5 The Global Agenda: starting point of European and local public policy Development policy The primary and overarching objective of EU development cooperation is the eradication of poverty in the context of sustainable development, including pursuit of the Millennium Development Goals. (European Consensus on Development, 2005) Good governance at local level is necessary to achieve sustainable development. It creates the conditions for inclusive, responsive and effective devlopment processes. (2013 Communication on Empowering Local Authorities...) 5
6 The Global Agenda: starting point of European and local public policy Climate change negotiations and climate policy We need to make an ambitious commitment to make further greenhouse gas emission reductions in time for the upcoming negotiations on an international climate agreement [...] The new 2030 framework must take into account the current international situation and expected developments [...] Instruments should empower regional and local authorities to invest and exploit low-carbon opportunities. 23 Mention to «cities» and «local authorities» in reports and consultations Cities are where the battle for sustainable development will be won or lost the most pressing issue is not urban versus rural but how to foster a local, geographic approach to the post-2015 agenda this can be done by giving local authorities a bigger role in setting priorities, executing plans, monitoring results and engaging with local firms and communities.
