differences reflected in policy choice, it is certainly difficult to set a different path for a particular issue on the global scale. Further, please bear in mind: the United Nations was estbalished in the aftermath of World War II, in order to prevent the world from falling to the throes of war, as its predecessor, the League of Nations, failed to do subsequent to the First World War. Diplomacy, for these reasons, is the most valued skill that can be taught in attending any MUN workshop, and we hope to see our delegates come to fruitful discussion throughout the course of this AUSMUN Conferece. 5 Position Paper Guidelines Position papers should be no longer than two pages, in Times New Roman font, at 12 pt. Single spaced, 1 inch margins. They should address all topics for your committee, as presented in the Background Guide. Clearly indicate your Name, Commitee, Country, and Topic titles in your position paper. Must be entirely original writing. Plagarism will not be tolerated, and will reflect poorly on you. While you may present your position paper in your opening speech, it is not strictly necessary. Due to time constraints, it will often not be the case that you will have enough time to present the entirety of your position paper. Formulate your speeches accordingly. You should try, as much as possible, to include the following in your position paper: Relevant conventions, covenants, and resolutions your country has been signatory to, and ratified, Domestic legislation on the topic, as well as domestic statistics An understanding of how your country interacts regionally, with regard to the topic at hand An understanding of how your country interacts internationally, with regard to the topic at hand. Submission Submission of position papers should be: Done by the evening of the first day of the conference, 25th of February, Sent as a Word document (.rtf, or.doc, or.docx) to research@ausmun.org The file should be titled in the following format: Committee_Country_Institute_Name (as you would like it written on your certificate: for example, WHO_Argentina_AUS_Shahed Abdul-Dayem We urge delegation heads to compile all position papers for their delegation, and them in completion..zip/.rar files are preferred. 6 Sample Position Paper File titled: HRC_Republic of Korea_Arab Unity School_Aafreen Farrukh.docx Delegation from Republic of Korea Represented by Arab Unity School Position Paper for the Human Rights Council The topics of discussion for the Human Rights Council are: a) Promotion and Protection of the Right to Freedom of Opinion and Expression b) Preventing and Addressing Violence and Atrocity Crimes Targeted Against Minorities. In the fast developing war torn world the Republic of Korea has indeed tried its best to play a major role in peacekeeping for not only the people of the Republic of Korea but every being, as we believe every man, woman, and child have equal rights to live a life they desire under safety and security. The Secretory General Mr. Ban Ki-moon (South Korean) believes and says, All victims of human rights abuses should be able to look to the Human Rights Council as a forum and a springboard for action. The Republic of Korea looks forward to help maintain world peace by any means of support that the nation can provide the UN with. I. Promotion and Protection of the Right to Freedom of Opinion and Expression Republic of Korea strongly believes in the Article 19 of the UDHR and therefore guarantees its citizens with laws in chapter 2 of the Constitution, supporting their rights to freedom of opinion and expression as long as no governmental organization, political party and/or person is harmed from a statement. In addition, Article 37(2) provides that the freedoms and rights of citizens may be restricted by law only when necessary for national security, the maintenance of law and order, or for public welfare. According to recent studies the Republic of Korea has moved up ranks from 69 (2009) to 57 (2014) in relation to press freedom, reflecting the outcome of the nation s attempts to better the promotion of freedom to voice and express opinions. The establishment of the national action plan for the protection and promotion of human rights the government does have authority to limit the freedom of speech in a situation where it may lead to violence or disrupt peace of the society, and hence we as a nation have taken some strict actions to allow the smooth flow of laws and to ensure information is shared rightfully by the media to the people, in order to maintain the civil balance and to ensure no disruptions are caused due to possible hate speech, unauthorized legal documentations, and to protect matters of national securities, all in the favor of the people of Republic of Korea. The Republic of Korea sturdily supports the UN in its mission to promote and protect the right of freedom of opinion and expression. Republic of Korea has shown its support as being a part of the A/HRC/26/L.24 resolution from June Republic of Korea believes the free communication of ideas and opinions is one of the most precious of the rights of man, every citizen may, accordingly, speak, write, and print with freedom but shall be responsible for such abuses of this freedom as shall be defined by law. II. Preventing and Addressing Violence and Atrocity Crimes Targeted Against Minorities Republic of Korea can proudly announce its 22nd ranked position as having only a 0.9 rating of murders in the nation, evidently proving the Republic s strong will to protect its people even with the constant threats from the Democratic People s Republic of Korea, our nation has successfully provided protection and security to not only the people but minorities too. Republic of Korea is also ranked the 10 in the world with a 3.1 level of discrimination, in order to protect the multicultural and migrant workers, the nation has taken initiatives to fund help centers merely to support different cultures and religious believes. OSAC report in 2013, suggest a decrease in violence associated

7 with political demonstrations in the Republic of Korea. The nation also has equal rights for men and women to prevent any unjust action against women by strict laws. The nation has ratified to Discrimination (Employment and Occupation) Convention, Genocide Convention, Republic of Korea recognizes the competence under Article 14 of International Convention on the Elimination of All Forms of Racial Discrimination, all for the mere reason to prevent violence and atrocity crimes targeted against minorities, be it for religion, race, or children. Although up until 1991, child abuse was an unfamiliar term and an unrecognized phenomenon, since 1991 Republic of Korea s government has passed several legislations to strongly protect children through the Child Welfare Act. As a strong independent nation Republic Korea looks forward to eliminate any crimes targeted against minorities by passing on resolutions set by the UN and the government itself.

8 Rules of Procedure Language in Session Do not use personal pronouns. No I, we, us; the delegate of [country] is approapriate. Please maintain formal language at all times. Terms General Bloc: A group of countries in a similar geographical region or with a similar opinion on a particular topic. Blocs typically vote together. Chair: A member of the dais that moderates debate, keeps time, rules on points and motions, and enforces the rules of procedure. Also known as a Moderator. Delegate: A student acting as a representative of a member state or observer in a Model UN committee. Decorum: The order and respect for others that all delegates at a Model UN conference must exhibit. The Chair will call for decorum when he or she feels that the committee is not being respectful of a speaker, of the dais, or of their roles as ambassadors. Director: A member of the dais that oversees the creation of working papers and draft resolutions, acts as an expert on the topic, makes sure delegates accurately reflect the policy of their countries, and ensures that decorum is maintained during caucuses. Faculty Advisor: The faculty member in charge of a Model UN team, class or club. Flow of debate: The order in which events proceed during a Model UN conference. This usually indicates the movement between formal and informal debate and the process of drafting, debating and voting on resolutions. Observer: A state, national organization, regional organization, or non-governmental organization that is not a member of the UN but participates in its debates. Observers can vote on procedural matters but not substantive matters. An example is the Holy See. Page: A volunteer to pass notes from one delegate to another, or from a delegate to the dais, for a short period of time. Placard: A piece of cardstock with a country s name on it that a delegate raises in the air to signal to the Chair that he or she wishes to speak. Point: A request raised by a delegate for information or for an action relating to that delegate. Examples include a point of order, a point of inquiry, and a point of personal privilege Position Paper Background guide: A guide to a topic being discussed in a Model UN committee usually written by conference organizers and distributed to delegates before the conference. The starting point for any research before a Model UN conference. Position paper: A summary of a country s position on a topic, written by a delegate before a Model UN conference.

9 Rules of procedure Adjourn: All UN or Model UN sessions end with a vote to adjourn. This means that the debate is suspended until the next conference. Agenda: The order in which the issues before a committee will be discussed. The first duty of a committee following the roll call is usually to set the agenda. Caucus: A break from formal debate. Moderated Caucus: A type of caucus in which delegates remain seated and the Chair calls on them one at a time to speak for a short period of time, enabling a freer exchange of opinions than would be possible in formal debate. Unmoderated Caucus: A type of caucus in which delegates leave their seats to mingle and speak freely. Enables the free sharing of ideas to an extent not possible in formal debate or even a moderated caucus. Frequently used to sort countries into blocs and to write working papers and draft resolutions. Formal debate: The standard type of debate at a Model UN conference, in which delegates speak for a certain time in an order based on a speakers list. Member State: A country that has ratified the Charter of the United Nations and whose application to join has been accepted by the General Assembly and Security Council. Currently, there are 193 member states. Motion: A request made by a delegate that the committee as a whole do something. Some motions might be to go into a caucus, to adjourn, to introduce a draft resolution, or to move into voting procedure. Procedural: Having to do with the way a committee is run, as opposed to the topic being discussed. All delegates present must vote on procedural matters and may not abstain. Right of Reply: A right to speak in reply to a previous speaker s comment, invoked when a delegate feels personally insulted by another s speech. Generally requires a written note to the Chair to be invoked. Roll Call: The first order of business in a Model UN committee, during which the Rapporteur reads aloud the names of each member state in the committee. When a delegate s country s name is called, he or she may respond present or present and voting. A delegate responding present and voting may not abstain on a substantive vote. Rules of Procedure: The rules by which a Model UN committee is run. Second: To agree with a motion being proposed. Many motions must be seconded before they can be brought to a vote. Speakers List: A list that determines the order in which delegates will speak. Whenever a new topic is opened for discussion, the Chair will create a speakers list by asking all delegates wishing to speak to raise their placards and calling on them one at a time. During debate, a delegate may indicate that he or she wishes to be added to the speakers list by sending a note to the dais. Yields: delegates must yield the floor when they finish speaking. If a delegate s time has not yet elapsed, they may yield the floor to: 1. Another delegate 2. Points of Information 3. The Chair If a delegates time has elapsed, they must yield the floor to the Chair.

10 Voting Procedure Abstain: During a vote on a substantive matter, delegates may abstain rather than vote yes or no. This generally signals that a country does not support the resolution being voted on, but does not oppose it enough to vote no. Simple majority: 50% plus one vote of the number of delegates in a committee. The amount needed to pass most votes. Veto: The ability, held by China, France, the Russian Federation, the United Kingdom, and the United States to prevent any draft resolution in the Security Council from passing by voting no. Vote: A time at which delegates indicate whether they do or do not support a proposed action for the committee. Voting procedure: The period at the end of a committee session during which delegates vote on proposed amendments and draft resolutions. Resolutions Amendment: A change to a draft resolution on the floor. Can be of two types: a friendly amendment is supported by the original draft resolution s sponsors, and is passed automatically, while an unfriendly amendment is not supported by the original sponsors and must be voted on by the committee as a whole. Binding: Having legal force in UN member states. Security Council resolutions are binding, as are decisions in contentious cases before the International Court of Justice; resolutions of the General Assembly and Economic and Social Council are not. Division of the Question: During voting bloc, delegates may motion to vote on certain clauses of a resolution separately, so that only the clauses that are passed become part of the final resolution. Draft resolution: A document that seeks to fix the problems addressed by a Model UN committee. If passed by the committee, the draft resolution will become into a resolution. Operative clause: The part of a resolution which describes how the UN will address a problem. It begins with an action verb (decides, establishes, recommends, etc.). Preambulatory Clause: The part of a resolution that describes previous actions taken on the topic and reasons why the resolution is necessary. It begins with a participle or adjective (noting, concerned, regretting, aware of, recalling, etc.). Resolution: A document that has been passed by an organ of the UN that aims to address a particular problem or issue. Signatory: A country that wishes a draft resolution to be put on the floor and signs the draft resolution to accomplish this. A signatory need not support a resolution; it only wants it to be discussed. Usually, Model UN conferences require some minimum number of sponsors and signatories for a draft resolution to be approved.

12 Resolutions Content Resolutions consist of 3 parts: 1. Header: Includes Committee, Question (Topic), Sponsors, and Signatories 2. Preambulatory Clauses: State previous UN action, facts, and/or statistics regarding the topic 3. Operative Clauses: Suggestssolutions to the topic at hand (only the Security Council is allowed to demand/impose solutions and actions). Preambulatory and Operative Clauses must begin with particular phrases. Please also bear in mind, resolutions have a particular grammatical layout, as well as a specific way of numbering. A resolution is supposed to look like one long sentence, separated by commas and semicolons, depending on the level of the clause (see and follow the sample on the next page). Urges all States which have assessed its ecotourism potential to regard eco-tourism as a joint operation to be run by members of a community, in which decision making powers and profitsare distributed equitably by boosting these communities : a. Requests governments to regulate ecotourism companies by requiring them to educate ecotourists on ways to reduce their impact on the environment, such as refraining from littering, transporting species as this may cause the introduction of invasive species; 3. Further requests all member states to further promote ecotourism as a viable economic framework to eradicate poverty by: a. Possibly declaring a year in the future to be the year of ecotourism, in which specific attention will be devoted to perfecting the ecotourism model and funding these specific activities, b. Promoting sustainable tourism products and services with cooperation from the private sector in order to alert consumers to alternative ways to enjoy a vacation and benefit the environment,

Promoting natural and cultural attractions of indigenous communities by continuous exposure in the media, taking steps to teach school children appreciation of indigenous cultures, while taking steps to protect it, d. Promoting of diverse cultures and appreciation for human rights through open campaigns and endorsement from the private sector, e. Promoting beneficial environmental practices by helping indigenous communities to improve recycling capacity, energy efficiency, water conservation; 4. Encourages NGOs to carry out capacity building operations for ecotourism in order to allow the locals to reach self-sufficiency by: a. Teaching locals methods to effectively manage their ecotourism business, b. Creation of different opportunities for people who might have had their livelihood taken away from them with the introduction of sustainable environmental practices.

17 A/RES/67/19 of Palestine living side by side with Israel in peace and security on the basis of the pre-1967 borders, Bearing in mind the mutual recognition of 9 September 1993 between the Government of the State of Israel and the Palestine Liberation Organization, the representative of the Palestinian people, Affirming the right of all States in the region to live in peace within secure and internationally recognized borders, Commending the Palestinian National Authority s 2009 plan for constructing the institutions of an independent Palestinian State within a two-year period, and welcoming the positive assessments in this regard about readiness for statehood by the World Bank, the United Nations and the International Monetary Fund and as reflected in the Ad Hoc Liaison Committee Chair conclusions of April 2011 and subsequent Chair conclusions, which determined that the Palestinian Authority is above the threshold for a functioning State in key sectors studied, Recognizing that full membership is enjoyed by Palestine in the United Nations Educational, Scientific and Cultural Organization, the Economic and Social Commission for Western Asia and the Group of Asia-Pacific States and that Palestine is also a full member of the League of Arab States, the Movement of Non-Aligned Countries, the Organization of Islamic Cooperation and the Group of 77 and China, Recognizing also that, to date, 132 States Members of the United Nations have accorded recognition to the State of Palestine, Taking note of the 11 November 2011 report of the Security Council Committee on the Admission of New Members, 6 Stressing the permanent responsibility of the United Nations towards the question of Palestine until it is satisfactorily resolved in all its aspects, Reaffirming the principle of universality of membership of the United Nations, 1. Reaffirms the right of the Palestinian people to self-determination and to independence in their State of Palestine on the Palestinian territory occupied since 1967; 2. Decides to accord to Palestine non-member observer State status in the United Nations, without prejudice to the acquired rights, privileges and role of the Palestine Liberation Organization in the United Nations as the representative of the Palestinian people, in accordance with the relevant resolutions and practice; 3. Expresses the hope that the Security Council will consider favourably the application submitted on 23 September 2011 by the State of Palestine for admission to full membership in the United Nations; 7 4. Affirms its determination to contribute to the achievement of the inalienable rights of the Palestinian people and the attainment of a peaceful settlement in the Middle East that ends the occupation that began in 1967 and fulfils the vision of two States: an independent, sovereign, democratic, contiguous and 6 S/2011/ A/66/371-S/2011/592, annex I. 3

Expresses the urgent need for the resumption and acceleration of negotiations within the Middle East peace process based on the relevant United Nations resolutions, the terms of reference of the Madrid Conference, including the principle of land for peace, the Arab Peace Initiative 5 and the Quartet road map to a permanent two-state solution to the Israeli-Palestinian conflict 8 for the achievement of a just, lasting and comprehensive peace settlement between the Palestinian and Israeli sides that resolves all outstanding core issues, namely the Palestine refugees, Jerusalem, settlements, borders, security and water; 6. Urges all States and the specialized agencies and organizations of the United Nations system to continue to support and assist the Palestinian people in the early realization of their right to self-determination, independence and freedom; 7. 19 Awards Policy Delegation Awards Following the conclusion of sessions, AUSMUN staff members recommend certain delegations in their respective committees for awards, based on performance throughout the course of each session. AUSMUN awards recognize Outstanding, Distinguished, and Honorable Mention delegations. Such delegations are consistent in their exceptional performance. Individual delegates will be ranked using the following criteria: 1. Remaining in character 2. Overall participation 3. Proper use of the AUSMUN rules of procedure 4. Relative improvement Delegates will be ranked on a scale from 0-5 (with 5 being the highest score) for each criterion by AUSMUN staff.
