1 02/21/17 Page 1 Item # 11 CITY OF DANA POINT AGENDA REPORT Reviewed By: DH X CM X CA DATE: FEBRUARY 21, 2017 TO: FROM: HONORABLE MAYOR AND DANA POINT CITY COUNCIL MIKE KILLEBREW, ACTING CITY MANAGER SUBJECT: APPROVAL FOR CITY TO PARTICIPATE IN THE CONCERNED COASTAL COMMUNITIES COALITION RECOMMENDED ACTION: That the City Council approve of the City joining the coalition and appoint the Mayor (or Mayor Pro Tem in her absence) to participate in regularly held meetings of the coalition. BACKGROUND: At its October 18, 2016 meeting, the City Council considered participation in the Concerned Coastal Communities Coalition ( Coalition ). During discussion of the item, a Council member encouraged others to attend upcoming Coalition meetings to gain a better understanding of what the value of the Coalitions efforts, and another Council member further suggested that the Council should explore further the idea of creating a caucus within the League of California Cities to discuss local issues. That City Council agenda report and resulting minutes are included as Supporting Document A. Included in Supporting Document A is a communication that was received on August 10, 2016, inviting the City to participate in Coalition and stated it is focused on issues of mutual concern to coastal communities. The Coalition was formed to create an advocacy group focused on common issues of concern to the coastal cities and to share knowledge, information and resources to advocate for those issues. The four current members that have their respective City Council s approval to join the Coalition include Seal Beach, Laguna Beach, Oceanside, and San Clemente. In addition to Dana Point, representatives from other cities that have attended Coalition meetings include Huntington Beach, Newport Beach, San Juan Capistrano, and Encinitas. In addition, representatives of the Office of Lisa Bartlett, Office of Darrell Issa and the Association of California Cities Orange County (ACC-OC) have attended meetings. The Coalition has reportedly expressed a general desire to join forces with other advocacy groups such as ACC-OC and the League of California Cities when appropriate for coastal city issues.
2 02/21/17 Page 2 Item # 11 The Coalition was born out of discussion among many of our coastal cities eager to address the threat posed by the continued storage of spent nuclear fuel at the San Onofre Nuclear Generating Station (SONGS), but has broadened the mission to include Short Term Rentals, Coastal Commission interaction, beach preservation and other issues unique to the coastal communities. Communities in close proximity to SONGS became concerned over the plan to store the spent fuel onsite and implored their federal legislatures to come up with solutions. Legislation the Coalition has supported includes House of Representative Bill H.R. 3643, which was sponsored and introduced to the House Energy and Commerce Committee on September 19, The purpose of the bill is to amend the Nuclear Waste Policy Act of 1982 to authorize the Department of Energy (DOE) to enter into new contracts (or modify existing contracts) with the licensee of an interim consolidated storage facility. The Coalition also supports H.R. 4745, currently under consideration from the House and offers a similar path forward for the removal of spent fuel and high-level waste from nuclear power plants. The Dana Point City Council wrote a letter of support for H.R (Attachment B), which was approved by Council action on April 19, DISCUSSION: The Coalition is proposing joint advocacy with the support of Townsend Public Affairs, on the issue of storage of spent nuclear fuel and is working to create an organization that serves the common goals of our local coastal communities. Other issues affecting coastal communities that are under consideration include: clean beaches, shoreline erosion, sober living homes and short term rentals. The Mayor attended the Coalition s February 9, 2017 meeting (see meeting agenda as Supporting Document B) and asked that this item be brought back to the City Council for consideration. FISCAL IMPACT: Currently, membership dues are set at $600 per month (or $7,200 per year). If the City Council chooses to join, there is adequate funding in the adopted budget to cover the $2,400 cost to participate for the balance of FY17, and an annual amount would be included in the proposed FY18 budget.
