2 Introduction The Africa Governance Inventory (AGI) Portal is an online gateway to governancerelated information in Africa. The AGI was developed in 1999, by the Department of Economic and Social Affairs of the United Nations (UNDESA), with financial support from the United Nations Development Programme (UNDP) and the Government of Italy. Following the recommendations of AGI Focal Points, UNDESA made the AGI available on the Internet, in 2003, to facilitate information-sharing on governance in Africa through the World Wide Web ( Through the compilation and analysis of governance related data, the AGI aims at strengthening national capacity to: establish priorities and to identify financial gaps and needs among different areas of national governance programming mobilize and coordinate internal and external resources to be channeled into governance initiatives in the context of national frameworks, and manage and monitor national and external resources allocated to governance programs and projects, as well as to program resources at a sub -regional level. These instructions are intended to make the AGI Questionnaire easier to fill in and less time-consuming. They are organized by corresponding category of information sought in the questionnaire itself. For best results, please read the instructions before filling out the questionnaire. If you have any questions about the form or the instructions, please feel free to contact INSERT NAME OF THE CONSULTANT at INSERT CONTACT NUMBER. A. General Instructions As you will see, each program or project (initiative) your organization sponsors should be the subject of a distinct form. If your organization sponsors more than two programs or projects, please make extra photocopies of the form (and accept our thanks for doing so). Note that if a program or project your organization sponsors has already been entered in the AGI database, you will receive a print-out of the record of that initiative. Please mark on the printed record only the changes in the data recorded in respect of that initiative. If there haven t been any changes simply write all information remains current on it, without going to the trouble of filling in a new form. The AGI for (INSERT COUNTRY) is maintained in a combination of (INSERT LANGUAGE/S). We would be grateful if you would record your responses in either one of those languages. Various monetary amounts are called for in the questionnaire. Please fill in the currency in which you conduct business; if the information is already available in United States Dollars please enter the value in this currency and the exchange rate used. 1

3 B. Specific Instructions Below are instructions with respect to the specific sections of the AGI Web Portal. 1. Title. Please fill in the title of the initiative. 2. Type. Three options are given: program, project or non-governance program component. A project is a specific development undertaking of one or more funding entities. It is a time-bound intervention that consists of a set of planned, interrelated activities aimed at achieving defined objectives. By contrast, a program is a time-bound intervention similar to a project but which falls purposely within the scope of the national program framework. It can cut across sectors, themes or geographic areas, use a multi-disciplinary approach, involve more institutions, and may be supported by several different funding sources. Programs are generally built on different components and allow for flexible revisions over time. Finally, a non-governance program component (NGPC) is a governance-related component of a program that otherwise has little or nothing to do with governance. 3. Status. This box is used to identify the point to which an activity has run in its planned or anticipated course. There are four options. Ongoing which refers to all activities that have started but not finished. Postponed refers to an activity whose start of operations has been formally and explicitly postponed. Pipeline is used for planned activities for which support is being considered by one or more funding agencies. Complete is used for activities that have passed through all thei r stages in all their details. 4. Initiative reference. Please fill in the number your organization uses to identify the program or project further described in the questionnaire. If your organization does not use a number to identify the project or program, just leave this box blank. 5. Start Date. Don t worry about the specific day your activity started; just fill in the month and the year. 6. Intended Duration (months). Please enter the number of months for which the initiative is/was intended to run. 7. Location of project execution. Please name the locality in which the initiative is to be carried out. 8. Objectives. Please summarize the objectives of your governance activity as stated in the related project or program documents. 9. Classification Area/Component. Please select a classification area and then a classification component addressed by this initiative. There are 10 categories of governance activities, each of which has several components. They are all listed in Annex 1 to these instructions. Please use only the standard categories and components in Annex 2

4 1 when recording your governance activities, choosing the category/ies and component/s that best (if imperfectly) describe them. This section is crucial to ensure comparability across activities and countries, a key goal of the AGI. If you really feel no component listed adequately fits your category of governance activity, please insert other. (Of course, we hope you will use other sparingly.) Please note that each classification selected requires a percentage of the initiative budget allocated to it. 10. Direct Beneficiaries. Please list the persons/entities that will benefit directly from the governance activity. Another term sometimes used to denote direct beneficiaries is target group. These may be institutions or classes of individuals. 11. Indirect Beneficiaries. Please list the persons/entities that will benefit indirectly from the governance activity. 12. Performance indicators. Please indicate a list of factors that determine the success or failure of the initiative. 13. Expected Outputs. Please indicate the initiative expected outputs including the major activities implemented for achieving them and the respective funds allocated. By expected outputs, we mean the tangible products (including services to be rendered) of a project or program as stated in the related documents that, taken together, are intended to help meet the project or program s objectives. 14. Status of achievement of an output. Please indicate whether the output has been completed, is ongoing or in progress (pipeline). 15. Total budget. Please enter the total budget of the initiative 16. Funding Sources. Please enter separately the amount donated respectively by each funding source (beneficiary government, bilateral, multilateral funding agency, etc.) indicating the nature of the contribution (monetary grant, loan or in kind - i.e. nonmonetary contribution 1 ), the type of contribution (trust fund, cost-sharing, parallel or others 2 ) and whether it is in the pipeline (i.e. forthcoming and not yet deposited). 17. Executing Agencies. Executing Agencies are those entities responsible for the management of a specific programme or project. These responsibilities include accountability for the effective use of the allocated financial resources. Please select an executing agency from the list contained in the Annex 2 to these instructions. Please also indicate the percentage of the initiative s total budget that is managed by each executing agency. 18. Implementing Agencies. Please record the Implementing agencies, which are those entities that carry out the initiative activities (and may differ from the executing agencies). 1 If the contribution is in -kind, please fill in the approximate monetary value i.e. the equivalent amount in US dollars. 2 Use Trust Fund when the contribution of the funding agency comes from a special account established by UNDP and the funding agency to finance common program activities. Use Costsharing when the contribution comes from the funding agency to supplement UNDP s regular resources and is fully integrated into the UNDP budget. Use Parallel when the contribution finances a common program with UNDP but the funds are administered separately from UNDP funds (usually by the funding agency itself). As noted in the text above, everything else is other. 3

5 19. National Executing Agencies. Please record the National executing agencies, which are those entities that monitor budget use at the local level. 20. Cooperating Agencies. Please record any agency responsible for the implementation of a specific portion of the activity through a subcontract or an interagency letter of agreement. 21. Links. Please list other init iatives that the current initiative is in some way related to. 22. Evaluation data. Please add any data available from evaluation/s carried out on the initiative 4
