1 MEDIA RELEASE Niagara Region Transit to begin servicing Outlet Collection on July 2 NIAGARA REGION, June 23, 2014 As of July 2, Niagara Region Transit routes 50 and 55 (Niagara Falls St. Catharines) will change to provide hourly service to the new Outlet Collection in Niagara-on-the-Lake. Niagara Falls St. Catharines routes will now stop hourly at: Outlet Collection Mall, 300 Taylor Rd., Niagara-on-the-Lake Target Plaza transit hub, 7190 Morrison St., Niagara Falls Niagara Falls St. Catharines routes will no longer stop at the following locations: Bridge St. Terminal Bridge St. / Victoria Ave. Drummond Rd. / Thorold Stone Rd. St. David s Rd. / Schmon Pkwy. Brock University / Glenridge Ave. This bus will also no longer connect with routes 60 and 65 (Welland Niagara Falls) The Niagara Region Transit fare is integrated with Niagara Falls, St. Catharines and Welland transit and allows users to transfer onto local systems as needed to reach their destination at no additional cost. That this report BE RECEIVED for information; and, 2. That a copy of this report BE CIRCULATED to Niagara s local area PURPOSE municipalities, the Niagara Peninsula Conservation Authority and the Ministry of Municipal Affairs and Housing. The purpose of this report is to provide information to Regional Council on the process, timing, and feedback received to date on the Regional Official Plan Amendment to provide Source Water Protection Policies. This report supports Council s Business Plan Theme 1: Responsive Region and Theme 2: Healthy Community. BUSINESS IMPLICATIONS There are no financial implications arising from this report as the cost including time to undertake the review and develop the Source Water Protection Policies is included in the Planning and Development Services and the Water/\Nastewater budgets for REPORT Background The Clean Water Act requires the preparation of Source Water Protection Plans to protect existing and future sources of drinking water. The Source Protection Plan (SPP) for the Niagara Peninsula Source Protection Area aims to ensure that activities identified as drinking water threats under the Clean Water Act either never become a significant threat, or cease to be a significant threat. The SPP was approved by the Province on December 17, All planning and development decisions must conform to significant drinking water threat policies on the SPP effective date of October 1, 2014.

12 PDS June 4, 2014 Page 2 of 14 The Regional Official Plan must be updated within two years of the effective date and the local area municipalities must have updated Official Plans and Zoning By laws within three years of the effective date. The SPP focuses on municipal surface water Intake Protection Zones (IPZ) around Water Treatment Plants (\/\/T P) that could have significant drinking water threats associated with them. The Niagara specific drinking water threats were identified through the development of the SPP which modeled 21 threats categories as outlined in the Clean Water Act against the six WTP s. Of the six WTP s that were reviewed, three were identified as having potential threats; these include the DeCew Falls \/\/TP, Port Colborne WTP and the Niagara Falls \/\/TP. An example of a significant threat could be the storage of road salt in large quantities. The threats associated with each WTP are outlined in the drafted ROPA 5. ROPA 5 proposes new policies to be consistent with the required policies of the SPP along with a new schedule that outlines the three V\/TP s and their respective lpz s that have related policy directions. The ROPA should be read in conjunction with the SPP, the explanatory document and the assessment report. This ROPA will not address other policy areas that could have been addressed but were not required in the Source Protection Plan such as Highly Vulnerable Aquifers. The City of Thorold, the City of Port Colborne and the City of Niagara Falls are required by the SPP to update their respective Official Plans and Zoning by-laws to align with the SPP and ROPA. Collaborative Development ofthe Regional Official Plan Amendment As the implementation process involves multiple levels of government and various disciplines, a working group was formed in January of 2014 to collaborate on the development of this ROPA. The working group consists of Planners from the City of Thorold, the City of Port Colborne and the City of Niagara Falls, the staff members from Niagara Peninsula Conservation Authority (Source Protection Authority), Ministry of Environment, Planners from the Region s Planning and Development Services Department, the Risk Management Official and the Manager for Quality and Compliance from the Water and Waste Water division of Public Works. The working group has contributed to the development of the policies. Further discussions will take place relating to implementing the planning and building process. The Chief Building Officials from the respective municipalities will be involved in these discussions to ensure that an efficient and streamlined approach to integrating source protection will be developed. Working to ensure that an efficient and streamlined approach is developed will help ensure that anyone coming in with an application will have clear, consistent and concise answers. A SPP guidance document may also be developed to assist with implementation. Process and Next Steps No recommendation is being made on ROPA 5 at this time. The Statutory Public Meeting is a critical avenue to allow residents and agencies to make their view on the amendment known.

14 MEDIA STATEMENT Statement on the Passing of Former Regional Chair Wilbert Dick NIAGARA REGION, June 25, 2014 It is with deep sadness that I learned of the passing of a friend and former Regional Chair Wilbert Dick on Monday, June 22. On behalf of Regional Council, I extend condolences to his wife Betty and his three children. Wilbert enjoyed an active political life serving as Regional Chair from and as Lord Mayor of Niagara-on-the-Lake from A long-time resident of Virgil, he was dedicated to his community well after his time in political office. Wilbert will be deeply missed by all who knew him, served with him on Council and worked with him during his time at the Region. The flags at Regional Headquarters will be lowered in his memory.
