1 BEFORE THE DIALOGUE: Online Pre-Registration: All delegates must pre-register online. Advance screening for the event is mandatory owing to strict police requirements. Through pre-registration, we obtain the information required to approve and produce the security name badges. The deadline for online pre-registration was Friday 5 May and unfortunately, we are unable to guarantee access to the Summit for registrations received after this time. If you have not already submitted your online pre-registration please contact shangri-la@iiss.org as a matter of urgency. Staff Accompanying Government Delegates: Staff members and assistants accompanying invited government delegates (inclusive of Defence Attachés, aides-de-camps, government journalists and interpreters) should have submitted their details for screening through the MS Excel Foreign and Embassy Staff Registration Sheet by Friday 5 May. If you have not already provided this information, we ask that you do this as a matter of urgency; late submissions could result in key persons being denied access to the secure area. Passport and Visa: Please note that to enter Singapore your passport must have a minimum validity of 6 months at the time of departure. Certain nationalities will require a visa to enter Singapore. If you have not already arranged your visa, information is available via under Consular Information: Travel Information for Foreigners Visiting Singapore. If you are travelling independently and a visa is necessary, please follow the procedures as per the MFA website. If supporting documents are required, please shangrila@iiss.org at the earliest possible convenience. Travel and Accommodation: For most countries, all logistics for full Government delegations (including aides, security and other officials) will be coordinated by the local Embassies in Singapore. Please liaise with your country representation in Singapore. For those attending independently, please visit the Shangri-La Dialogue Delegate Homepage, which can be accessed with the username and password sent in your registration . The deadline for booking accommodation has however passed and space cannot be guaranteed at the Shangri-La Hotel. Any requests for accommodation must be secured using the Shangri-La Hotel reservation form, which should be completed and returned directly to the hotel. IISS SHANGRI-LA DIALOGUE APP: The IISS Shangri-La Dialogue App, which includes details on the Summit agenda, important logistical information and links to related social media channels, will be available for download on Wednesday 31 May. The App will be updated regularly before and during the Dialogue including the addition of the full speaker agenda and delegate list on Thursday 1 June, as well as videos and speech transcripts of the plenary sessions as and when they become available. To download the App, please search for IISS Events on the Apple App Store and Google Play. Alternatively, please visit on your device, which will direct you to download link. ARRIVAL AND ONSITE REGISTRATION: Arriving at the Summit: The IISS does not cover the costs of airport transfers at the point of origin or in Singapore. The Shangri-La Hotel is a 30-minute drive from Singapore Changi International Airport. We advise delegates to take a taxi, which is both safe and reliable and generally costs approximately S$30. Transport can also be pre-arranged directly with the hotel at a cost of S$188++ per trip. The hotel requires at least 2 hours prior notification for any amendment or cancellation to the booking. The hotel is also accessible from the airport by bus and shuttle service. From Friday 2 June, delegates driving to the Shangri-La Hotel should ensure that they have the relevant Shangri-La Dialogue car park labels, and should aim to arrive at least 30 minutes before commencement of the programme in order to allow for the required security checks. For further information on car park labels, please contact shangri-la@iiss.org. Those without the necessary labels may, subject to availability of spaces, park at the Garden Wing car park of the Shangri-La Hotel, which will remain open to the public. ONSITE REGISTRATION: Government Delegation Batch Collection: Please note that government batch collection will take place on Thursday 1 June based on the following schedule: 11:00 11:30 Singapore MINDEF 14:00 15:00 Countries A-K 15:00 16:00 All other Singapore government agencies and US 16:00 17:00 Countries L-Z Embassies and High Commissions must have nominated a proxy, including the details listed below, to collect name badges and conference materials for their principals and accompanying staff. This information is required by Thursday 25 May at the latest. Name Position Contact Mobile Number Scanned Copy of Photo ID (NRIC/FIN/Passport) Unfortunately, we are unable to guarantee provision of name badges and conference materials if the above information is

For all other name badge enquiries, please approach the registration counter located on the mezzanine level and one of our staff will attend to your requests. Non-Government Delegate Onsite Registration: Non- Government Delegates can register at the Registration Desk located on the Mezzanine Level of the Shangri-La Hotel from 10:00 on Friday 2 June. All delegates will be given a name badge, full speaker agenda and a copy of the IISS Strategic Dossier Asia- Pacific Regional Security Assessment The delegate list and Summit information will be available on the Dialogue App. To attend the Opening Dinner on Friday 2 June, guests must have collected name badges and cleared security in advance. There will be no entry to dinner after 19:50. PLENARY AND SPECIAL SESSIONS: Plenary Sessions Plenary Sessions will be held in the Island Ballroom. Delegation principals are likely to be assigned seats with digital name boards pre-positioned in the front two rows. Seating plans will be displayed outside the Island Ballroom and in the Seating Plans section of the Dialogue App. Other delegates may take their seats as they choose in the remaining rows. There will be no name boards for other delegates, but a blank name board will be provided in each place for delegates to fill out with their name if desired, together with a sticker to show you the row and seat number you have taken; this is to make it easy for you to find your seat after breaks. At each session, once the initial presentations are over, the Chair will take questions from the floor. Delegates will be required to tap their name badge on the left of the microphone unit in front of them in order to activate the system to raise a question with the Chairman. Full instructions on this system will be available in the Island Ballroom. We request that questions take no more than three minutes; the Chair may curtail any speaker exceeding this time limit. We encourage all speakers and those asking questions from the floor to speak in English if possible. However, simultaneous interpretation will be provided in Chinese, Japanese and Korean. All plenary sessions are on the record. Officials are only permitted temporary access to the Island Ballroom to relay urgent communications to their principals. Plenary sessions will be screened in the Island and Tower foyers where limited seating and a small number of interpretation headsets will be available for officials wishing to follow the discussions in detail. Observers are to take dedicated observer seats at the back of the ballroom. Security officers are granted standing access at the side of Ballroom. The staff of delegates with a speaking role in the plenary sessions are asked to ensure that the IISS receives a copy of the speech before the session, ideally by Monday 29 May and in electronic format. s Four special sessions will take place in one sitting on Saturday afternoon. Delegates are invited to attend one of the sessions. Special Sessions will be held in the Tower and Island Ballrooms. Priority for these sessions is given to delegates; seating will be allocated on a first-come first-served basis. Delegates should therefore arrive early to guarantee seating in their first choice session. Name boards for delegates will be set out in alphabetical order outside the Tower Ballroom. Chairs and panelists will be assigned seats and their name boards will be placed inside in advance. Please note that special sessions are open to delegates wearing a white badge only; officials pre-registered as note takers are permitted access with their principal. Where space is available, observers wearing violet badges may be granted access to the seats at the side of the room. Officials are only permitted temporary access to relay urgent communications to their principals. Special sessions are on the record and will be streamed outside each individual special session room and in the Media Room, with a limited number of interpretation headsets available. LUNCHES AND DINNERS: Lunches: Government of Singapore Working Lunches: The Government of Singapore will host ministerial working lunches on Saturday 3 June and Sunday 4 June in Azalea I and II. Lunch for all other Delegates: Buffet lunches for all other delegates and, if space allows, observers will take place in the following areas: Saturday 3 June: The Line Restaurant Sunday 4 June: Tower Ballroom Opening Dinner: The Keynote Address, Opening Reception and Dinner will take place from 19:00 on Friday 2 June. All delegates and Opening Dinner guests are invited to attend but name badges must be worn and clearly displayed at all times in order to gain access to the Summit area. The dress code is business attire. Military uniforms may be worn by serving officers as desired. Leaders of government delegations are likely to be assigned allocated seating. The seating plan will be displayed in the Island Foyer and in the Seating Plans section of the Dialogue App. Other invited guests (delegates and Opening Dinner guests) will be assigned specific tables, which can be viewed on the Seating Plan in the Island Foyer and on the Dialogue App. Istana Dinner The Istana Dinner will take place on the evening of Saturday 3 June. Due to capacity restrictions, only government delegates and a limited number of selected non-government delegates will be invited. Non-government delegates will be informed at registration if they are invited to attend. Those not invited will be free to make their own arrangements for dinner on the Saturday evening. Invited Guests must bring their invitation cards and wear their name badges at all times. Invited guests are asked to assemble in the Island Foyer, Shangri- La Hotel by 19:00. For security reasons guests are obliged to travel to and from the Istana in official coaches. Delegation principals will travel in their ministry cars and personal security will therefore be able to accompany them as required. For clarification, participants should contact Mr Scott Lai at
3 Delegation principals authorised to travel to the Istana in their designated cars are not allowed to give rides to other dinner guests. Owing to security restrictions, guests will be unable to leave the dinner early. Leaders of government delegations may be assigned allocated seating in the main dining room; table plans will be made available on Saturday evening. Other guests will be assigned to one of the dining rooms. The dress code for men is long-sleeved shirt without tie or long-sleeved batik shirt. For ladies, it will be smart casual. GOVERNMENT BILATERAL MEETINGS: The IISS Shangri-La Dialogue facilitates private bilateral meetings for ministers and senior government officials. The IISS has reserved six meeting rooms in the Shangri-La Hotel for this purpose. The venues are Gardenia, Orchid I, II and III, Hibiscus I and Garden Wing Room 480, all of which are situated within the secured area on the Mezzanine Floor apart from Garden Wing Room 480, which is outside of the secure area. Room bookings will be accepted only if they are made by government representatives and they must state the exact duration required as well as the identity of attending parties to avoid any double booking. The IISS will treat any information related to bilateral meetings as confidential. The schedule is divided into 15-minute slots, and governments may reserve up to a maximum of 30 minutes for a single meeting. The meeting rooms will be released on a first-come-first-served basis and can be reserved only for confirmed bilateral meetings. These rooms are not available for internal briefings, press releases, or as holding rooms. The IISS reserves the right to reallocate meeting rooms as it deems necessary and may move any meeting to another location either inside or outside of the secured summit area. All bilateral meeting requests should be directed to: Kevin O Sullivan (kevino sullivan@iiss.org). FREQUENTLY ASKED QUESTIONS What is the language of the summit? English, and we encourage all speakers and those asking questions from the floor to speak in English if possible. However, simultaneous interpretation will be provided in Chinese, Japanese and Korean. Please note, simultaneous interpretation will not be provided for the Keynote Address. What is the dress code for the summit? The dress code for the Opening Dinner and summit is that which is considered appropriate for business meetings in each country represented. Military uniforms may be worn by serving officers as desired and according to national custom. The dress code for the Istana Dinner is a long-sleeved shirt without tie or long-sleeved batik shirt for men and for ladies it will be smart casual. Are spouses invited to the Shangri-La Dialogue? Owing to capacity restrictions and also the working nature of the IISS Shangri-La Dialogue programme, the IISS is unfortunately unable to invite spouses to any of the summit proceedings including the Opening Dinner on Friday and Istana Dinner on Saturday. When and where can transcripts and footage of the Dialogue be obtained? Copies of the prepared statements (where made available), videos and transcripts of the plenary sessions will be posted on the IISS Shangri-La Dialogue website and the Dialogue App. Please note that while we endeavour to make videos and transcripts available within 24 hours of a session taking place, this cannot be guaranteed. We will be unable to provide hard copies of prepared statements and transcripts at the Dialogue. During the Summit, we encourage you to use the hashtag #SLD17 on Twitter and visit the Summit blog, Shangri-La Voices for commentary on the latest developments and speeches.
