1 INTERNATIONAL COTTON ADVISORY COMMITTEE Washington, DC August 12, 2017 Procedural Matters for the 76 th Plenary Meeting Background The 76 th Plenary Meeting will be held in Tashkent, Uzbekistan from October 23 to 27, 2017, with administrative and organizational meetings beginning on October 22. The Organizing Committee in Uzbekistan is led by Uzpakhtasanoatexport Holding Company, supported by the Ministry of Agriculture and Water Resources, Uzbekyengilsanoat Joint-Stock Company, Uzbek Centre for Certification of Cotton Fibre (SIFAT), Uzpakhtaexport Joint-Stock Company, Uzpakhtasanoat Joint-Stock Company, Pakhtasanoat Ilmiy Markazi Joint-Stock Company, Uzpakhtayog Joint-Stock Company, Uzbek Commodity Exchange, the Textile Promotion and Marketing Agency and the Cotton Logistics Transport Company. The following guidelines are offered to participants in the 76 th Plenary Meeting. For further information, please visit "Cotton in the Era of Globalization and Technological Progress" TRAVEL TO UZBEKISTAN All participants are responsible for making travel arrangements to and from Tashkent. VISAS, TECHNICAL TOURS AND HOTEL RESERVATIONS The Organizing Committee in Uzbekistan has created a simple, one-page form to be used to apply for visas, to register for a technical tour and to make a hotel reservation. As a first step, all participants, including delegates, observers, and speakers, are requested to register on-line at < This assures that all names, addresses and phone numbers are typed correctly. As a second step, download the form provided by the Organizing Committee from the ICAC web site. Each participant should complete the form and include a copy of their passport, and send scanned copies to the address provided: x.alimov@uzpex.uz. All participants will receive a Letter of Assurance from the Ministry of Foreign Affairs. The letter can be used to apply for a visa at a Uzbek embassy or consulate in advance of travel to Uzbekistan. Alternatively, participants can use the letter of assurance to board flights to Uzbekistan and apply for visas on arrival in Tashkent. The 76 th Plenary Meeting of the ICAC will be held at the International Hotel Tashkent. All sessions and meetings, as well as those of working groups, will be held at this hotel. COMPOSITION OF DELEGATIONS Designation of delegates: Members of ICAC are encouraged to notify the Secretariat as soon as possible of the names of official delegates and heads of delegations to the 76 th Plenary Meeting so that
2 2 registration can proceed in an orderly fashion. (Only those persons included in the official roster sent in advance to the ICAC Secretariat by Members will be accredited as Official Delegates.) Size of official delegations: The Rules and Regulations do not stipulate a maximum number of official delegates. Members are asked to exercise discretion in constituting their official delegations, keeping in mind that official delegates are presumed to be in full-time attendance at the meeting. Participation of members of the Standing Committee: The participation of members of the Standing Committee in Plenary Meetings is important. The Standing Committee serves as a link in the chain of communication connecting the Standing Committee and Secretariat to Plenary Meeting delegates and the private sector. The Standing Committee works with the Executive Director between Plenary Meetings to direct the work plan of the Secretariat and to implement decisions of the Advisory Committee. Governments are encouraged to include delegates to the Standing Committee in official delegations for each plenary meeting. Participation of members of the PSAP, CSITC, and SEEP: Governments are encouraged to include members of the Private Sector Advisory Panel, the Task Force on Commercial Standardization of Instrument Testing of Cotton, and the Expert Panel on Social, Environmental and Economic Performance of Cotton Production in their official delegations to the 76 th Plenary Meeting. MEMBER STATEMENTS Member Statements provide a vehicle by which the world cotton sector is kept informed of structural changes and policy developments in countries, and are an opportunity to highlight key issues for the cotton industry and core interests of each Member to be addressed in the Statements of the Plenary Meeting. Therefore, statements are strongly encouraged. While statements from Members of ICAC are obviously welcomed, it is also emphasized that statements from non-member and international organizations are not only welcomed but are highly encouraged. Such statements help to increase communication between the ICAC and all countries and organizations. Statistical information showing area, production, consumption, trade, stocks and local prices for the ten most recent cotton seasons in metric measures is highly appreciated. The theme of the 76 th Plenary Meeting is "Cotton in the Era of Globalization and Technological Progress." Accordingly, Member and Non-Members may wish to address related issues in their statements: 1) Which technological developments are regarded as the most significant with implications for the work of ICAC? 2) What policies or programs should Members and the Secretariat implement in response to these developments? All speakers are asked to use metric measures and U.S. dollar equivalents when presenting their reports during the First Plenary Session. It is recommended that measures of production and yield refer to lint, rather than seed cotton. Documents should be in one of the official languages of the Committee (Arabic, English, French, Russian, Spanish). Country reports and other planned statements should be received electronically (following the attached Guidelines for Authors ) at <secretariat@icac.org> as soon as possible. If unable to attend the plenary meeting, Members are encouraged to send a report for the benefit of meeting participants and the Secretariat. Observers are excluded. The purpose of the Drafting Group, which will elect its own chair, is to draft a statement of the consensus of the 76 th Plenary Meeting. The Secretary General will prepare a draft statement for the consideration of delegations and will distribute it before the meeting of the Drafting Group. The Drafting Group is scheduled to meet on Thursday, October 26, beginning at 13:45 hrs. MEETING OF THE STEERING COMMITTEE The Steering Committee is composed of all official delegations from members. Observers are excluded. The meeting is scheduled to begin at 09:00 hrs. on Friday, October 27. The Steering Committee is scheduled to confirm the election of Standing Committee officers; consider working papers from the Standing Committee, if any; adopt the Statement of the 76 th Plenary Meeting presented by the Drafting Group; and deal with any other business. PLENARY, OPEN & BREAKOUT SESSIONS, WORKING GROUPS AND TECHNICAL TOURS The agenda of each plenary meeting is ambitious, with sessions organized on a broad range of topics to satisfy the interests of the host country, other countries, the PSAP, and mandates received from previous meetings. The agenda of the 76 th Plenary Meeting is no exception, and compromises in the schedule have been necessary. Delegates are asked to be mindful of the need to begin and end sessions as scheduled. Plenary Sessions: Plenary sessions are open to all delegates and observers, but only delegates may offer comments or questions. Open Sessions: Open sessions feature an interactive format designed to encourage discussion and collaboration and are open to all delegates and observers. Microphones will be available to facilitate participation by observers. In both plenary and open sessions, the chair will control all discussion, and participants must receive recognition before speaking. Delegations with prepared remarks for presentation in plenary or open sessions are asked to supply copies to the Secretariat before each session. The Secretariat will provide copies of remarks to interpreters. In addition, members of the Secretariat will circulate among speakers during the plenary meeting to collect written speaking notes from delegates to ensure accurate minutes of the meeting. All participants are asked to cooperate with the Secretariat by providing their speaking notes, so that the minutes of the meeting can be as accurate as possible. World Café sessions are open to all delegates and observers. There will be two sessions on the same day (Tuesday, October 24) starting at 16:00 hrs. These sessions will consist of interactive discussions at about 20 different tables, with approximately 10 people per table. Tables will be organized by language (Arabic, English, French, Russian, Spanish). There will be one rapporteur at each table. The World Café will be a space for the discussion of strategies, and each group will develop their ideas on the Promotion of Cotton to be shared with the entire plenary. After the first World Café, results from each table will be compiled by a facilitator for presentation and discussion at the second World Café at 17:15 hrs.
4 The following working groups will meet to prepare a report to the 76 th Plenary Meeting: Sunday, October 22: Private Sector Advisory Panel (PSAP) ( 4 Sunday, October 22: Task Force on Commercial Standardization of Instrument Testing of Cotton (CSITC). ( Sunday, October 22: Expert Panel on Social, Environmental and Economic Performance of Cotton Production (SEEP). ( Six breakout sessions on topics of interest to all plenary meeting participants will be held in separate meeting rooms in the International Hotel Tashkent. These sessions will be conducted in English only. There will be three post-conference Technical Tours to Samarkand, Bukhara, and Khiva. Each tour will depart from Tashkent on Friday afternoon October 27 and return on Sunday evening October 29. The tours are heavily subsidized by the Government of Uzbekistan and will feature both tourist activities and visits to cotton facilities. The same one-page form is used to apply for visas, make hotel reservations and to register for technical tours. All plenary meeting participants are eligible to experience any one of these tours.
5 ICAC Guide to Authors This ICAC Guide to Authors is designed to ensure that statements and presentations to the meeting can receive the widest distribution and have the greatest impact possible. Copies of all statements and presentations received will be distributed to participants at the meeting and posted on the web on the day of delivery. Proceedings of the meeting, including the minutes of ensuing discussions, will be published as soon as possible. Country statements, statements for plenary and open sessions and presentations received in advance will also be provided to the interpreters for improved communication during the meeting. Use of Metric Units and U.S. Dollars in all Presentations As part of the preliminary agenda, the Secretariat is asking all countries and speakers to use metric measures and U.S. dollar equivalents (or indicate the relevant exchange rate) when giving their reports to the plenary. It is also requested that measures of production and yield refer to lint, rather than seed cotton. There is often confusion each year when countries report seed cotton production, rather than lint, and use domestic measures of lint of varying bale sizes (400 pounds, 80 kilograms, 170 kilograms, 480 pound net weight, 500 pounds gross weight, 220 kilograms, 227 kilograms, 720 pounds, and others.), and units of planted area (acres, hectares, feddans, 1/10 th of a hectare, 1/15 th of a hectare and others), and when values are reported in national currencies. The Secretariat has been reporting exclusively in metric units since directed to do so by the 50 th Plenary Meeting in Turkey in 1991, and it would be helpful if all country reports were in standard units.
